One of the hotly debated policy prescriptions for states facing self-determination demands is some form of decentralized governance - including regional autonomy arrangements and federalism - which grants minority groups a degree of self-rule. Yet the track record of existing decentralized states suggests that these have widely divergent capacity to contain conflicts within their borders. Through in-depth case studies of Chechnya, Punjab and Québec, as well as a statistical cross-country analysis, this book argues that while policy, fiscal approach, and political decentralization can, indeed, be peace-preserving at times, the effects of these institutions are conditioned by traits of the societies they (are meant to) govern. Decentralization may help preserve peace in one country or in one region, but it may have just the opposite effect in a country or region with different ethnic and economic characteristics.

Economic growth of nearly 8% yearly benefited the poor and reduced poverty from 61% in 1993 to 37% in 1998. The proportionate increases in the incomes of the poorest quintile were appreciably larger than those of the top 20 or 40% of the population. This result is at variance with typical findings for other countries, which indicate that welfare gains from growth are smallest for the lowest quintile and rise with income group. The results for Viet Nam suggest that the faster the growth rate, the lesser becomes the role of distributive factors that directly influence the poor's well-being. A print on demand report.

Nepal has experienced high economic growth during the 7th (1985-86 to 1989-90) and 8th (1992-93 to 1996-97) Plan periods with no strong evidences of poverty reduction. This incompatible result is partially explained by comparing growth of the agricultural sector with the role of the sector in providing employment and income generation at the household level, and by comparing social indicators particularly literacy rate with the growth of the nonagricultural sector. Although education quality has acquired high priority in the past few decades, the multiplicity of conceptualizations of quality also reflects the concerns and foci of multiple stakeholders. Coming to an understanding of quality education involves careful analysis of the context from which any particular reform or program emerges and of the continuing struggle to define and achieve it. Two main questions persist: who benefits from particular policies focused on quality? And what are the potential tradeoffs between a focus on quality, equitable distribution of education, and inclusion of various traditional expectations? This book explores notions of quality as understood within various systems of national, formal, and nonformal education. Also it considers the tensions that arise with the introduction of new standardized notions of quality in relation to international measures and educational reforms in developing countries. In all cases, specific national issues and concerns compete with global agendas.Challenges to quality that are given particular attention in the book chapters include changing definitions of quality, high expectations for education and issues with implementation, and the introduction of English as a means to achieve quality in a globalizing world. Special attention is also given to possible actions that support a more equitable education without ignoring the requisite of quality. Book excerpt: The establishment of alternative education, private foundations, and networks linked to socio-political and spiritual advocacies distinguishes the Thai social movement in this research. This research is a qualitative study that has made use of historical accounts to associate with data gathered from extensive interviews and case studies in order to inquire as to whether alternative education represents an historical spiritual tradition of opposition to reform hegemony, and whether it has had an impact on state reform efforts. Also investigated was whether there are some historical patterns associated with the manner in which the state of Thailand has dealt with the forces of globalization and whether the collective action by informal movements of Thai people also has the same predictable pattern of response to the global. Analysis and comparison of these issues contribute in determining the values associated with people in the alternative education movement and the motives and intentions associated with state-initiated reforms. A further related aspect explored is the degree of "Thai-ness" and the embedded historical pattern of both the alternative education movement and education reform. These inquiries were answered through the collection of data from three different trips to Thailand over a four-year period, the last trip a one-year stay that permitted case studies and observations at three alternative schools, and the interview of a host of participants from home-school parents and students to Ministry of Education staff and officers. In examining the data, a clearer notion of what lies underneath the idea of Buddhist education and spirituality became clearer and how educational reform based on Western ideals and notions has not taken into account Buddhism and culture as education. This illumination brings new insight and also raises a new question as to the difference between social movements in a Buddhist nation such as Thailand and social movements in the West.
