Book excerpt: This work is a result of several-year efforts related to the study of the role of social policy in economic development, the theoretical foundations of social programming and its effectiveness. The author presents in detail the foreign experience in regulating the social development and makes an attempt to analyze the effectiveness of social programming in the system of social protection of the population in Bulgaria. The main part of the research is related to the trimmer socialization-upbringing-identity as a basis of social adaptation. Presented are socialization and education as a process; socialization of the personality and its identity; social adaptation and its aspects; social adaptation and socialization and adaptation process. The conceptual framework of social adaptation is developed in a separate chapter, by providing a theoretical study for the creation of a practical model of the social adaptation of servicemen discharged from military service and the members of their families. A detailed examination is accomplished of the theoretical and methodological foundations of the socio-psychological adaptation and the technology of the process of social adaptation of servicemen discharged from military service and the members of their families. An analysis is performed of the Bulgarian experience in the development of social adaptation of servicemen discharged from military service and the members of their families. The last chapter provides a proposal of strategic solutions to increasing the efficiency of servicemen discharged from military service and the members of their families, by developing an integrated model and a model for social and psychological support and a version of a competency model.

Moreover unlike previous researches, refracted through the prism of the military institution social policy, with this article we aim to offer to social and scientific knowledge a new look at social adaptation of the military leaving the system of the armed forces of the Bulgarian Army in compliance with the scientific rationalization of social work.

Book excerpt: The problem of social adaptation of military personnel, discharged from service and the members of their families in the recent years in dynamically changing security environment gives rise to multiple questions in the public space. Since the 1990s and the first decade of the new century the military defense system has been marked by a series of reforms, transformations, organizational and structural changes resulting in a numerous “army” of discharged military personnel. A great number of them and the members of their families live in uncertainty, stress, deprived of basic human values. And although they have high specific qualifications a part of them run into the “army” of the unemployed, and another part deal with underpaid activities that do not require specific qualification. This fact by itself provokes the problem of their social adaptation. There is an impression in the community that after leaving Bulgarian army and the armed forces military personnel (reservists) are thrown “overboard” without any social activity for their adaptation to the new social status or, if there is any, it is too formal and without any significant outcomes. While searching if social adaptation of military in transition to reserve and their families is a myth or reality we focus our scientific research aimed at studying the interactions between various structures and authorities - state, public, nongovernmental, working for the social adaptation of former military personnel and their families within the civil society we take out leading indicators of social and educational characteristics on various levels and propose a comprehensive social adaptation model.

Humans operating in the complex military system must possess the knowledge, skills, abilities, aptitudes, and temperament to perform their roles effectively in a reliable and predictable manner, and effective military management requires understanding of how these qualities can be best provided and assessed. Scientific research in this area is critical to understanding leadership, training and other personnel issues, social interactions and organizational structures within the military. The U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) asked the National Research Council to provide an agenda for basic behavioral and social research focused on applications in both the short and long-term. The committee responded by recommending six areas of research on the basis of their relevance, potential impact, and timeliness for military needs: intercultural competence; teams in complex environments; technology-based training; nonverbal behavior; emotion; and behavioral neurophysiology. The committee suggests doubling the current budget for basic research for the behavioral and social sciences across U.S. military research agencies. The additional funds can support approximately 40 new projects per year across the committee's recommended research areas. Human Behavior in Military Contexts includes committee reports and papers that demonstrate areas of stimulating, ongoing research in the behavioral and social sciences that can enrich the military's ability to recruit, train, and enhance the performance of its personnel, both organizationally and in its many roles in other cultures.
