The effort to make clear the need to share efforts between the State and the Private Initiative is notorious.On two occasions its modification has been sought: In 2007, through a wide range of reforms that brought the country closer to the socialist path, but which was rejected by a closed vote through the referendum; and in 2009 when re-election was allowed in any post of popular election, including the presidency of the republic.
