Book excerpt: After the September 11, 2001 attacks the United States went to war. With thousands of Americans killed, billions of dollars in damage, and aggressive military and security measures in response, we are still living with the war a decade later. A change of presidential administration has not dulled controversy over the most fundamental objectives, strategies and tactics of the war, or whether it is even a war. This book clears the air over the meaning of 9/11, and sets the stage for a reasoned, clear, and considered discussion of the future with a collection of essays commemorating the 10th anniversary of the attacks. The contributors include supporters and critics of the war on terrorism, policymakers and commentators, insiders and outsiders, and some of the leading voices inside and outside government.

Available in PDF, EPUB and Kindle. Book excerpt: In this contribution to philosophical ethics, Claudia Card revisits the theory of evil developed in her earlier book The Atrocity Paradigm (2002), and expands it to consider collectively perpetrated and collectively suffered atrocities. Redefining evil as a secular concept and focusing on the inexcusability - rather than the culpability - of atrocities, Card examines the tension between responding to evils and preserving humanitarian values. This stimulating and often provocative book contends that understanding the evils in terrorism, torture and genocide enables us to recognise similar evils in everyday life: daily life under oppressive regimes and in racist environments; violence against women, including in the home; violence and executions in prisons; hate crimes; and violence against animals. Card analyses torture, terrorism and genocide in the light of recent atrocities, considering whether there can be moral justifications for terrorism and torture, and providing conceptual tools to distinguish genocide from non-genocidal mass slaughter.

Available in PDF, EPUB and Kindle. Book excerpt: The attacks on Mumbai on 26 November 2008 brought home to Indians the full horror of terrorism. It also brought home, quite literally, the change in the contemporary face of war. War today is no longer confined to battle fields; it is right here. How is India equipped to deal with this menace which has been described as an 'ultramodern, and a very traditional, conspiracy'? In this collection of essays, nine eminent experts-strategic analysts and military historians-examine, among other issues, the capacity of India's police and paramilitary forces to deal with well-equipped, meticulously planned terror attacks, the army's ability to transform its 'reactive mode' to a more proactive approach and the complex dynamics of the nuclear terror threat. And, the big question, if elements within the Pakistani establishment are involved in the threat to India, what is the most effective way for the Indian state to respond? This collection illuminates one of the most burning issues facing Indians today.

Book excerpt: When America''s corporate leaders need reliable information and expertise about dealing with threats to personnel both here and abroad, they turn to Mike Ackerman, who for more than thirty years has helped the business community deal with everything from random street crime to global jihad. Widely acknowledged as one of America''s leading authorities on terrorism, Ackerman''s forte is recovering kidnap victims. He has been involved directly in more than 150 cases. In this comprehensive overview, a distillation of his 46 years of experience in intelligence, military security, and, most of all, corporate security, Ackerman explores in depth the risks, direct and indirect, to multinational corporations from al Qaeda and its affiliates, and suggests practical countermeasures. Similarly, on the subjects of kidnapping and extortion, where his experience is unparalleled, he explores risks and suggests strategies for prevention and response. Several kidnapping and extortion cases in which he has been involved are described in dramatic detail.Ackerman also comments in depth on the use of bodyguards and armored vehicles, two of the more controversial subjects in corporate security, and addresses in depth residential security. Again, arguments are buttressed with concrete examples drawn from Ackerman''s long experience. Like no other book on the market, this excellent resource is a must-read for corporate CEOs; CFOs; general counsel; executives charged with security, legal, human resources, risk management and travel management responsibilities; overseas travelers; business-school students; and, indeed, anyone concerned about terrorism.

Book excerpt: Global terrorism is a double-edged threat to democracies. Physically, because of the number of people killed and wounded, structurally, because it threatens social peace and over-reaction tends to undermine our basic values. The authors of the chapters in this book are multinational and interdisciplinary. Their papers were presented for discussion at the Advanced Research Workshop (ARW) held in Skopje (FYROM) 11-14th April 2018 on “Defence Against Terrorism, Enhancing Resilience of Democratic Institutions and Rule of Law”, organized within the NATO Science for Peace and Security Programme. Results can be summarised as follows. Counter-terrorist strategy must aim to achieve less, not more, terrorism. The countries with best results are the ones that cultivate human intelligence, confidence between security services and the local population, together with a tradition of effective respect of the Rule of Law. Militarization of internal security, and intelligence systems mainly based on databases (“big data”) and artificial intelligence, though popular, are showing serious limits. More effective democracy, not less, is the key to the resilience of our societies against the “new threats”, particularly for confronting the criminal violence of terror. In discussion, some core necessities were identified: to recognize that it is the method used, not the aims, that define criminal organisations as terrorist; that there is a structural link with organized crime for financing and operative support, and that corruption facilitates and protects any illegal activity; social capital must be developed as a fundamental basic tool for enhancing resilience. This book aims to help analyse the networks and contexts that feed terrorism. It provides anyone confronted with security issues an understanding of the negative as well as the positive aspects of specific counter-measures.

Available in PDF, EPUB and Kindle. Book excerpt: Based on in-depth interviews with tribal Sheiks involved in the Awakening and their American military counterparts, Confronting al Qaeda is a study of decision-making processes and the political psychology of the Sunni Awakening in al Anbar. It traces the change in American military strategy that made the Awakening collaboration between the Sunni tribes and the U.S. forces possible. It explains how the evolution of the tribal leaders’ perspective and of the American military strategy led to defeat al Qaeda in al Anbar. The process of these changing mutual images is detailed as well as how the cooperation between groups led to further evolution of perceptions. Political and military realities urgently forced these perceptual and social identity shifts initially, but the process of cooperation and engagement accelerated these shifts through increasingly mutually beneficial cooperation and interaction during the battle with al Qaeda in Iraq.

It weighs the value of guns for self-protection against the adverse effects of gun ownership and carrying. It also analyses the role of public opinion, the Second Amendment to the US Constitution, and the firearms industry and lobby in impeding efforts to prevent gun violence. Confronting Gun Violence in America explores solutions to the gun violence problem in America, a country where 90 people die from gunshot wounds every day. The wide-range of solutions assessed include: a national gun licensing system; universal background checks; a ban on military-style weapons; better regulatory oversight of the gun industry; the use of technologies, such as the personalization of weapons; child access prevention; repealing laws that encourage violence; changing violent norms; preventing retaliatory violence; and strategies to rebuild American communities. This accessible and incisive book will be of great interest to students and researchers in criminology and sociology, as well as practitioners and policy-makers with an interest in gun ownership and violence.
