Traditional methods of quantitative analysis may not be appropriate in accurately and reliably assessing the economic impacts of these technologies. Although advanced transportation and related technologies are being planned and deployed at an increasingly rapid pace, many of the technologies are still relatively new, and their use may not be widespread. Much of the initial information and statistics gathered have been anecdotal and have focused more on benefits rather than costs. Therefore, difficulties arise due to the lack of historical data and 'lessons learned' from which to draw upon. In addition, compared with traditional transportation infrastructure, ITS technologies have different life cycles, cost structures, and a number of interrelated elements. This book addresses these concerns and proposes new economic assessment techniques as well as modifications to existing ones. Book excerpt: The identification, measurement, and allocation of benefits and costs for intelligent transportation systems (ITS) are critical areas of investigation that influence the decision making related to ITS implementation. Traditional methods have concentrated on safety improvements and congestion relief, where time savings and reduction of incidents have generated the bulk of ITS benefits for transportation users. This approach limits the scope of a benefit-cost analysis and an underestimation of ITS benefits. This report develops an alternative approach that identifies four separate beneficiaries of ITS. It proposes a hierarchy of costs and benefits identifying and classifying benefits in relation to relevant costs. This framework will allow policy makers to understand how the financing of ITS deployment could be structured. To demonstrate how such a framework would work in a real-world ITS application, the report includes two case studies: one on border crossing and one on congestion charging.

Book excerpt: The purpose of this report is to estimate the potential benefits of some of the safety technologies emerging for passenger vehicles, trucks and motorcycles. The focus is overwhelmingly on systems that actively prevent crashes, but a few passive safety features are also included. Intelligent speed adaptation is excluded from this report as it is being considered separately in an accompanying report. Direct short-range communication technologies were also outside the scope of the present report. The largest potential for reducing the number of serious and fatal crashes in coming years is likely to come from forward collision detection and avoidance technologies. These technologies currently include emergency brake assist, 'city-safe' low speed obstacle detection with automatic braking, and adaptive cruise control with automatic braking (operating sometimes only above, for example, 60 km/h). In the next five years, it is expected that the technologies will continue to develop such that there will be complete convergence in the operable range of systems, and a complete integration of the sensing and intervention technologies. It is from such future systems that the largest road safety gains are likely to be made. However, BCR values for forward collision detection and avoidance in passenger vehicles appear marginal given the present stage of development of the relevant technologies (where such systems might only be used to effect in higher speed limit areas); better estimates of future costs of the relevant technology will be critical to any justification for wide-scale installation. Nevertheless, BCR values support wide-scale installation of forward collision avoidance technologies in trucks. Mechanisms are suggested for accelerating the deployment of cost-effective safety technology into to the Australian passenger fleet.

The national-level focus on a "few good measures" provides a standard, systematic method for understanding a variety of programs and projects. This report presents an expanded process and measures for considering the effect of ITS investments. A series of questions are proposed to bring out the potential effects of ITS programs that may not be analyzed due to relatively little data or complex relationships. This particularly relates to subject areas unfamiliar to the public sector transport agencies that typically are in charge of ITS deployment. These groups have little experience with logistics, supply chains, or business restructuring concepts. The report also recommends expanding one goal and adding another. It suggests that local goals be identified and studied as a way of exploring important attributes and developing future plans. The important factors might be better analyzed and incorporated with a multi-criteria analysis approach, rather than the traditional benefit/cost analysis. This approach will also allow the local concerns to be addressed in a more "customized" process and produce the statistics needed to compare local projects with national standards and results
