By reuniting the two concepts of servicemember and veteran into one overarching cultural model, the author shows how the concept of martial culture can be used to acknowledge the unbroken, holistic, multidimensional life cycle of an individual. Adopting a comparative mythological approach and drawing upon Roman, Navajo, Hindu, Norse, and Japanese myths that speak to the lived experiences of servicemembers, veterans, and their families, it weaves together ancient voices and contemporary servicemember experiential existences to offer new insight into the psychological experience of servicemembers. It will be of strong interest to psychologists who seek to develop their treatment of veterans by understanding the unique lifeway of service without judgement and offering a balanced, integrated spiritual connection, while pushing back against both inaccurate assumptions of martial lifeways and the influences of industrialized secular approaches to service. SBIR at the Department of Defense considers ways that the Department of Defense SBIR program could work better in addressing the congressional objectives for the SBIR program to stimulate technological innovation, use small businesses to meet federal research and development (R & D) needs, foster and encourage the participation of socially and economically disadvantaged small businesses, and increase the private sector commercialization of innovations derived from federal R&D. An earlier report, An Assessment of the Small Business Innovation Research Program at the Department of Defense, studied how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs. This report builds on the previous one, with a revised survey of SBIR companies. SBIR at the Department of Defense revisits some case studies from the 2009 study and develops new ones, and interviews agency managers and other stakeholders to provide a second snapshot of the program's progress toward achieving its legislative goals.

Book excerpt: In October 1995, the Department of Defense launched a Fast Track initiative to attract new firms and encourage commercialization of Small Business Innovation Research (SBIR) funded technologies throughout the department. The goal of the Fast Track initiative is to help close the funding gap that can occur between Phase I and II of the SBIR program. The Fast Track initiative seeks to address the gap by providing expedited review and essentially continuous funding from Phase I to Phase II, as long as applying firms can demonstrate that they have obtained third-party financing for their technology. Another program initiative, Phase II Enhancement, was launched in 1999 to concentrate SBIR funds on those R&D projects most likely to result in viable new products that the Department of Defense and others will buy. The current volume evaluates the two SBIR Program initiatives-Fast Track and Phase II Enhancement-and finds that both programs are effective. Ninety percent of Fast Track and 95 percent of Phase II Enhancement reported satisfaction with their decision. This book identifies the successes and remaining shortcomings of the programs, providing recommendations to address these issues.

In March 2001, Captain William Bower completed a research effort that proposed a framework model for guiding the identification and selection of knowledge management initiatives within the Air Force. The members of the Delphi committee that participated in the original research to develop the decision framework recommended that organizational culture be more emphasized. Therefore, this research effort evaluated the decision framework proposed by Captain Bower and adapted the framework by including organizational culture. To incorporate organizational culture into the framework, this research identified cultural factors that can be assessed to determine whether or not a given organizational culture is ready to implement knowledge management initiatives. An additional step was then added to the original decision framework; this step is focused on determining whether or not an organizations culture is knowledge friendly.

Organizational culture is an essential link in understanding the resistance to information sharing. Using Edgar Schein's organizational culture model, this paper analyzes the organizational culture of the Department of Homeland Security and the Federal Bureau Investigation with an eye toward how organizational cultures of the Department of Homeland Security and the Federal Bureau impact information sharing. The Department of Homeland Security must identify, understand, and work through the barriers of organizational cultures within the intelligence community. Part of creating a culture of information sharing involves changing the way people value information sharing and collaboration by encouraging behaviors that foster sharing and discouraging those that do not. The Department of Homeland Security lacks several key characteristics in building an organizational culture such as a stable membership and shared history. The Department of Homeland Security is a newly structured organization with multiple agencies and departments with diverse missions. The creation of a unified organizational culture within the Department of Homeland Security will take time to develop because of the magnitude and complexity of the organization. In comparison, the Federal Bureau of Investigation was established in 1908 as a law enforcement-centric organization. However, the Federal Bureau of Investigation's Director, Robert Mueller, changed the organization to threat-based and intelligence driven organization after the events of 9/11. The Federal Bureau of Investigation has maintained its organizational culture while undertaking reorganization. The Department of Homeland Security and the Federal Bureau of Investigation have an opportunity to bridge the information sharing gap through the development of joint threat assessments. The Federal Bureau of Investigation and the Department of Homeland Security have some similarities in their missions. The Federal Bureau of Investigation has experience in developing threat assessments and the Department of Homeland Security is required to produce threat assessments. The Federal Bureau of Investigation offers an opportunity to teach and mentor members of the Department of Homeland Security in intelligence functions. If the organizations shared their resources and pooled their knowledge, information would become more transparent.

In the first round of this study, an ad hoc committee prepared a series of reports from 2004 to 2009 on the SBIR and STTR programs at the five agencies responsible for 96 percent of the programs' operations-including the Department of Energy (DoE). Building on the outcomes from the first round, this second round presents the committee's second review of the DoE SBIR program's operations. Public-private partnerships like SBIR and STTR are particularly important since today's knowledge economy is driven in large part by the nation's capacity to innovate. One of the defining features of the U.S. economy is a high level of entrepreneurial activity. Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs.

Book excerpt: DOD continues to take steps to comply with legislative requirements and related guidance pertaining to its business systems modernization highrisk area. In particular, on March 14, 2008, DOD released a new version of its BEA and issued its annual report to congressional defense committees describing steps taken and planned relative to the act's requirements, among other things. The steps address several of the missing elements that we previously identified relative to the legislative provisions and related best practices concerning the BEA, enterprise transition plan, and investment management, and continue to address the act s requirements relative to business system budgetary disclosure and certification and approval of systems costing in excess of $1 million. However, additional steps are needed to fully comply with the act and relevant guidance: The latest version of the BEA resolves several of the architecture gaps associated with the prior version, such as adding business rules and data attributes. However, like the previous version, its focus is largely on DODwide corporate policies, capabilities, rules, and standards. While these are essential to meeting the act s requirements, this version has yet to be augmented by the DOD component organizations subsidiary architectures that also are essential to meeting the act s requirements and the department s goal of having a federated family of architectures. DOD has taken some steps toward extending its architecture through its recently updated federation strategy, however the military departments architecture programs remain immature, particularly those of the Army and the Navy. To address these challenges, we have existing recommendations that DOD has agreed to implement. Once these challenges are addressed, the federated BEA should provide a more sufficient frame of reference to optimally guide and constrain DOD-wide system investments.

In America Inc.? she examines how that complex emerged and how it has evolved in response to changing geopolitical threats and domestic political constraints, from the Cold War period to the post-9/11 era. Weiss focuses on state-funded venture capital funds, new forms of technology procurement by defense and security-related agencies, and innovation in robotics, nanotechnology, and renewable energy since the 1980s.
