The literature relating to London discloses no practical method for effecting this, and the object of the present work is to attempt to indicate in what way our metropolis can best be remodelled without placing an intolerable burden on the shoulders of any of its inhabitants. Why this has hitherto been impossible is due to the fact that London has never possessed a real municipality, and has consequently lacked the unity of purpose and common pride that effective self-government alone can give. Nearly sixty years ago our provincial towns received corporate life under the Municipal Corporations Act, but it was not until the present Session that there has appeared any near prospect of disjointed London sharing in the benefits of municipal government. A Royal Commission is now actually formulating the method by which the ancient and exclusive Corporation of that square mile in our midst called the City, can be expanded to take in all London.
