Book excerpt: The purpose of this study was to conduct an in-depth investigation of the performance-based teacher evaluation model and its impact on facilitating teacher growth in one selected school district. The research design for this investigation was a mixed design case study, which utilized both quantitative and qualitative data. The site of the study was a school district in a suburb of a large Missouri city. Quantitative data were collected through the Teacher Evaluation Profile (TEP) questionnaire. The survey instrument was electronically distributed to two hundred ninety-two teachers. One hundred ninety-three teachers completed and returned the survey. Qualitative data were collected through interviews of building level principals, assistant principals and selected teachers. Supplemental data were also collected through the analysis of documents and artifacts. Many practices were found that were perceived by teachers and administrators to facilitate teacher growth in the selected school district. Among those were professional dialogue, collaboration, self-reflection, feedback, risk-taking and goal-oriented development plans. Components of the new PBTE model that were perceived by teachers to facilitate growth included the professional enrichment plan (PEP), self-reflection, and multiple unplanned observations. In addition to these components, the administrators of the district also perceived the portfolio component of the new model to facilitate teacher growth. The consistent implementation of the model across the district was an area that should be addressed by the district to ensure that the entire district may benefit from the intended goals of the evaluation process.

They typically assign most teachers the highest available score, provide minimal feedback for improvement, and have little connection with student achievement growth and the quality of instruction that leads to higher student growth. A more comprehensive approach has been demonstrated for ten years by TAP[TM]: The System for Teacher and Student Advancement. This system includes both classroom observations and student achievement growth measures, provides feedback to teachers for improvement, is aligned to professional development and mentoring support, and provides metrics for performance-based compensation. This paper describes the TAP system, and examines data from a large sample of teachers to assess the distribution of TAP evaluations and their alignment to student achievement growth. We find that TAP evaluations provide differentiated feedback, that classroom observational scores are positively and significantly correlated with student achievement growth, that TAP teachers increase in observed skill levels over time, and that TAP schools show differential retention of effective teachers based on these evaluation scores. Appended are: (1) Components of the TAP Skills, Knowledge, and Responsibilities Performance Standards; and (2) Weighting in the Skills, Knowledge, and Responsibilities Score. In this long-awaited book, Richard J. Stiggins and Daniel L. Duke approach teacher evaluation from a positive perspective. They present the results of three unique studies from over a three-year period, designed to uncover the inherent problems in current evaluation practices and find potential solutions to those problems. As policymakers call for a better approach to teacher evaluation, the 10-year history of TAP[TM]: The System for Teacher and Student Advancement provides an example of an integrated system for teacher evaluation and support. TAP teachers are evaluated every year through multiple classroom observations by trained and certified raters and through their contributions to student achievement growth. Based on data from TAP schools, research shows that: (1) TAP teacher evaluations provide differentiated feedback on teacher performance; (2) TAP classroom evaluations are aligned with value-added student achievement outcomes; (3) TAP teachers become more effective over time; and (4) TAP schools show higher retention of more effective teachers, and higher turnover of less effective teachers.
