The prevailing answer today among both scholars and policymakers is yes. But this is to overlook force employment, or the doctrine and tactics by which materiel is actually used. In a landmark reconception of battle and war, this book provides a systematic account of how force employment interacts with materiel to produce real combat outcomes. Stephen Biddle argues that force employment is central to modern war, becoming increasingly important since 1900 as the key to surviving ever more lethal weaponry. Technological change produces opposite effects depending on how forces are employed; to focus only on materiel is thus to risk major error--with serious consequences for both policy and scholarship. In clear, fluent prose, Biddle provides a systematic account of force employment's role and shows how this account holds up under rigorous, multimethod testing. The results challenge a wide variety of standard views, from current expectations for a revolution in military affairs to mainstream scholarship in international relations and orthodox interpretations of modern military history. Why do countries typically use diplomacy honestly, despite incentives to bluff? Why are they often able to deter attacks using merely verbal threats? International relations theory is largely pessimistic about the prospects for effective diplomacy, yet leaders nevertheless expend much time and energy trying to resolve conflicts through verbal negotiations and public statements. Deterrence by Diplomacy challenges standard understandings of deterrence by analyzing it as a form of talk and reaches conclusions about the effectiveness of diplomacy that are much more optimistic. Anne Sartori argues that diplomacy works precisely because it is so valuable. States take pains to use diplomacy honestly most of the time because doing so allows them to maintain reputations for honesty, which in turn enhance their ability to resolve future disputes using diplomacy rather than force. So, to maintain the effectiveness of their diplomacy, states sometimes acquiesce to others' demands when they might have been able to attain their goals through bluffs. Sartori theorizes that countries obtain a "trade" of issues over time; they get their way more often when they deem the issues more important, and concede more often when they deem the issues less important. Departing from traditional theory, this book shows that rather than always fighting over small issues to show resolve, states can make their threats more credible by sometimes honestly acquiescing over lesser issues--by not crying "wolf."

Drawing primarily on the Psalms and Isaiah of Jerusalem, Ollenburger shows that Zion serves pre-eminently to symbolize the kingship of Yahweh on Zion as creator and defender of world order. As such, Zion serves also to symbolize security and refuge, particularly for the poor. This study constitutes a powerful argument against the tendency of Old Testament theologians to devalue the cosmic Zion symbolism in favour of the historical theology of the exodus, especially when assessing the contemporary import of Old Testament theology. Zion symbolism is anything but an ideological tool legitimating a self-sufficient and self-serving monarchy. Instead it serves as the basis for a radical critique of the projects and pretensions of Judah's royal court.

Throughout the region, the Orthodox, Roman Catholic, and Greek Catholic churches have tried to impose their views on democracy through direct political engagement. Moreover, surveys show that the churches (and the army) enjoy more popular confidence than elected political bodies such as parliaments. These results reflect widespread disenchantment with a democratization process that has allowed politicians to advance their own agendas rather than work to solve the urgent socio-economic problems these countries face. In this penetrating study, Lavinia Stan and Lucian Turcescu investigate the interaction of religion and politics in one such country, Romania. Facing internal challenges and external competitions from other religions old and new, the Orthodox Church in Romania has sought to consolidate its position and ensure Romania's version of democracy recognizes its privileged position of "national Church", enforcing the Church's stances on issues such as homosexuality and abortion. The post-communist state and political elite in turn rely on the Church for compliance with educational and cultural policies and to quell the insistent demands of the Hungarian minority for autonomy. Stan and Turcescu examine the complex relationship between church and state in this new Romania, providing analysis in key areas: church collaboration with communist authorities, post-communist electoral politics, nationalism and ethno-politics, restitution of Greek Catholic property, religious education, and sexual behavior and reproduction. As the first scholars to be given access to confidential materials from the archives of the communist political police, the notorious Securitate, Stan and Turcescu also examine church archives, legislation, news reports, and interviews with politicians and church leaders. This study will move the debate from common analyses of nationalism in isolation to more comprehensive investigations which consider the impact of religious actors on a multitude of other issues relevant to the political and social life of the country.
