Book Synopsis Distributive Politics in Developing Countries by : Mark Baskin
Download or read book Distributive Politics in Developing Countries written by Mark Baskin and published by Lexington Books. This book was released on 2014-10-23 with total page 279 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the increasing use of Constituency Development Funds (CDFs) in emerging democratic governments in Africa, Asia, the Caribbean, and Oceania. CDFs dedicate public money to benefit parliamentary constituencies through allocations and/or spending decisions influenced by Members of Parliament (MPs). The contributors employ the term CDF as a generic term although such funds have a different names, such as electoral development funds (Papua New Guinea), constituency development catalyst funds (Tanzania), or Member of Parliament Local Area Development Fund (India), etc. In some ways, the funds resemble the ad hoc pork barrel policy-making employed in the U.S. Congress for the past 200 years. However, unlike earmarks, CDFs generally become institutionalized in the government’s annual budget and are distributed according to different criteria in each country. They enable MPs to influence programs in their constituencies that finance education, and build bridges, roads, community centers, clinics and schools. In this sense, a CDF is a politicized form of spending that can help fill in the important gaps in government services in constituencies that have not been addressed in the government’s larger, comprehensive policy programs. This first comprehensive treatment of CDFs in the academic and development literatures emerges from a project at the State University of New York Center for International Development. This project has explored CDFs in 19 countries and has developed indicators on their emergence, operations, and oversight. The contributors provide detailed case studies of the emergence and operations of CDFs in Kenya, Uganda, Jamaica, and India, as well as an analysis of earmarks in the U.S. Congress, and a broader analysis of the emergence of the funds in Africa. They cover the emergence, institutionalization, and accountability of these funds; analyze key issues in their operations; and offer provisional conclusions of what the emergence and operations of these funds say about the democratization of politics in developing countries and current approaches to international support for democratic governance in developing countries.

Download or read book Construction Project Monitoring and Evaluation written by Callistus Tengan and published by Routledge. This book was released on 2021-04-27 with total page 218 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book will provide readers with an in-depth theoretical awareness and practical guidance on the implementation of an effective monitoring and evaluation (M&E) system to ensure construction projects meet approved quality, cost, time and social sustainability objectives. The authors discuss the drivers, challenges, determinants and benefits of effective M&E implementation together with the theories and models underpinning construction project M&E practices. Further, a comparative overview of M&E practices in developed and developing countries is presented to elucidate the best practices. The book first conceptualizes M&E as a five-factor model comprising stakeholder involvement, budgetary allocation and logistics, technical capacity and training, leadership, and communication. It then presents an M&E case study on the Ghanaian construction industry before expanding on the idea of M&E systems as an effective tool for project performance and in optimizing a project’s contribution to society and the environment. The book further provides guidance on M&E practice for construction project managers, investors, professionals, researchers and other stakeholders and is therefore of interest to those in architecture, construction engineering, planning, project management and development studies.

Available in PDF, EPUB and Kindle. Book excerpt: What do we mean when we say participatory communication? What are the practical implications of working with participatory communication strategies in development and social change processes? What experiences exists in practice that documents that participatory communication adds value to a development project or programme? The aim of this user guide on participatory communication is to provide answers to some of these questions. Many communication practitioners and development workers face obstacles and challenges in their practical work. A participatory communication strategy offers a very specific perspective on how to articulate social processes, decision-making processes and any change process for that matter. Participatory approaches are nothing new. However, what is new is the proliferation of institutions, especially governmental but also non-governmental, that seek participatory approaches in their development initiative. This guide seeks to provide perspectives, tools and experiences regarding how to go about it with participatory communication strategies. It is conceived as a guide that hopefully can be of relevance and utility for development workers in the field. It is targeted at both at government and their officials, World Bank staff and at civil society.

Book Synopsis Decentralization of Education by : Cathy Gaynor
Download or read book Decentralization of Education written by Cathy Gaynor and published by World Bank Publications. This book was released on 1998-01-01 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is based on a review of the literature on decentralization and teacher management. The focus is on basic formal education, mainly the primary and junior secondary levels of schooling, and on presenting a rationale for decentralizing teacher management. The book presents three models of decentralized teacher management, explores the different functions of teacher management and how these functions are handled in centralized and decentralized systems, examines the design of decentralization reforms in various countries, and discusses the political feasibility and legal implications of decentralizing teacher management. Since reliable data on decentralizing teacher management are limited, the changes that are described--changes that will affect the quality of teaching or learning--are tentative. Although recommendations for planners and policymakers are included, the book emphasizes the viability of the approaches taken so far and the available evidence regarding their efficacy. Book Synopsis How to Build M&E Systems to Support Better Government by : Keith Robin Mackay
Download or read book How to Build M&E Systems to Support Better Government written by Keith Robin Mackay and published by World Bank Publications. This book was released on 2007 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this volume is to help governments in their efforts to build, strengthen, and fully institutionalize their monitoring and evaluation (M&E) systems, not as an end in itself but in support of improved government performance-in other words, sound governance. The volume brings together the considerable experience accumulated by the World Bank's Independent Evaluation Group (IEG) in its longstanding program of support for governments and Bank staff in their efforts to build M&E systems. It also draws on the growing body of literature from other sources on this issue. There is currently a great deal of emphasis on results and on being able to demonstrate performance. Part one starts by focusing on exactly what M&E has to offer to governments. Part two focuses on the experience of several countries that have succeeded in building a well functioning government M&E system. Part three analyzes the lessons from building government M&E systems in these and many other countries, both developing and developed. Ways to strengthen a government M&E system are presented in Part four. Part five maps out those issues where international experience with government M&E systems is not well understood or well documented. Finally, part six provides a series of commonly asked questions on M&E and their answers.
Book Synopsis An Introduction to Community Development by : Rhonda Phillips
Download or read book An Introduction to Community Development written by Rhonda Phillips and published by Routledge. This book was released on 2014-11-26 with total page 682 pages. Available in PDF, EPUB and Kindle. Book excerpt: Beginning with the foundations of community development, An Introduction to Community Development offers a comprehensive and practical approach to planning for communities. Road-tested in the authors’ own teaching, and through the training they provide for practicing planners, it enables students to begin making connections between academic study and practical know-how from both private and public sector contexts. An Introduction to Community Development shows how planners can utilize local economic interests and integrate finance and marketing considerations into their strategy. Most importantly, the book is strongly focused on outcomes, encouraging students to ask: what is best practice when it comes to planning for communities, and how do we accurately measure the results of planning practice? This newly revised and updated edition includes: increased coverage of sustainability issues, discussion of localism and its relation to community development, quality of life, community well-being and public health considerations, and content on local food systems. Each chapter provides a range of reading materials for the student, supplemented with text boxes, a chapter outline, keywords, and reference lists, and new skills based exercises at the end of each chapter to help students turn their learning into action, making this the most user-friendly text for community development now available.
