Over the past 15 years, 3.34 billion people, or almost half of the world’s population, have been affected by violence. The number of violent conflicts is decreasing, but conflicts are killing more people: conflict-related deaths have tripled since 2003. Violent extremism and terrorism are also on the rise. The economic cost of violence is rising too: the global economic impact of violence is a staggering USD 13.6 trillion, equivalent to 13.3% of Global GDP. And civilians, especially children and women, are most at risk. States of Fragility 2016: Understanding Violence takes a long hard look at violence in the world – and what we should do about it. The report showcases emerging thinking about violence, presents a new risk-based approach to monitoring various dimensions of fragility, and looks at financial flows in support of fragile contexts. Understanding Violence finds that development, peace and security efforts in the developing world have not kept pace with the new reality of violence. We need to dedicate more resources and attention to violence. And to be effective, we need to put people – especially youth – at the centre of our efforts.

First, it undertakes a collective rethinking of the foundations of Canadian aid, including both its normative underpinnings – an altruistic desire to reduce poverty and inequality and achieve greater social justice, a means to achieve commercial or strategic self-interest, or a projection of Canadian values and prestige onto the world stage – and aid’s past record. Second, it analyzes how the Canadian government government is itself rethinking Canadian aid, including greater focus on the Americas and specific themes (such as mothers, children and youth, and fragile states) and countries, increased involvement of the private sector (particularly Canadian mining companies), and greater emphasis on self-interest. Third, it rethinks where Canadian aid is or should be heading, including recommendations for improved development assistance. Fourth, it highlights how serious rethinking is required on aid itself: the concept, its relation to non-aid policies that affect development in the Global South, and the rise of new providers of development assistance, especially “emerging economies”. Each of these novel challenges holds important implications for Canada, for its development policies and for its declining influence in the morphing global aid regime.

Political legitimacy concerns are heightened, raising issues such as who the policymakers are, what incentives they face, and how the process of policymaking is likely to work under limited legitimacy and high uncertainty both about the macroeconomic environment as well as policy effectiveness. In addition, fragility expands the range of policy objectives in ways that may constrain the attainment of standard macroeconomic objectives. Specifically, in the context of fragility policymakers also need to focus on measures to mitigate fragility itself - i.e., they need to address issues such as regional and ethnic economic disparities, youth unemployment, and food price inflation. Socio-political developments around the world have thus pushed policymakers to broaden their toolkit to improve the effectiveness of macroeconomic management in the face of these constraints. The chapters in Macroeconomic Policy in Fragile States address these issues, both by giving an analytical context from which policymakers can build to answer the questions they face in fragile situations as well as by providing lessons drawn from empirical analyses and case studies. The first section of the volume discusses the interactions between political economy considerations and macroeconomic policymaking. The second section covers the private sector environment in fragile states. The third section focuses on macroeconomic policy, especially fiscal policy, monetary policy, exchange rate policy, external flows, and aid effectiveness. In examining the nature and dynamics of state transitions in fragile contexts, with a special emphasis on states that are trapped in fragility, David Carment and Yiagadeesen Samy ask three questions: Why do some states remain stuck in a fragility trap? What lessons can we learn from those states that have successfully transitioned from fragility to stability and resilience? And how can third-party interventions support fragile state transitions toward resilience? Carment and Samy consider fragility’s evolution in three state types: countries that are trapped, countries that move in and out of fragility, and countries that have exited fragility. Large-sample empirical analysis and six comparative case studies—Pakistan and Yemen (trapped countries), Mali and Laos (in-and-out countries), and Bangladesh and Mozambique (exited countries)—drive their investigation, which breaks ground toward a new understanding of why some countries fail to see sustained progress over time.
