Book excerpt: In 1997, the U.S. Environmental Protection Agency (EPA) established regulatory standards to address health risks posed by inhaling tiny particles from smoke, vehicle exhaust, and other sources. At the same time, Congress and the EPA began a multimillion dollar research effort to better understand the sources of these airborne particles, the levels of exposure to people, and the ways that these particles cause disease. To provide independent guidance to the EPA, Congress asked the National Research Council to study the relevant issues. The result was a series of four reports on the particulate-matter research program. The first two books offered a conceptual framework for a national research program, identified the 10 most critical research needs, and described the recommended timing and estimated costs of such research. The third volume began the task of assessing initial progress made in implementing the research program. This, the fourth and final volume, gauged research progress made over a 5-year period on each of the 10 research topics. The National Research Council concludes that particulate matter research has led to a better understanding of the health effects caused by tiny airborne particles. However, the EPA, in concert with other agencies, should continue research to reduce further uncertainties and inform long-term decisions.

Book excerpt: Particulate matter in the atmosphere with aerodynamic diameter 2.5 micrometer or less (PM[subscript 2.5]) has been studied extensively due to its impact on human health, climate, and other environmental effects. PM[subscript 2.5]) in the southeast US as a whole and particularly in North Carolina (NC) are the focus of this research. The main body of this study includes two parts. The first part focuses on regional i.e. Southeast U.S. PM[subscript 2.5]) analysis consisting of two urban inland sites including locations N. Birmingham, AL (BHM) and Jefferson, GA (JST); two urban coastal sites viz., Gulfport, MS (GFP), Pensacola and FL (PNS); and three rural sites including Yorkville, GA (YRK), Centreville, AL (CTR), and Oak Grove, MS (OAK) (Chapter 2). The second part focuses on North Carolina counties consisting of three urban sites and two rural/agriculture sites in NC. The three urban N.C. sites are located in Forsyth County, Mecklenburg County, and Wake County, respectively; and the two rural/agriculture sites are located in Lenoir County and Caswell County, respectively (Chapter 3). The analysis of data and results indicate that the annual National Ambient Air Quality Standard (NAAQS) for PM[subscript 2.5]) (annual standard: 15 mg/m3) is exceeded in all of urban inland areas and one agriculture site which is surrounded by several power plants, but the annual average of PM[subscript 2.5]) is less than the annual standard at all of the other agricultural sites and urban coastal sites. High annual average concentrations are dominated by elevated values during summer. The 24-hour standard (65 mg/m3) for PM[subscript 2.5]) is not exceeded at any of the urban and/or agriculture sites. Book excerpt: Emission inventories of fine particulate matter (PM) were compared to estimates of emissions based on observational data emerging from the EPA Particulate Matter Supersites and other field programs. Six source categories for fine PM emissions were considered: on-road mobile sources, non-road mobile sources, cooking, biomass combustion, fugitive dust and stationary sources. Regional emission inventories of PM in the exhaust from on-road and non-road sources were generally consistent with ambient observations. In contrast, emission inventories of road dust were an order of magnitude larger than ambient observations, and estimated brake wear and tire dust emissions were half as large as ambient observations in urban areas. Although a comprehensive nationwide emission inventory of fine PM from cooking sources and biomass burning is not yet available, observational data in urban areas suggest that cooking sources account for roughly 5-20% of total primary emissions (excluding dust) and the magnitude of biomass burning emissions are highly dependent on the region. Finally, relatively few observational data were available to assess the accuracy of emission estimates for stationary sources. Overall, the uncertainties in primary emissions for fine PM are substantial. Because of these uncertainties, the design of fine PM control strategies should be based on inventories that have been refined by a combination of bottom-up and top-down methods, as demonstrated in this work. This approach was used in the development of a primary PM emissions inventory for air quality modeling. This emissions inventory improved upon previous inventories by updating some source strengths, temporal allocations, and chemical speciation profiles; in addition, size resolution information was incorporated into the inventory.

Book excerpt: In response to a request by the EPA Division of Stationary Source Enforcement, the NEIC undertook an investigation of the particulate emissions from the USSC-Geneva WOrks at Orem, Utah, and the impact of these emissions on the ambient air quality of the Wasatch Front Intrastate AQCR. One portion of the NEIC program was oriented to documenting peak 24-hour particulate concentrations within the Utah Valley, Seven ambient air quality monitoring stations were installed in the near vicinity of the Geneva Works and total suspended particulates (TSP) and meteorological data were collected from May 25, 1976 to January 19, 1977. Data from these stations, as well as from seven permanent stations operated by the Utah State Health Department, were analyzed to characterize air quality conditions in the Utah Valley. Because of problems associated with design and calibration of Hi-vol samplers, data collected during the period May 25 to July 5, 1976 were evaluated only for general trends. Significant interference from a fugitive dust source also limited the validity of data from NEIC station 6 for a portion of the survey. Data were analyzed according to four time periods: Early Summer (May 25 to July 5), Late Summer (July 19 to 31), Fall (September 1 to November 5), and Winter (November 19, 1976 to January 19, 1977).
