Book excerpt: Social policy in developing countries has been substantially affected in recent years by economic crisis and structural adjustment, and perhaps more importantly, by the ascendance of neo-liberal ideology. By the late 1980s, the adverse effects of adjustment had become clear, and the resulting political opposition led many governments and their external supporters to design programmes meant to 'mitigate the social costs' of adjustment. The most visible of these are the 'social fund' or 'safety net' measures intended not only to address the social impacts of adjustment, but also to improve their social and political acceptability. In addition, they are seen by some as providing a model for new, more efficient and effective means of providing social service. This volume examines the goals, assumptions, impacts and possible long-term outcomes of social policy trends in developing countries.

Book excerpt: This handbook provides a reference resource to showcase insightful and nuanced perspectives on Africa’s agriculture, industry, services, and manufacturing sectors; factors affecting the sectors’ competitiveness; and the sectors’ contribution to employment, economic growth, and sustainable development. It also addresses the potential benefits that the sectors could harness from the planned Continental Free Trade Area (CFTA), and in particular how CFTA could increase the efficiency and competitiveness of these sectors. This book provides evidence-based holistic analyses of the past and current state of Africa’s economic sectors, with a strong emphasis on tangible and specific policy recommendations for the purpose of enhancing future economic growth, employment, and sustainable development of the continent. It also assesses the impact of the first-ever Continental Free Trade Area in Africa, and its potential implications for Africa’s integration into regional and global economy and competitiveness relative to other fast developing economies (such as those in Asia). This handbook gives an in-depth analysis of fundamental domestic factors that have relevance on the sectors’ expansion and growth and their contributions to employment, economic growth, and sustainable development in Africa with differential effects across the continent.

Available in PDF, EPUB and Kindle. Book excerpt: Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

Some of the political scientist authors consider Africa as a whole, exploring such topics as the democratic discourse in international relations, the military, and economic recovery. Others look in particular at Uganda, Namibia, Nigeria, and South Africa. Annotation copyrighted by Book News, Inc., Portland, OR

Book excerpt: Laying the Foundation for Nigeria’s Democracy: My Account of June 12, 1993 Presidential Election and Its Annulment is a factual, gripping, and compelling insight into the most authentic analysis and explanation of the nation’s political environment under which the June 12 election was held and how the result was tragically annulled, even as it was accurately adjudged as the freest and fairest in the history of the country. The theoretical thrust deals with the crux of the problems that face the task of nation-building in Nigeria which is legitimacy. Prudently, the author examines how the Nigerian leadership tends to attract legitimacy and its acceptance from the generality of Nigerians. He documents the centrifugal and centripetal forces that combined in the various ways to shape as well as influence President Babangida’s transition program. The program is analyzed and compared with the previous transition program, and the process, its special features like its phased nature and its inbuilt learning process are identified. Professor Humphrey Nwosu concludes the book by stating unequivocally that Nigerians found a great deal of opportunity for real and genuine democracy during June 12 presidential election and they grabbed it. The outcome of the election and its annulment had whetted the appetite of both the majority and the minority ethnic groups of Nigeria. There is therefore a burning desire for equality, fairness and freedom for all Nigerians. Suggesting how Nigerians can solve their present political problems, he reiterates that the June 12 presidential election lays a strong foundation for democracy in Nigeria, and also maintains that June 12, 1993 election was indeed the Real Democracy Day in Nigeria while May 29, 1999 was its offshoot. This broad-ranging book of stimulating account is commended to students of political science, political leaders, democrats, all public office-holders as well as independent readers having the interest of Nigeria’s development at heart.

Book excerpt: First published in 1997, this volume sets out to open a dialogue with the trade union movement and its social partners including civil society, political leaders and the scientific community. The authors, all of whom work closely with APADEP, have drawn on their personal experience and have been guided by a simple, yet flexible, theme: trends in the last few decades in their countries, with the emphasis on transition over the last five years. Part I consists of an overview of sub-Saharan Africa based on selected documentation. Part II is given over to an analysis of the specific situations obtaining in ten African countries in different geographical and language areas. Each case study provides its own democratisation scenario.

Can the dynamics of a transition influence its outcome? Under what circumstances has democracy been consolidated in Africa? This trilogy of questions has become necessary in light of the current democratic wave engulfing Africa and the rest of the world. In examining the conditions that initiate democratic transitions, this book investigates the circumstances under which democracy movements have operated between 1980 and 1990. It concludes that, contrary to dominant democratic theory, the transitions to democracy in Africa have occurred under declining levels of development. With regard to transitions, the book recognizes that they have their own dynamics. Two main types of transitions are discerned: top-down and bottom-up. The book argues that in spite of the restrictive nature of top-down transitions, they offer a better opportunity for democratic consolidation because of the consensus between elites of the pro-democracy regime and their counterparts in the authoritarian regime, a condition that is normally absent under bottom-up transitions. Finally, relying on the cases of consolidated democracies, the book derives an African democracy model. The model delineates five main conditions that facilitate democratic consolidation, including good leadership, relevant political institutions, external support, civic space, and a reasonable level of development. It cautions, however, that these are not sufficient conditions, nor are all of them necessary. Since countries have unique historical circumstances, specific countries will have to combine conditions in the model that are relevant to that society to consolidate its democracy. The right combination will depend on the specific needs of the individual country.

Book excerpt: This paper discusses Serbia’s Sixth Review Under the Stand-by Arrangement and Modification of the Arrangement Review Schedule. The program remains on track, and the economy continues to strengthen. Significant fiscal overperformance and renewed efforts to address structural weaknesses have helped boost confidence. This, along with a healthy credit recovery on the back of substantial monetary policy easing, has helped restore robust growth, while persistently low inflation has reinforced recovery in real incomes. Public debt has started to decline. The IMF staff supports the authorities’ request for the completion of the sixth review under the Stand-by Arrangement and a shift to semiannual review.
