The author asks why legislators, especially U.S. senators, vote as they do. Are they influenced by their constituencies, party, committee leaders, the President? By taking a relatively short time span, the years 1961 to 1963, the author is able to give us answers far beyond any we have had before, and some rather surprising ones at that. Constituencies played a different, but more important role in senators' voting than earlier studies have shown. Senators appeared to be responding both to the opinion held by their constituents on different issues and to the intensity with which these opinions were held. On the interrelation of constituencies and party, Mr. Jackson finds that Republicans and southern Democrats were particularly influenced by their voters. The clearest cases of leadership influence were among the non-southern members of the Democratic Party. Western Republicans, on the other hand, rejected the leadership of party members for that of committee leaders. Finally, on Presidential leadership, Mr. Jackson shows that John F. Kennedy influenced senators only during the first two years of his administration. All of these findings challenge conventional wisdom and are bound to influence future work in legislative behavior.

Political parties play a crucial role in this. They select the candidates, form or oppose governments, and organize the work of the representatives in parliament. This model of democracy is however being criticized. Parties are hardly trusted and voters have become volatile. How, then, do elected representatives of the people see and fulfil their role? To study this a survey was organized among the members of statewide and sub-state parliaments in fifteen countries. Members of seventy-three parliamentary assemblies were asked how they perceive their representative role, what they do to keep in touch with voters, how they behave and vote in parliament and how they will try to get re-elected. One of the ways in which candidates and elected members of parliament might react to the changing conditions in which they have to represent the people is by stressing more personal characteristics as opposed to the party label and party ideology. Representation might then become more a matter of personal choice. The results of the survey presented in this book do however confirm quite strongly that representation is very much shaped by the political institutions in which it is performed. Representation differs between countries, between different electoral systems, between statewide and regional parliaments, and depends strongly on the party to which a member of parliament belongs. Representation depends not as much on who the representatives are, as on where they are.

The practice of state legislatures redrawing district lines after the decennial census has long been a controversial aspect of our governing system. The (hyper)mediatisation of politics and society is here considered a relevant enabling factor, because it creates the conditions leading to change in the nature of democratic processes. Populist and nationalist forces have emerged as bottom-up and top-down entities aiming to embody the will of the people, or to push for democratic processes to be more inclusive. Democracy means that the people govern; representative democracy means that the people elect others to govern for them. This raises the question of the extent to which representative government approximates democracy-a question that turns on the relationship between representatives and those whom they represent. Mezey reviews the literature on the meaning of representation and its relationship to issues of citizen control. In the empirical sections that follow, he draws on data from the United States Congress and from legislatures outside the United States to discuss the extent to which the composition of a legislature reflects the demography of its nation. The author also examines a legislature's various political and economic interests and the extent to which representatives are responsive to specific requests for assistance from their constituents and to constituent opinions on public policy questions. He further looks at the effect that interest groups, political parties, and election systems have on the relationship between representatives and their constituents. Finally, Mezey addresses the criticisms that have been leveled against representative institutions: that they are slow to act, inefficient and uninformed when they do act, that they are too inclined to do what is popular rather than what is necessary and, conversely, that their members are too removed from the opinions of their constituents and therefore unfaithful to their democratic obligation to respond to the wishes of those whom they represent.
