Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book excerpt: From former Republican Congressman and CIA Officer Will Hurd, a bold political playbook for America rooted in the timeless ideals of bipartisanship, inclusivity, and democratic values. It's getting harder to get big things done in America. The gears of our democracy have been mucked up by political nonsense. To meet the era-defining challenges of the 21st century, our country needs a reboot. In American Reboot, Hurd, called "the future of the GOP" by Politico, provides a clear-eyed path forward for America grounded by what Hurd calls pragmatic idealism--a concept forged from enduring American values to achieve what is actually achievable. Hurd takes on five seismic problems facing a country in crisis: the Republican Party's failure to present a principled vision for the future; the lack of honest leadership in Washington, DC; income inequality that threatens the livelihood of millions of Americans; US economic and military dominance that is no longer guaranteed; and how technological change in the next thirty years will make the advancements of the last thirty years look trivial. Hurd has seen these challenges up close. A child of interracial parents in South Texas, Hurd survived the back alleys of dangerous places as a CIA officer. He carried that experience into three terms in Congress, where he was, for a time, the House's only Black Republican, representing a 71 percent Latino swing district in Texas that runs along 820 miles of US-Mexico border. As a cyber security executive and innovation crusader, Hurd has worked with entrepreneurs on the cutting edge of technology to anticipate the shockwaves of the future. Hurd draws on his remarkable experience to present an inspiring guide for America. He outlines how the Republican party can look like America by appealing to the middle, not the edges. He maps out how leaders should inspire rather than fearmonger. He forges a domestic policy based on the idea that prosperity should be a product of empowering people, not the government. He articulates a foreign policy where our enemies fear us and our friends love us. And lastly, he charts a forceful path forward for America's technological future. We all know we can do better. It's time to hit "ctrl alt del" and start the American Reboot.

Available in PDF, EPUB and Kindle. Book excerpt: Congress regularly enacts laws that benefit particular groups or localities while imposing costs on everyone else. Sometimes, however, Congress breaks free of such parochial concerns and enacts bills that serve the general public, not just special interest groups. In this important and original book, R. Douglas Arnold offers a theory that explains not only why special interests frequently triumph but also why the general public sometimes wins. By showing how legislative leaders build coalitions for both types of programs, he illuminates recent legislative decisions in such areas as economic, tax, and energy policy. Arnold's theory of policy making rests on a reinterpretation of the relationship between legislators' actions and their constituents' policy preferences. Most scholars explore the impact that citizens' existing policy preferences have on legislators' decisions. They ignore citizens who have no opinions because they assume that uninformed citizens cannot possibly affect legislators' choices. Arnold examines the influence of citizens' potential preferences, however, and argues that legislators also respond to these preferences in order to avoid future electoral problems. He shows how legislators estimate the political consequences of their voting decisions, taking into account both the existing preferences of attentive citizens and the potential preferences of inattentive citizens. He then analyzes how coalition leaders manipulate the legislative situation in order to make it attractive for legislators to support a general interest bill.

Available in PDF, EPUB and Kindle. Book excerpt: The symbolic importance of Barack Obama's election is without question. But beyond symbolism, does the election of African-American politicians matter? Grose argues that it does and presents a unified theory of representation. Electing African-American legislators yields more federal dollars and congressional attention directed toward African-American voters. However, race and affirmative action gerrymandering have no impact on public policy passed in Congress. Grose is the first to examine a natural experiment and exceptional moment in history in which black legislators – especially in the U.S. South – represented districts with a majority of white constituents. This is the first systematic examination of the effect of a legislator's race above and beyond the effect of constituency racial characteristics. Grose offers policy prescriptions, including the suggestion that voting rights advocates, the courts, and redistricters draw 'black decisive districts', electorally competitive districts that are likely to elect African Americans.
