Book excerpt: The benefits and applications of five irrigation technologies are explored: mobile drop-tube irrigation, computerized scheduling, reduced-pressure center pivots, well design and development, and automated gated-pipe systems. Perhaps the most promising of the new irrigation technologies is the low-energy, precision-application (LEPA) system. This mobile system used one-half the energy of conventional sprinkler systems and distributes water with greater efficiency through a series of low-pressure drop tubes suspended above the crop. Computerized methods of irrigation scheduling have been developed to help farmers conserve water and energy. Special computer programs determine when a crop needs water and how much to apply for optimal plant growth, thus preventing the unnecessary costs of pumping more water than the crop needs. Field test results show that replacing traditional scheduling methods of irrigation with computerized scheduling can reduce energy and water use by as much as 35%. The irrigation industry is actively promoting reduced-pressure water application methods, particularly for center-pivot systems. Reduced-pressure systems expend less energy but produce the same crop yields as conventional high-pressure systems, as long as excessive water runoff does not occur. If well design and development techniques are applied when a well is drilled into an unconsolidated acquifer, the well's life expectancy, as well as its operating efficiency, can increase, the later by as much as 40%.

Book excerpt: The report gives a state-of-the-art overview of policies, regulations and incentives for the sustainable use of solar-powered irrigation technologies (SPIS) around the world. SPIS offer a viable, low-tech energy solution for irrigated agriculture, providing a reliable source of energy in remote areas, contributing to rural electrification, reducing energy costs for irrigation and enabling low emission agriculture. Nevertheless, SPIS have a significant initial investment cost and require innovative financing models to overcome this barrier to adoption, especially for small-scale farmers. Technical knowledge and service infrastructure is needed to ensure that the systems run effectively. Moreover, SPIS – if not adequately managed - bear the risk of fostering unsustainable water use as lower energy costs may lead to over-abstraction of groundwater. This report looks at how different countries work to create an enabling environment for SPIS technologies, while managing the risks that come with it.

Book excerpt: Irrigated agriculture has played a critical role in the economic and social development of the United States--but it is also at the root of increasing controversy. How can irrigation best make the transition into an era of increasing water scarcity? In A New Era for Irrigation, experts draw important conclusions about whether irrigation can continue to be the nation's most significant water user, what role the federal government should play, and what the irrigation industry must do to adapt to the conditions of the future. A New Era for Irrigation provides data, examples, and insightful commentary on issues such as Growing competition for water resources. Developments in technology and science. The role of federal subsidies for crops and water. Uncertainties related to American Indian water rights issues. Concern about environmental problems. And more. The committee identifies broad forces of change and reports on how public and private institutions, scientists and technology experts, and individual irrigators have responded. The report includes detailed case studies from the Great Plains, the Pacific Northwest, California, and Florida, in both the agricultural and turfgrass sectors. The cultural transformation brought about by irrigation may be as profound as the transformation of the landscape. The committee examines major facets of this cultural perspective and explores its place in the future. A New Era for Irrigation explains how irrigation emerged in the nineteenth century, how it met the nation's goals in the twentieth century, and what role it might play in the twenty-first century. It will be important to growers, policymakers, regulators, environmentalists, water and soil scientists, water rights claimants, and interested individuals.

Book excerpt: While Asia has the world's fastest-growing economy, 29 of 48 countries assessed by the Asian Water Development Outlook are water-insecure, posing a threat to the region's continued growth. As economies develop, increasing demands will be placed on water for food and water for energy. In the irrigation subsector, energy is required for ground and surface water pumping, as well as for fueling on-farm irrigation technology and other farm machinery. Water and energy are intrinsically linked, yet there is limited information on quantifying energy use in irrigation systems. This publication summarizes the results of a pilot study to quantify water and energy use in high-efficiency irrigation systems within drought-affected provinces in Viet Nam.

Book excerpt: This report systematically compares, within a consistent framework, the technical and economic characteristics of energy-conserving irrigation systems with those of conventional irrigation systems and to determine total energy savings. Levelized annual costs of owning and operating both energy-conserving and conventional irrigation systems have been developed and compared for all 17 states to account for the differences in energy costs and irrigation conditions in each state. Market penetration of energy-conserving systems is assessed for those systems having lower levelized annual costs than conventional systems performing the same function. Annual energy savings were computed by matching the energy savings per system with an assumed maximum market penetration of 100 percent in those markets where the levelized annual costs of energy-conserving systems are lower than the levelized annual costs of conventional systems.
