Available in PDF, EPUB and Kindle. Book excerpt: In the early 1980s, the question of how far the police should be accountable for their actions had become extremely vexed. The impending new Police Bill, the Scarman report and the pressure from many sides for an independent complaints machinery hinged on this issue, and a careful review of the problem was badly needed. The Cobden Trust commissioned Tony Jefferson and Roger Grimshaw to research into the matter, and Controlling the Constable, originally published in 1984, is the result of their findings. The authors examine closely the concept of constabulary independence at the time. They look at the relevant legal history and at how this independence was used by chief constables from day to day. On this basis, they then re-assess two of the most controversial policing operations of modern times – Brixton prior to the 1981 Riots and Southall on 23 April 1979, a day which resulted in hundreds of arrests and the death of Blair Peach. They conclude that the concept embodies a fundamental incoherence: the reliance on the law to guide the chief constable, and the failure of the law to do so. They show that all the current proposals for reform, which entailed greater emphasis on the democratic system as a guide, could result in similar incoherence. A new approach to the conflict between legal authority and democratic authority was urgently needed. Controlling the Constable points the way to the only satisfactory resolution – and this included a concept of justice which was coherent and which could serve as a real guide for the chief constable in using his discretion. The book was controversial, but quite clear on one point: however independent any new complaints procedure may become, and however much committees were ‘consulted’ by chief constables via ‘Scarman-type’ liaison committees, until the problem was tackled on this fundamental level, there could be no significant change in police behaviour.

Book excerpt: A volatile nation at the heart of major cultural, political, and religious conflicts in the world today, Pakistan commands our attention. Yet more than six decades after the country’s founding as a Muslim democracy, it continues to struggle over its basic identity, alliances, and direction. In Playing with Fire, acclaimed journalist Pamela Constable peels back layers of contradiction and confusion to reveal the true face of modern Pakistan. In this richly reported and movingly written chronicle, Constable takes us on a panoramic tour of contemporary Pakistan, exploring the fears and frustrations, dreams and beliefs, that animate the lives of ordinary citizens in this nuclear-armed nation of 170 million. From the opulent, insular salons of the elite to the brick quarries where soot-covered workers sell their kidneys to get out of debt, this is a haunting portrait of a society riven by inequality and corruption, and increasingly divided by competing versions of Islam. Beneath the façade of democracy in Pakistan, Constable reveals the formidable hold of its business, bureaucratic, and military elites—including the country’s powerful spy agency, the ISI. This is a society where the majority of the population feels powerless, and radical Islamist groups stoke popular resentment to recruit shock troops for global jihad. Writing with an uncommon ear for the nuances of this conflicted culture, Constable explores the extent to which faith permeates every level of Pakistani society—and the ambivalence many Muslims feel about the role it should play in the life of the nation. Both an empathic and alarming look inside one of the world’s most violent and vexing countries, Playing with Fire is essential reading for anyone wishing to understand modern Pakistan and its momentous role on today’s global stage.

In Born Out of Place, Nicole Constable looks at the experiences of Indonesian and Filipina women in this Asian world city. Giving voice to the stories of these migrant mothers, their South Asian, African, Chinese, and Western expatriate partners, and their Hong Kong–born babies, Constable raises a serious question: Do we regard migrants as people, or just as temporary workers? This accessible ethnography provides insight into global problems of mobility, family, and citizenship and points to the consequences, creative responses, melodramas, and tragedies of labor and migration policies.

Book excerpt: Special constables are warranted officers retained within British constabularies. Wearing similar uniforms, carrying the same personal protective equipment and holding identical powers to enforce the criminal law, special constables are to all intents and purposes indistinguishable from their colleagues in the regular police service. However, very little is documented about the experiences and motivations of special constables, the roles they play in contemporary policing or the impact that they have on the police organisation. This book draws together academics and practitioners to provide a valuable insight into historical, international and contemporary themes pertinent to the historical development and contemporary operation of the special constabulary. The book critically considers the origins of the special constabulary and the political, social and economic factors which led to its evolution over time. It compares and contrasts the organisation, functions and status of the special constabulary with other auxiliary forces, notably from the United States. The book also contributes to theoretical understanding of contemporary policing, to debates about the roles and operation of the 'mixed economy' of provision, and informs policy and practice in the United Kingdom and beyond.

Praying as God desires requires considering what God has revealed about it. As we give prayer our careful attention, we gain greater understanding of what he intends it to be. Constable details the different forms of communication God invites us to use. He identifies the counterfeits that pass for prayer, discusses the conditional nature of prayer, and explains why some prayers seem to go unanswered.

Book excerpt: When a traveling peddler discovers the murder of a farm family in colonial North Carolina whose bodies have been left in bizarre positions, circumstances point to an Indian attack. But Harry Woodyard, a young planter who is the volunteer constable of Craven County during a period in America's past when there was no professional police force, finds clues that seem to indicate otherwise. The county establishment wants to blame the crime on a former inhabitant, an elderly Indian who has suddenly reappeared in the vicinity like an old ghost. But he is a person to whom Harry owes much. Defying the authorities, Harry goes off on his own to find the real killer. His investigation takes him up the Atlantic seacoast and turns into a hunt for even bigger quarry and more adventure then he ever dreamed possible. During his search for the truth about the murders, Harry learns that the eyes are not always to be trusted and people are not always as they seem.

Book excerpt: The first installment in the delightful, internationally acclaimed series featuring Chief of Police Bruno. Meet Benoît Courrèges, aka Bruno, a policeman in a small village in the South of France. He’s a former soldier who has embraced the pleasures and slow rhythms of country life. He has a gun but never wears it; he has the power to arrest but never uses it. But then the murder of an elderly North African who fought in the French army changes all that. Now Bruno must balance his beloved routines—living in his restored shepherd’s cottage, shopping at the local market, drinking wine, strolling the countryside—with a politically delicate investigation. He’s paired with a young policewoman from Paris and the two suspect anti-immigrant militants. As they learn more about the dead man’s past, Bruno’s suspicions turn toward a more complex motive. "Enjoyable.... Martin Walker plots with the same finesse with which Bruno can whip up a truffle omelette, and both have a clear appreciation for a life tied to the land." —The Christian Science Monitor "A nice literary pairing with the slow-food movement.... [It is] lovely...to linger at the table." —Entertainment Weekly "A wonderfully crafted novel as satisfying as a French pastry but with none of the guilt or calories." —Tuscon Citizen's Journal
