Book excerpt: A través de este libro conoceremos el verdadero déficit habitacional de nuestro país, el que crece anualmente por aumento demográfico y obsolescencia del parque habitacional, a pesar de las viviendas que se construyen por iniciativa privada y con fondos públicos. La propuesta, orientada a la clase media, que alcanza al 40% de la población argentina, se basa en tres principios: 1) que la financiación de las viviendas sea aportada por inversores privados (que ven en los ladrillos la salvaguarda de su capital, pero que invierten sólo en unidades "premium", saturando ese mercado) a través de un sistema que les asegure rentabilidad y los vincule en forma directa con los demandantes. 2) una asistencia económica a los compradores por parte del Estado para facilitar el pago del anticipo, asistencia de costo neutro para éste, ya que resultará compensada con el IVA sobre la construcción y por el impuesto a las ganancias sobre la venta de las unidades. 3) un crédito hipotecario por el saldo, a pagar por los compradores, con plazos de hasta 20 años y tasa máxima del 5% (TNA). Los autores demuestran que ésa es la tasa máxima que puede pagar una familia de clase media; analizan cómo obtenerla y cómo proteger a las familias del riesgo de cuotas superiores al 30% de sus ingresos. Consideran que uno de los inversores del sistema debería ser la ANSES, ya que sus colocaciones estarían respaldadas por cédulas hipotecarias ajustadas por el CVS más intereses, lo que sería una garantía para los fondos de los jubilados. La Cámara de la Vivienda y Equipamiento Urbano de la República Argentina –CAVERA – fue fundada en 1973 con el propósito de nuclear en su seno a quienes, desde distintas organizaciones o en forma independiente, trabajan en la solución del déficit habitacional. Se constituyó como una entidad que representa a constructores, productores de materiales y a profesionales vinculados con la actividad de la construcción de viviendas.

That the preservation of biological diversity also requires global co operation has been confirmed by over 170 countries which have already acceded to the "Convention on Biological Diversity". It is thus an important task to provide the foundations for joint action. Germany, one of the largest source countries of international tourism, must feel particularly obligated in this regard. The report published here is the result of a research project com missioned by the German Federal Agency for Nature Conservation. The study pursued and examined the thesis that the Convention on Biological Diversity be used as a central instrument for arriving at international principles and regulations for combining nature conservation and tourism which could lead to a sustainable development of tourism. To further the discussion, the authors brought the study to a logical conclusion by working out a proposal for a "tourism protocol" additional to the existing Convention on Biodiversity. Such a protocol additional to the Convention would entail the stipulation of internationally binding implementation and regulations for achieving sustainable tourism.

Book excerpt: Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.
