Book excerpt: In developed countries, men’s labor force participation at older ages has increased in recent years, reversing a decades-long pattern of decline. Participation rates for older women have also been rising. What explains these patterns, and the differences in them across countries? The answers to these questions are pivotal as countries face fiscal and retirement security challenges posed by longer life-spans. This eighth phase of the International Social Security project, which compares the social security and retirement experiences of twelve developed countries, documents trends in participation and employment and explores reasons for the rising participation rates of older workers. The chapters use a common template for analysis, which facilitates comparison of results across countries. Using within-country natural experiments and cross-country comparisons, the researchers study the impact of improving health and education, changes in the occupation mix, the retirement incentives of social security programs, and the emergence of women in the workplace, on labor markets. The findings suggest that social security reforms and other factors such as the movement of women into the labor force have played an important role in labor force participation trends.

Available in PDF, EPUB and Kindle. Book excerpt: Everybody uses the term social security, but definitions vary widely. This unique book may be conceived as a wide-ranging definition, although in fact it emphasizes only part of the concept: that administrative function that grants cash benefits to offset or compensate for such social risks as old age, disability, unemployment, costs of health care, and other instances occasioning the lack of means necessary for a decent existence. In an earlier form (1993), this book proved itself as a much-sought-after introduction to the field, for governments as much as for law students. In this completely revised and updated work, Professor Pieters again offers, this time to a new generation of scholars and policymakers, a common language and structure with which to talk and think about social security. The presentation is both abstract (theory of social security) and concise (structure of social security systems). In taking into account the diversity of ways in which social security has been shaped by priorities of place and time, Dr Pieters delineates the distinct alternatives that can be adhered to in establishing a social security system. He builds a frame in which these various concepts, principles, options, and techniques can be put into perspective. Although this approach hints at a common law of social security, Dr Pieters goes no further in that direction than a brief general survey (in his last chapter) of the possible features of a comparative social security law. Social Security: An Introduction to the Basic Principles is sure to find a welcome among many sectors of the legal and policy communities. Full of insight and information, and eminently readable, the book may be seen in a number of different ways: as a road map explaining the social security systems of various states; as an overview of the various options available for building a social security system; as an exploration of the possibilities of rethinking or reforming an existing system; as the first tentative step toward a scientific discipline of comparative social security law; and much else besides.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first work that systematically applies the comparative method to the study of social policy and administration. After a full discussion of this approach in the introduction, the book offers three authoritative national studies--France, Norway, Canada--each giving a rounded picture of social policy and administration in the particular country. Social needs, resources, and forms of social administration are related to the most significant social, demographic, economic, and political factors of the area in question. The authors trace the development of social policies and indicate the direction these policies are likely to take in the future. Comparisons between problems and solutions in all three countries, as well as in Great Britain and the United States, are made throughout.Part II contains comparative analyses of particular problems and of the different forms of social administration designed to deal with them. The problem approach is applied to five areas of social administration: social policy and social planning, social security, coordination, social policies and care for the aged and family policies. Examples are taken not only from the countries previously under study, but also from other Western nations with well-developed social service systems. A concluding chapter delineates the benefits of the comparative method as demonstrated in this volume, and outlines how the goals set forth in the introduction have been fulfilled. This unique and fascinating book will be of interest to a wide range of readers, especially those concerned with the study, the making, or the implementation and administration of social policy. It will serve as a stimulus for fresh interpretation and the re-evaluation of major social institutions here and abroad.

Book excerpt: In light of the increase in cross-border mobility and the recent political climate surrounding immigration-related issues, understanding the politics and policies of immigrants’ access to welfare programs is more relevant than ever. Systematic analysis of this subject has been held back, however, by the lack of a cross-national index of immigrant exclusion from social benefits over time. The Exclusion of Immigrants from Welfare Programs fills this gap by taking advantage of a novel and original measure called the Immigrant Exclusion from Social Programs Index (IESPI), which includes twenty-five indicators regarding immigrants’ access to seven different social programs, for twenty-two countries, at four moments in time. The book includes an assessment of key trends, an investigation of the origins and consequences of variation, and four detailed country case studies of particular theoretical interest: Norway, Austria, Portugal, and the United States. Presenting a cross-national index to facilitate and encourage systematic cross-country comparisons, this book provides insights and data that will allow researchers to probe such questions as the degree to which countries include or exclude immigrants in developing public policies, why some countries are more exclusionary than others, and what the future consequences of this exclusion might be.

Available in PDF, EPUB and Kindle. Book excerpt: Europe’s pension systems –among the most celebrated features of its social welfare model— face tremendous challenges. With only 11 percent of the world’s population, Europe spends about 60 percent of global outlays on social protection, largely in pensions. In many countries, pension rules have encouraged people to retire sooner, while enjoying longer lives. Payroll taxes on a continuously expanding contributory base have financed these benefits. This model of pension provision is now being severely tested as pension systems reach maturity, while the population is aging and the labor force is starting to shrink. Measures to enable a continued tradition of providing old age security will include • raising retirement ages such that pensions are provided in the last 15 years of life, when work capacity traditionally diminishes • encouraging immigration to help fill the declining work force • rationalizing pension spending, putting priority on preventing old age poverty, and • encouraging savings to help provide the more comfortable retirement that individuals have come to expect. Some measures may be more appropriate in particular countries than others, yet undertaking all of them will likely require less drastic changes in any one of them. The specific choices will need to be discussed and agreed among each country’s own population, and be accompanied by enabling changes in pension policy, tax policy, financial markets policy, and labor policy. The fundamental issue is that, with these changes, the important achievements of European social policy can withstand the demographic onslaught and continue to provide old age security for generations to come.
