On the contrary, however, many bridges did not perform well in recent earthquakes, showing a need for increased research to understand various potential problems and collapse mechanisms. Indeed, progress has been made lately in design and assessment procedures around the world, and consequently many practices have changed. In this context, the objective of fib Bulletin 39 is to present, discuss and critically compare structural solutions for bridge seismic design and retrofit that have been developed and are now used all over the world, ten years after the publication of the last comprehensive manual on the subject. It is the result of the work of an international team of experts that collaborated intensively for over three years. The first four chapters of the Bulletin present a regional review of design choices, compare and discuss international design practices, and indicate their relative merits and potential problems. Current developments are treated in the next three chapters, with particular emphasis on design for enhanced damage control, for spatial variation of ground motion and for fault crossing. The last part presents a summary of current issues related to existing bridges. Extensive technical developments have been taking place in the last two decades with the goal of making bridges an important transportation infrastructure with limited damage during earthquakes. Realising this goal depends on regional seismicity, transportation systems, seismic performance goals, local cultures, and a wide range of design and construction practices, which are presented and discussed in this Bulletin.

The objectives of this project were to perform a series of special studies pertaining to the seismic vulnerability of highway structures, and to develop technical information on which future specifications for the seismic design of bridges could be based. This project divided work into 5 areas and 13 tasks, focusing on the following elements: review of current seismic design criteria, the seismic hazard exposure of the American highway system, foundation design and soil behavior, structural design, structural analysis and response, the relative importance of specific bridges and an assessment of the impact of current and recently completed research. The Seismic Research Program had a national focus, and aimed in part to address the differences in seismicity, bridge types, and typical design details between the central and eastern United States (CEUS) and those previously studied in California and the western United States. In many cases, west coast design practices required considerable modification before implementation in the CEUS. The project resulted in 34 research reports, of which 31 are summarized in this document. Seventeen of the reports have been published as National Center for Earthquake Engineering Research (NCEER) or Multidisciplinary Center for Earthquake Engineering Research (MCEER) reports. The research agencies final reports for the other taks are available from MCEER upon request.

Two bridges previously designed by the Tennessee Department of Transportation (TDOT) engineers following the American Association of State Highway and Transportation Officials (AASHTO) Guide Specifications for LRFD Seismic Bridge Design are selected and investigated in this study. Two different support conditions are considered, one employing seat-type abutments with rigid bent foundations; and the second employing stub wall abutment with flexible bent foundations (Nonlinear Spring Support Configuration). In addition to the AASHTO Specifications, the analysis methods include the capacity-demand-diagram method, as an inelastic demand Capacity Demand Method (CSM), and Federal Emergency Management Agency (FEMA) 440 Procedure C as an equivalent linearization CSM. Pushover analysis methods are used to construct the capacity diagram of the system. Furthermore, the usability of the three most widely used software programs (SAP2000, ADINA, and OpenSees) for performing the displacement-based seismic analysis is studied.This research will provide TDOT engineers with the necessary information on which procedure is the best approach to use for design of highway bridges. Also, it provides information on how well previously designed bridges response when analyzed with the new displacement-based procedures. And finally, it will provide the TDOT engineers with information on capabilities and limitations of various software packages.

Book excerpt: The Virginia Department of Transportation is currently using the AASHTO Standard Specifications for Highway Bridges, with some modifications, for its seismic highway bridge design. In April 2001, the Recommended LRFD Guidelines for the Seismic Design of Highway Bridges were published. The influence of the LRFD Guidelines on Virginia bridges was investigated by analyzing two existing bridges. The first bridge has prestressed concrete girders and is located in the Richmond area. The second bridge has steel girders and is located in the Bristol area. Both bridges were two-span overpass structures with integral abutments. The bridges were analyzed using the methods prescribed in the guidelines. Then, the combined effects of the dead, live, and earthquake loads were compared to the strengths of the columns and the pier caps. The details of the bridge designs were also checked against the corresponding seismic design requirement. Results indicate that typical column spiral reinforcement is not adequate to satisfy the requirements of the new seismic guidelines. For the bridge in the Richmond area, spiral reinforcement was increased from a No. 5 at a 5-in pitch to a No. 5 at a 4-in pitch. For the bridge in Bristol, the increase was greater, from a No. 3 at 10.5 in to a No. 5 at 4 in. In addition to the increase in spiral reinforcement, other details, such as beam-column joint reinforcing and splice locations, require modifications. The calculated cost increases for the two bridges were 0.1 and 0.3 percent. An associated parametric study explored the effects on substructure design of different column heights, superstructure lengths, and soil classifications in different parts of Virginia. The study indicated that for bridges located on good soil (Class B), typical column longitudinal reinforcing ratios (about 1.5%) provide adequate strength to resist seismic forces. For bridges on poor soils (Class D) in regions of low to moderate seismic activity, column longitudinal reinforcing may need to be increased, particularly in bridges with short columns, long spans, and sliding bearings at the abutments. For bridges on poor soils in regions of higher seismic risk (Southwestern Virginia), column sizes may need to be increased. For columns designed as spiral columns, the increases in transverse column reinforcement will not be great, but for columns designed as tied columns, the increases will be significant.

Recognizing the need to upgrade the bridge inventory, the Federal Highway Administration (FHWA) began sponsoring research and development in seismic retrofitting in the early 1980's. A set of guidelines was published in 1983 and updated by NCEER with a synthesis of the literature in 1995 (Seismic retrofitting Manual for Highway Bridges FHWA-RD-94-052 May 1995). A short course was held in 1998. The course covered preliminary screening, detailed evaluation, and retrofit measures for highway bridges. In December 2006 the new FHWA retrofit manual (Seismic Retrofitting Manual for Highway Structures: Part 1-Bridges FHWA-HRT-06-032 January 2006) was distributed to all the states. The manual has doubled in length and incorporates over a decade of research by MCEER and the practical experience of Caltrans in retrofitting thousands of bridges. Part 1 is the text for this course and the notebook is intended to update and facilitate the manual's use. The manual recommends performance criteria according to bridge importance and anticipated service life, and seismic hazard level. Minimum recommendations are made for screening, evaluation, and retrofitting according to an assigned Seismic Retrofit Category. Various retrofit strategies are described and a range of related retrofit measures explained, including restrainers, seat extensions, column jackets, footing overlays, and soil remediation. The length of the course is one day. However, references to and materials from prior training developed by the MCEER team and authors and instructors are provided. Topics to be discussed include: Seismic and Geotechnical Hazards; Seismic Retrofit Procedures; Geotechnical Modeling; Seismic Evaluation Methods; Retrofit Details; Geotechnical Retrofit Strategies; methods of Analysis; Retrofit Applications; Design Examples. The course is intended for engineers from Departments of Transportation and consultants who have an interest in seismic retrofitting. Attendees are expected to learn about the behavior of bridges in earthquakes and methods for improving this performance. Emphasis will be given to older bridges typical of the central and eastern US. The pilot course is offered by Bridge technology to provide engineers with practical knowledge about current and emerging technologies and design procedures that will enhance their career skills, while improving the safety of our built environment from earthquakes and other hazards.
