The Women’s Empowerment in Agrifood Systems Governance (WEAGov) is an assessment framework to help countries and stakeholders measure the extent of inclusion and leadership of women in agrifood systems governance and to identify gaps and opportunities for improvement. WEAGov looks across three stages of the policy cycle: policy design, policy implementation, and policy evaluation. At each stage of the policy cycle, WEAGov asks three questions central to women’s empowerment in governance: Are women considered? Are women included? And are women influencing? This paper describes the process of conceptualizing and developing the WEAGov assessment framework by drawing together evidence, experience, and lessons from the literature and from over 30 stakeholder consultations across several countries and sectors to develop a practical and theoretically grounded framework.

WEAGov provides a way to identify gaps and opportunities to raise women’s voice and agency at different stages of the policy cycle, and provides a basis for monitoring progress in women’s empowerment in agrifood systems governance over time. The workshop described here took place on May 11, 2023 in Abuja, Nigeria and included policymakers, researchers, and private sector representatives. The workshop familiarized stakeholders with the WEAGov assessment framework and collected valuable inputs and feedback on a recent WEAGov pilot study conducted in Nigeria. While participants largely validated the WEAGov indicators, they recommended key areas for improved measurement which will be incorporated into the assessment framework.

Book excerpt: Women’s equal participation and leadership in political and public life can boost a country’s long-run economic growth, foster social inclusion, and help countries reach the 2030 Sustainable Development Goals (SDGs). Beyond these important outcomes, women’s inclusion in public life is a basic human right: women deserve a role in making decisions, controlling resources, and shaping policies. Despite the importance of women’s voices and their empowerment in policy and decision-making processes, it is far easier to lament their absence than to define and measure them. We know that political empowerment, measured in terms of the share of women in government ministries and parliament, is low and is the weakest dimension in the Global Gender Gap. Yet such national statistics, while important and informative, risk mismeasuring women’s participation and influence in public life and do not give policymakers and advocacy organizations traction on specific gaps and opportunities for increasing women’s voice in policymaking. With this situation in mind and focusing on agrifood systems, which are crucial for delivering the SDGs, we developed an assessment framework—Women’s Empowerment in Agrifood Governance (WEAGov)— to assess women’s voice and empowerment in national policy processes in agrifood systems. This paper presents the first pilot-testing of WEAGov in Nigeria. In this paper, we present how the WEAGov tool works in the Nigerian context, analyze the data, and provide diagnostic on the status of women’s voice and empowerment in the agrifood policy process. As discussed in this paper, the pilot-testing in Nigeria provides useful lessons toward improving the measurement for future use and provides valuable policy insights on critical entry points for increasing women’s voice and empowerment in the national agrifood policy process.

Book excerpt: One argument in favor of quotas for women’s representation in political office is that female politicians can break down gender barriers more broadly, inspiring individual women to participate politically. In many African countries, where gender gaps in political participation are large, identifying effective strategies to reduce gender imbalances is critical. Recurring climate and conflict shocks are making this task more urgent, to ensure that women’s voices are included when designing responses to those shocks and as it is possible that climate and conflict shocks could widen participation gaps. Using data from 13 African countries on women’s representation in subnational political offices as well as survey data on individual political participation, we find, first, that women’s representation in local office is associated with higher political participation by individual women (but not by men) in this context. Second, using geo-referenced data on shocks, we show that violent conflict shocks in particular lower political participation for everyone, although the effects are stronger for men compared to women in the 12-month frame that we consider here. Third, we find that, when women leaders hold local political office, the negative effects of conflict shocks on political participation are mitigated for women. These analyses offer important new insights into the relationship between women’s political representation and women’s individual political activity within the context of shocks.

Book excerpt: Achieving gender equality and women’s empowerment in food systems can result in greater food security and better nutrition, and in more just, resilient, and sustainable food systems for all. This paper uses a scoping review to assess the current evidence on pathways between gender equality, women’s empowerment, and food systems. The paper uses an adaptation of the food systems framework to organize the evidence and identify where evidence is strong, and where gaps remain. Results show strong evidence on women’s differing access to resources, shaped and reinforced by contextual social gender norms, and on links between women’s empowerment and maternal education and important outcomes, such as nutrition and dietary diversity. However, evidence is limited on issues such as gender considerations in food systems for women in urban areas and in aquaculture value chains, best practices and effective pathways for engaging men in the process of women’s empowerment in food systems, and for addressing issues related to migration, crises, and indigenous food systems. And while there are gender informed evaluation studies that examine the effectiveness of gender- and nutrition- sensitive agricultural programs, evidence to indicate the long-term sustainability of such impacts remains limited. The paper recommends keys areas for investment: improving women’s leadership and decision-making in food systems, promoting equal and positive gender norms, improving access to resources, and building cross-contextual research evidence on gender and food systems.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider womens empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, womens empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of womens empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventionscash transfer programs, agricultural interventions, and microfinance programson womens empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on womens empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on womens empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventionsspecifically home gardening and dairy projectsshow mixed impacts on womens empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on womens empowerment, evidence is also mixed, although more recent reviews do not find any impact on womens empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. Book excerpt: The Digital Villages Initiative (DVI) of the Food and Agriculture Organization of the United Nations (FAO) is a corporate programme aiming to combat hunger, poverty and inequality by fostering digital rural transformation. This is being carried out through the establishment of, or support to 1 000 smart rural villages supplied with the digital services needed for agrifood systems and rural transformation to achieve the Sustainable Development Goals (SDGs). The DVI supports the FAO Strategic Framework 2022–2031, which responds to key global challenges, including those engendered by COVID-19, “a global crisis, which highlighted the critical mandate of FAO to ensure functioning and sustainable agrifood systems that allow for sufficient production and consumption of food” (FAO, 2021). The programme is being implemented in various regions of the world, including Africa. In sub-Africa, it is led by the Regional Office for Africa (RAF) of FAO and is being deployed on a pilot basis in a few countries. Lessons learned will be shared while opportunities for scaling up/replication in other countries will be explored. A call for expressions of interest was made to identify which countries were interested in participating in the initiative. Seven countries responded positively and have been preselected to be part of the initial pilot: Ghana, Kenya, Malawi, Niger, Nigeria, Senegal and Somalia.

Book excerpt: In Africa, women are critical agents of change in the fight against rural poverty, hunger and malnutrition. They are the backbone of their households, communities, and rural economies covering important roles in food production, processing and marketing, and also in the nutrition of the family. However, with food systems rapidly modernizing and dramatic effects of climate change and environmental degradation becoming the “new normal”, they continue to face multiple challenges due to persisting gender discriminations. Over the years, remarkable political commitments to improve women’s condition and status have been made, but substantial gender gaps still remain in the access and control over productive resources and assets, services and markets. Overcoming these challenges will require addressing the root causes of gender inequalities through innovative and gender-transformative approaches. According to FAO’s latest estimates (SOFI, 2019), the number of people suffering from hunger has been rising. Just this trend - and the awareness that we lost a decade of progress - is sufficient to underscore the immense challenge of achieving the Zero Hunger target by 2030. The situation is most alarming in sub-Saharan Africa, where the number of undernourished people has steadily increased since 2014, to 237 million in 2018. These findings are in line with the 2019 SDG report. It shows that we are still lagging behind in achieving the SDGs as the global response has not been ambitious enough.

RIAPA is linked to the Agricultural Investment and Data Analysis (AIDA) module that tracks investment impacts and costs over time. The ranked results of the public investment options considered, summarized in the table here, can help prioritize agri-food system investments for post-COVID-19 recovery.
