Book excerpt: Abstract: This paper presents a small-scale intertemporal model of endogenous growth that accounts for the composition of public expenditure and externalities associated with public capital. Government spending is disaggregated into various components, including maintenance, security, and investment in education, health, and core infrastructure. After studying its long-run properties, the model is calibrated for Haiti, using country-specific information as well as parameter estimates from the literature. A variety of policy experiments are then reported, including a reallocation of spending aimed at creating fiscal space to promote public investment; an improvement in fiscal management that leads to a reduction in tax collection costs; higher spending on security; and a composite fiscal package.

Book excerpt: From a corpus of Greek epics known in antiquity as the "Epic Cycle," six poems dealt with the same Trojan War mythology as the Homeric poems. Though they are now lost, these poems were much read and much discussed in ancient times, not only for their content but for their mysterious relationship with the more famous works attributed to Homer. In Device and Composition in the Greek Epic Cycle, Benjamin Sammons shows that these lost poems belonged, compositionally, to essentially the same tradition as the Homeric poems. He demonstrates that various compositional devices well-known from the Homeric epics were also fundamental to the narrative construction of these later works. Yet while the "cyclic" poets constructed their works using the same traditional devices as Homer, they used these to different ends and with different results. Sammons argues that the essential difference between cyclic and Homeric poetry lies not in the fundamental building blocks from which they are constructed, but in the scale of these components relative to the overall construction of poems. This sheds important light on the early history of epic as a genre, since it is likely that these devices originally developed to provide large-scale structure to shorter poems and have been put to quite different use in the composition of the monumental Homeric epics. Along the way Sammons sheds new light on the overall form of lost cyclic epics and on the meaning and context of the few surviving verse fragments.

Book excerpt: The phase transformation from liquid to solid is a phenomenon central to a wide range of manufacturing and natural processes. The presence of phase transformation can drive convection in the melt through the liberation of latent heat, the rejection of solute, and the change of density upon freezing. The fluid mechanics itself can playa central role; the phase transformation can be strongly altered by convective transport in the liquid through the modification of the thermal and solutal environment of the solid-liquid interface; these local fields control the freezing characteristics at the interface. The convection can be generated naturally by buoyancy forces arising from gradients of temperature and concentration in the liquid, by density changes upon freezing, and by thermocapillary and solutocapillary forces on liquid-solid interfaces. The interactive coupling between solidification and convection forms the subject of this volume. Such coupled processes are significant on a large range of scales. Among the applications of interest are the manufacture of single crystals, the processing of surfaces using laser or molecular beams, and the processes of soldering and welding. One wants to understand and predict macrosegregation in castings, transport and fractionation in geological and geophysical systems, and heat accumulation in energy redistribution and storage systems. This volume contains papers presented at the NATO Advanced Research Workshop on "Interactive Dynamics of Convection and Solidification" held in Chamonix, France, March 8-13, 1992.

Book excerpt: This volume contains the papers that will be presented at 'EMC '91 '-the European Metals Conference-to be held in Brussels, Belgium, from 15 to 20 September 1991, and organized by Benelux Metallurgie, GDMB (Gesellschaft Deutscher Metallhutten und Bergleute) and IMM (the Institution of Mining and Metallurgy). 'EMC '91' is the first of an intended major series organized at the European level with the aim of bringing together all those who are involved with the extraction and processing of non-ferrous metals-European metallurgists and their international colleagues-to provide them with the opportunity to exchange views on the state and evolution of their industry. The programme covers all the different aspects of the metallurgy of non-ferrous metals from mining to fabricated products. Particular attention is being paid to the European non -ferrous industry with respect to changes in demand, the technology used, pressures on the environment and the competitive position of manufacturers. The contributions of the plenary lecturers (copies of which will appear in the IMM journal Minerals Industry International in 1991-92) and the many authors are gratefully acknowledged. Thanks are also due to the referees of the papers, the sponsors, the companies that have allowed registrants to visit their operations, the chairmen of the technical sessions and the staffs of the organizing bodies for their efficient administrative work. Book excerpt: The discovery of chemical elements in celestial bodies and the first estimates of the chemical composition of the solar atmosphere were early results of Astrophysics - the subdiscipline of Astronomy that was originally concerned with the general laws of radiation and with spectroscopy. Following the initial quantitative abundance studies by Henry Norris Russell and by Cecilia Payne-Gaposchkin, a tremendous amount of theoretical, observa tional, laboratory and computational work led to a steadily improving body of knowledge of photospheric abundances - a body of knowledge that served to guide the theory of stellar evolution. Solar abundances determined from photospheric spectra, together with the very similar abundances determined from carbonaceous chondrites (where extensive information on isotopic composition is available as well), are nowadays the reference for all cosmic composition measures. Early astrophysical studies of the solar photospheric composition made use of atmosphere models and atomic data. Consistent abundances derived from different atmospheric layers and from lines of different strength helped to confirm and estab lish both models and atomic data, and eventually led to the now accepted, so-called "absolute" abundance values - which, for practical reasons, however, are usually given relative to the number of hydrogen nuclei.
