Book excerpt: This book evaluates the successes, failures, and factors that influence the competition for public bus transport services. Using Germany as a case study, the author explains the dichotomous system of a market with licenses for commercial services, where operators are granted exclusivity, and licenses for non-commercial services, where supplementary direct subsidies are tendered out by public transport authorities. The empirical analysis is based on primary data usually not publicly available, and supplemented by numerous expert interviews. The book aims to provide a basic understanding of the players and their options, offer insights into the German model, and make policy recommendations for those whose goal is to increase competition.

Available in PDF, EPUB and Kindle. Book excerpt: The authors make the case for the return of regulation in the organization of urban bus services in developing countries. During the past three decades urban public transport policy has gone through several phases. The 1980s and 1990s were characterized by liberalization of the sector from public ownership and monopoly provision. The experience of several countries, in particular Chile, indicates that a full liberalization of the sector may not be the welfare-maximizing option. The authors discuss the market failures that justify this claim and present the regulatory options available in this emerging new role of government. Throughout the paper they illustrate ideas with examples from Chile, Colombia, and a few other countries.

But the provision of transport services at competitive prices and quantities may have an important impact on economic development, both from a regional and a global perspective. This volume addresses such issues of competition in transportation. Part I deals with the air transport sector, part II is concerned with the road transport sector, part III takes a look at transportation costs and, in the final part, some visions of competition in transportation are discussed.

Book excerpt: Urban transport systems are essential for economic development and improving citizens' quality of life. To establish high-quality and affordable transport systems, cities must ensure their financial sustainability to fund new investments in infrastructure while also funding maintenance and operation of existing facilities and services. However, many cities in developing countries are stuck in an "underfunding trap" for urban transport, in which large up-front investments are needed for new transport infrastructure that will improve the still small-scale, and perhaps, poor-quality systems, but revenue is insufficient to cover maintenance and operation expenses, let alone new investment projects. The urban transport financing gap in these cities is further widened by the implicit subsidies for the use of private cars, which represent a minority of trips but contribute huge costs in terms of congestion, sprawl, accidents, and pollution. Using an analytical framework based on the concept of "Who Benefits Pays," 24 types of financing instruments are assessed in terms of their social, economic and environmental impacts and their ability to fund urban transport capital investments, operational expenses, and maintenance. Urban transport financing needs to be based on an appropriate mix of complementary financing instruments. In particular for capital investments, a combination of grants †“from multiple levels of government†“ and loans together with investments through public private partnerships could finance large projects that benefit society. Moreover, the property tax emerges as a key financing instrument for capital, operation, and maintenance expenses. By choosing the most appropriate mix of financing instruments and focusing on wise investments, cities can design comprehensive financing for all types of urban transport projects, using multi-level innovative revenue sources that promote efficient pricing schemes, increase overall revenue, strengthen sustainable transport, and cover capital investments, operation, and maintenance for all parts of a public transport system, "from the sidewalk to the subway."

This book was released on 2019-05-18 with total page 342 pages. Available in PDF, EPUB and Kindle. Book excerpt: This proceedings volume examines individual city transports, transport companies and entire transport systems. Featuring select contributions presented at the 2018 TranSopot Conference in Sopot, Poland, this book provides an analysis of transportation solutions both at the micro-level (single city or single company) as well as the macro-level (whole transportation systems). The enclosed research and case studies provide a theoretical background for transport analysis but also new innovative and sustainable solutions to transportation while also increasing the efficiency of transport operations. Transportation is a very specific area of social and economic life. It creates countless opportunities and fulfills the need for mobility while also generating significant cost—direct for the company or indirect to societies. Planning and organizing transport is a task which requires a multi-level approach with a focus on operational, ecological and financial aspects. At a time in which many transport systems are unable to grow extensively due to lack of space or increased cost, these activities are even more crucial. The enclosed research from researchers, scholars and practitioners provides not only new theories but also empirical data and practical experience. The TranSopot 2018 conference is a continuation of a long series of conferences devoted to the topic of transport sector development. The goal of the conference is to exchange current trends and spread the results of current research into the fields of transport growth, development and management.
