Book excerpt: This study describes a conceptual decision model for treating escalation processes in the automated war gaming of the Rand Strategy Assessment Center. It also summarizes much of what is known about Soviet views on escalation, and briefly reviews U.S. and Western European views. The study's purpose is to provide a logical structure for writing decision rules, a structure that would assure some level of coherence and completeness while encouraging rule writers to consider specific issues and to keep in mind asymmetries in U.S., Western European, and Soviet thinking. Section II reviews the classic Western concept of escalation ladders, notes its weaknesses for two-sided war games intended to reflect Soviet-Western asymmetries, and then develops a more appropriate framework. Sections III and IV compare Western and Soviet concepts of escalation. Section V draws upon the issues of preceding sections to sketch out a conceptual escalation model. It then provides a simplified example of how the model might work in a particular scenario. Finally, Section VI describes a methodology for actually writing decision rules coherently. In addition, it aimed at arriving at some recommenda tions as to which of these proposals deserve to be studied further and what methodological deficiencies must be alleviated and information gaps closed for an adequate assessment. The idea to organize this workshop has been discussed ever since 1980 with several defense systems analysts in the US and the UK who shared the opinion that, with a view to the immense global build-up of the Soviet threat on one hand and the stringency of defense resources in most NATO countries on the other, there is no reason that could permit us to dismiss any proposal promising improvement without careful study.

Book excerpt: As the United States and China mark their 40th anniversary of formal diplomatic relations in 2019, the world’s most important bilateral relationship is increasingly defined by mistrust, competition, and uncertainty. After four decades of deepening economic integration, the talk in Washington today is about the extent to which the two economies will “decouple” over the years ahead. We drew on several different academic disciplines to help us model how an economic conflict between the United States and China could escalate and eventually de-escalate. Despite the challenges inherent in modelling economic conflict, our model was validated to a surprising extent by both our simulations and real-world developments. The project produced several findings that were both unexpected and relevant to policy, including that economic conflict is likely to be an enduring feature of the U.S.-China relationship for many years to come. Until perceptions of relative costs in the two countries shift, Washington and Beijing seem set on a path of continued escalation, no substantial trade deal, and at least partial decoupling of their economies. Reflecting on these findings, the report also provides recommendations for U.S. policymakers seeking to engage in successful economic bargaining with China.

Although useful in such situations, many phenomena of interest do not occur in large samples and do not lend themselves to precise measurement. In addition, a focus on hypothesis testing can constrict the potential use of models as organizing devices for emerging patterns -- summaries of what we believe we know about the dynamics of situation. This book bridges the gap between "quantitative" and "qualitative" modelers to reconcile the need to impose rigor and to understand the influence of context. Although there are many different uses for models, there is also the realistic possibility of doing credible research without their use. A critical reexamination of the assumptions used in quantitatively-oriented models, however, suggests ways to increase their effectiveness as organizers of both quantitative and qualitative data. Students of methods in psychology, sociology, education, management, social work, and public health -- and their instructors -- are increasingly expected to become familiar with both quantitative and qualitative approaches. Unfortunately, they find few vehicles for communication regarding the implications of overlapping work between the two approaches. Using models as organizing devices for a better dialogue between assumptions and data might facilitate this communication process.
