Book excerpt: The Conservation Security Program (CSP)-called for in the 2002 farm bill and administered by the U.S. Department of Agriculture's (USDA) Natural Resources Conservation Service (NRCS)-provides financial assistance to producers to reward past conservation actions and to encourage further conservation stewardship. CSP payments may be made for structural or land management practices, such as strip cropping to reduce erosion. CSP has raised concerns among some stakeholders because CSP cost estimates generally have increased since the 2002 farm bill's enactment. For example, the Congressional Budget Office's estimate increased from $2 billion in 2002 to $8.9 billion in 2004. GAO determined (1) why CSP cost estimates generally increased; (2) what authority USDA has to control costs and what cost control measures exist; and (3) what measures exist to prevent duplication between CSP and other USDA conservation programs and what duplication, if any, has occurred.

This book was released on 2009-09 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Dept. of Agriculture (USDA) administers conservation programs, such as the Conservation Stewardship Program (CSP, formerly the Conservation Security Program) and the Environmental Quality Incentives Program (EQIP), to help farmers reduce soil erosion, enhance water supply and quality, and increase wildlife habitat, among other things. This testimony is based on reports on CSP and EQIP, each issued in 2006, and a 2008 report on farm program payments. It discusses: (1) the potential for duplicate payments between CSP and other conservation programs; (2) USDA's process for allocating EQIP funds to the states to optimize environmental benefits; and (3) USDA's management controls over farm program payments.

Book excerpt: In December 2007, the Congress expanded the renewable fuel standard (RFS), which requires rising use of ethanol and other biofuels, from 9 billion gallons in 2008 to 36 billion gallons in 2022. To meet the RFS, the Departments of Agriculture (USDA) and Energy (DOE) are developing advanced biofuels that use cellulosic feedstocks, such as corn stover and switchgrass. The EPA administers the RFS. This report examines, among other things: (1) the effects of increased biofuels production on U.S. agriculture, environment, and greenhouse gas emissions; (2) federal support for domestic biofuels production; and (3) key challenges in meeting the RFS. Includes recommendations. Charts and tables.

Download or read book Saving Species on Private Lands written by Lowell E. Baier and published by Rowman & Littlefield. This book was released on 2020-03-09 with total page 377 pages. Available in PDF, EPUB and Kindle. Book excerpt: Winner, Independent Press Award - Conservation/Green, 2021 The only hope for successful conservation of America’s threatened, endangered, and at-risk wildlife is through voluntary, cooperative partnerships that focus on private land, where over 75% of at-risk species can be found. Private landowners form the bedrock of these partnerships, and they have a long history of rising to meet the challenge of conservation. But they can’t do it alone. This book is a guide for private landowners who want to conserve wildlife. Whether engaged in farming, ranching, forestry, mining, energy development, or another business, private working lands all have value as wildlife habitat, with the proper management and financial support. This book provides landowners and their partners with a roadmap to achieve conservation compatible with their financial and personal goals. This book introduces the art and language of land management planning as well as regulatory compliance with laws such as the Endangered Species Act of 1973. It categorizes and explains the tools used by wildlife professionals to implement conservation on private lands. Moreover it documents the multitude of federal, state, local, and private opportunities for landowners to find financial and technical assistance in managing wildlife, from working with a local NGO to accessing the $6 billion per year available through the federal Farm Bill.
