Robust growth, lower inflation, a dramatic decline in debt, and an accumulation of significant reserves are among the notable economic achievements. It will be important to consolidate and institutionalize these gains as the foundations for sustained and improved economic performance. Non-oil growth accelerated and its prospects are promising. Inflation remained in line with the single-digit program target owing to a likely increase in confidence and money demand.

Book excerpt: "Following years of economic stagnation, Nigeria embarked on a comprehensive reform program during the second term of the Obasanjo administration. The program was based on the National Economic Empowerment and Development Strategy (NEEDS) and focused on four main areas: improving the macroeconomic environment, pursuing structural reforms, strengthening public expenditure management, and implementing institutional and governance reforms. This paper reviews Nigeria's recent experience with economic reforms and outlines major policy measures that have been implemented. Although there have been notable achievements under the program, significant challenges exist, particularly in translating the benefits of reforms into welfare improvements for citizens, in improving the domestic business environment, and in extending reform policies to states and local governments." The authors argue that the reform program must be considered as 'initial steps on a long journey'; consequently, they have outlined a number of outstanding issues that need to be addressed by future Nigerian administrations.

Book excerpt: This comprehensive review of Cameroon's development policies since the 1970s-including public finance, privatization, trade, infrastructure, and governance-finds that Cameroon's malaise is due less to a lack of resources than to an inability to sustain reforms and to implement growth-enhancing policies. While the government's strategies have been sound, this volume argues that an "administrative inertia" has set in. This study makes a number of key recommendations to overcome this inertia, enhance cohesion and consistency in government actions, strengthen capacity to effectively execute programs, and hence increase development outcomes for Cameroon.

Book excerpt: * Questions many key assumptions about the efficacy of NGOs and civil society in development. * Provides suggestions on how to improve NGO performance and how NGOs can better link with local African initiatives and agendas. Beginning in the 1980s, sub-Saharan Africa witnessed a veritable explosion of NGOs and CSOs engaged in efforts to develop the subcontinent. Often praised for their commitment, flexibility, close contact with grassroots movements and marginalized groups, these organizations have become the darlings of donors and the UN system. During the same period, however, rural Africa has sunk deeper into poverty. The massive NGO engagement appears not to have made any meaningful progress. Snakes in Paradise breaks through the generalizations and neat theories to discover why these efforts have failed. Focusing especially on those local NGOs that are frequently overlooked by studies that cover the major international players, Holmén uncovers a NGO landscape that is considerably more ambiguous than the popular development literature would have people believe.

Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Available in PDF, EPUB and Kindle. Book excerpt: In this volume of the African Development Perspectives Yearbook series, the Research Group on African Development Perspectives investigates the impact of the Global Financial Crisis (GFC) on economic reform processes in Africa. The analysis is structured in such a way so as to reflect the opportunities and dangers of policy reversals in the face of the GFC. The impact of the crisis on different types and forms of governance in the region is considered. The first question is therefore which macro-economic policy instruments have to be applied in order to overcome the crisis and to continue with sustainable development. The second question is how the GFC has affected Africa's external economic relations and if the path of opening up to the world markets is to be continued. The third question raised is how the crisis has affected social cohesion, impacted poverty alleviation strategies and the achievement of Millennium Development Goals (MDGs). All these questions are discussed in the various contributions which comprise general studies and country case studies. The book also looks into the role of international financial institutions during and after the crisis. (Series: African Development Perspectives Yearbook - Vol. 15)

Book excerpt: This book examines an enactment that reforms Nigeria’s personal property security law by adopting the unitary system of secured transactions in replacement of the common law system. With the unitary system widely acclaimed for enhancing access to credit for small business entities, the book highlights the drawbacks of the enactment in the attainment of this objective. Being the foremost Nigerian book on the unitary system, it is a significant text for all stakeholders in the credit system within and outside Nigeria, including law academics, practitioners, students and financial regulators. It will interest those in countries that are intent on undergoing similar reform as it provides guidance on the unique features of the unitary system in contrast with those of the common law. In the spirit of reform, the book compares the Nigerian enactment to other similar enactments to highlight potential lessons in areas in which the Nigerian enactment appears to have lost traction. This book examines an enactment that reforms Nigeria’s personal property security law by adopting the unitary system of secured transactions in replacement of the common law system. This book was released on 2017-07-08 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines debt dynamics in the Caribbean and discusses policy options for reducing the high debt levels. Based on empirical studies of factors underlying global large debt reduction episodes, important policy lessons are drawn for the Caribbean. The analysis shows that major debt reductions are associated with strong growth and decisive and lasting fiscal consolidation efforts. Since growth in the current environment is virtually nonexistent, significant fiscal consolidation is inevitable in the region. Better control of the public wage bill, increasing public sector efficiency and tackling transfers are the obvious targets to reduce spending. On the revenue side, there is ample room to reduce tax expenditures, eliminate distortions while broadening the tax base. Fiscal consolidation needs to be complemented by a comprehensive debt reduction strategy including tax policy reforms and structural reforms to boost competiveness.
