Book excerpt: This paper will examine one of the most critical aspects of transforming information age concepts and technologies how do we think about the problem of Joint command and control. Our research has shown that warfighters operating in a Global Information Grid (GIG) and FORCEnet-enabled environment must be able to compose the command and control elements at their disposal to ensure superior decision-making to enable the Joint Force Commander to achieve the Joint Vision 2020 goal of Full Spectrum Dominance. The key word in this construct it composeable and our thesis is that commanders must have the ability to compose a command and control architecture that meets their warfighting requirements from a broad array of multi-tiered networked sensors, dynamic bandwidth capabilities and tailorable visualization. This paper will show that in the naval context, this requires that we engineer FORCEnet, from the keel up, not as a set-piece bundle of fixed capabilities, but as a fungible toolbox of capabilities that the commander selects based on the operational mission he must accomplish as well as a set of capabilities that fits seamlessly into the GIG. Composeable FORCEnet enables warfighters to make the superior decisions necessary to win in battle. We will describe how Composeable FORCEnet unlocks the power of the GIG to fundamentally alter the way in which military decision makers view, manage and understand the information environment in a Joint and combined warfighting context. We will show how Composeable FORCEnet supports shared situational awareness across strategic, operational and tactical levels to enable superior decision-making.

Book excerpt: The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. A key aspect of this construct is the need for flexible, adaptive command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR) systems. To assist development of this capability, the Navy asked the NRC to examine C4ISR for carrier, expeditionary, and strike and missile defense strike groups, and for expeditionary strike forces. This report provides an assessment of C4ISR capabilities for each type of strike group; recommendations for C4ISR architecture for use in major combat operations; promising technology trends; and an examination of organizational improvements that can enable the recommended architecture.

Book excerpt: This paper examines one of the most critical aspects of networking the elements of Sea Power 21: how do warfighters operating in a FORCEnet-enabled environment compose the C4ISR elements at their disposal to ensure superior decision-making and enable the Joint Force Commander to achieve the Joint Vision 2020 goal of Full Spectrum Dominance? The key word in this construct is composeable, and the authors' thesis is that commanders must have the ability to compose a command and control architecture that meets their warfighting requirements from a broad array of multi-tiered networked platforms and sensors, dynamic bandwidth capabilities, and tailorable visualizations. In the naval context, this requires that FORCEnet is engineered from the keel up, not as a set-piece bundle of fixed systems, but as a fungible toolbox of capabilities that the commander selects based on the operational mission he/she must accomplish. Composeable FORCEnet provides the framework to achieve a faster speed to capability and it enables warfighters to make the superior decisions necessary to win in battle. (10 figures, 12 refs.).

Book excerpt: FORCEnet is currently defined as the operational construct and architectural framework for naval warfare in the information age that integrates warriors, sensors, networks, command and control, platforms, and weapons into a networked, distributed, combat force that is scalable across all levels of conflict from seabed to space and sea to land. Although this definition views FORCEnet as the operational construct and the architectural framework for the entire transformed Navy, some have viewed FORCEnet merely as an information network and the associated FORCEnet architecture merely as an information systems architecture. FORCEnet Implementation Strategy provides advice regarding both the adequacy of this definition and the actions required to implement FORCEnet.

Ultimately, the naval and Joint warfighter and not the engineers will use the capabilities needed for the immediate operational and tactical problem. Warfighters operating in a Composeable FORCEnet-enabled environment will soon be able to compose the C4ISR components developed by the engineering community to ensure superior decision-making. This capability has the potential to enable the Joint Force Commander to achieve the maximum degree of operational effectiveness across the spectrum of warfighting and to do it faster than ever before.

Book excerpt: The era of mechanized warfare is rapidly giving way to the battle for information superiority OCo enabled by electronic technologies that provide data for detailed analysis of enemy forces and capabilities. Supported with over 400 four-color photographs and illustrations, this new book is written and designed specifically to help non-specialists quickly understand the complexities of Network Enabled Capability (NEC). It offers you expert guidance on how to achieve information dominance throughout the battlespace by effectively employing the technologies, concepts, and decision-making processes of network enabled warfare.Written in clear, nontechnical language with minimum mathematics, the book explains how to use sensor technologies, including radar and electronic warfare systems, to disseminate information to key decision makers in timely and relevant manner. You learn how these technologies allow for the effective acquisition and dissemination of intelligence, while denying the collection, dissemination and use of intelligence by enemy forces.Providing a complete understanding of the advantages and weaknesses of information warfare, this practical book shows you what factors need to be taken into account when designing systems and equipment for use in a network-enabled environment. Moreover, this forward-looking reference explores what evolving requirements to consider for future air, land, and sea battlespace scenarios. This is an extraordinarily valuable and useful resource for military staff, defense industry engineers and managers, and government officials involved with defense funding decisions."

Book excerpt: The U.S. Department of Defense (DoD) wants to improve Command and Control (C2) by leveraging advances in computation, networking, and information technologies. Agility is increasingly becoming recognized as the most critical characteristic of a transformed force, with network-centricity being understood as the key to achieving agility easily. (Alberts and Hays 2003, 126) The DoD Net-Centric Data Strategy outlines a vision for managing data in a net-centric environment that includes the concepts of Communities of Interest (COIs) and collaborative groups. While collaborative groups and teams are not new concepts, new technologies will transform collaborative C2 and how warfighters interact in the same way that the internal combustion engine combined with the concept of the horseless carriage to transform how we traveled. The technological capabilities envisioned for the Global Information Grid (GIG) will literally enable anyone to engage anyone else in a decision-making process irrespective of distance, time, organization and organizational structure. This paper applies the term Dynamic Collaborative Action Team (DCAT) to a dynamic and to some degree ad-hoc grouping of organizations or personnel for a specific mission or operational task irrespective of command echelon. The GIG environment will enable a DCAT to utilize new data and include members outside routine organizational and command structures. To do so effectively, the DCAT will require a management framework that accommodates its dynamic membership and processes. This paper describes a ubiquitous framework for the effective management of DCATs. Operational examples are provided to illustrate how DCATs would be employed to conduct net-centric C2 and how the DCAT concept may close the seams between the national, strategic and operational echelons of command and shape future C2 Policy for a net-centric environment.

Book excerpt: The Navy has embraced the concept of network centric warfare as a means to develop innovative and effective command and control (C2) structures for the future. One such C2 structure is FORCEnet. Modeling of various FORCEnet-derived structures produced a prediction that a C2 structure that includes an intelligence, surveillance, and reconnaissance (ISR) coordinator would significantly improve mission performance. Network centric warfare, however, has increased the information load commanders must deal with. As part of this effort we investigated the effects of information load on certain decision making heuristics. Counter to modeling predictions, a FORCEnet derived organization with an ISR coordinator was not superior in performance to an organization without an ISR coordinator. There was evidence, however, that increased familiarity and practice with a structure including an ISR coordinator may produce findings supportive of model predictions. Findings also indicate that high information load may exacerbate the negative effects of certain decision making heuristics.

Book excerpt: The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.

Book excerpt: India’s core goals for Southeast Asia are in basic harmony with those of the United States, including regional stability, peaceful settlement of territorial disputes, and containment of radicalism Still, America should not expect India to enter any sort of alliance, nor join any coalition to balance against China, but should demonstrate strategic patience and willingness to cultivate a long-term relationship.
