Micro policies examined include tariffs quotas and VERs, the choice of taxes to maximize government revenue, migration and remittances, and the political economy of tariff setting. However, such techniques are not well suited to economywide analysis in developing countries. Instead, simulation models relying on "borrowed" parameter estimates have been used for a wider range of applications in developing countries. This survey begins with a presentation of the core structure of simulation models for trade policy analysis. It shows that a few share parameters and elasticities, leading to a fourway sectoral classification: exportables, importables, nontradables, and import-dependent sectors. The rest of the survey deals with a range of applications relating to trade policy, internal and external balances, and intertemporal issues. These economywide simulation models are good tools for quantifying the tradeoffs in policy packages that the Bank discusses with its clients. Future modeling exercises would nevertheless benefit from direct econometric estimates rather than "borrowed" parameter estimates.

They address policy from a strictly economic viewpoint, using computable general equilibrium models as analytical tools and assessing the strengths and weaknesses of these models, which are being increasingly used for policy analysis in international trade and other branches of economics. The essays all examine the effects of 50 percent tariff cuts on the various economies modeled. However, since some models are global (multicountry) and others are single country, such cuts can take several forms: unilateral, multilateral, or bilateral. The models show wide variation in their results. This points up the need for caution in using such models for rigid policy advice and for further improvement in data and techniques if trade modeling is to become effective. Nonetheless, the strength of such models in making explicit the implicit assumptions of policymakers and in providing a quantitative framework for trade policy evaluation is clearly revealed. T. N. Srinivasan, coauthor with Jagdish Bhagwati of Lectures on International Trade(MIT Press 1983) is Samuel C. Park Jr. Professor of Economics at Yale University. What is common with these policy topics is that they cause structural, long-term impacts, including price changes and income growth, on various entities (households, enterprises, government and other regions/countries) and industrial sectors of economies. CGE modeling can compute a new equilibrium of each industry's market clearance upon the incorporation of such a policy shock, and evaluates the policy alternative as compared with the benchmark equilibrium in terms of industrial sector-wise and aggregated prices, outputs, GDP and many other indicators.
