Book excerpt: This study is the third in a series related to the project launched in fall 2003 by the Canadian Productivity Accounts of Statistics Canada in order to compare productivity levels between Canada and the United States. The study's purpose is to examine the comparability of the components of the labour market of these two countries that serve as the sources of the differences in the gross domestic product (GDP) per capita between them. This study can be subdivided into three sections. The first section develops and illustrates the conceptual and methodological framework required to make Canada/United States estimates of labour and population comparable in terms of level. The second section presents revisions and an update to 2005 of the GDP per capita differences and its components, which were presented for the first time in the study by Baldwin, Maynard and Wong (2005), which covered the period from 1994 to 2002, at the time. Lastly, using the year 2000 as an example, this study tries to quantify the "statistical error" that arises from using inadequate statistics or statistics not designed for this type of international comparison. This exercise reveals that the comparability of data on hours worked per job is especially crucial to identifying the origin of the differences in GDP per capita between labour productivity and hours worked per capita. The worst error involves comparing hours worked estimated from an employer survey with those obtained from a household survey. This type of comparison between Canada and the United States results in assigning an estimated 72% of the difference in GDP per capita to labour productivity when, in reality, it counted for barely 36% in 2000.

GDP per capita is an indicator that is often used to measure the standard of living. In this study, labour productivity is measured by the value of GDP produced per hour worked, while work intensity is measured by the number of hours worked per person and is the product of two components--hours worked per job and the number of jobs per capita that are generated by the economy. GDP is converted into a common currency by using purchasing power parity indices. The first section presents the analytical framework that was used to compare GDP per capita and its components between the two countries. The second section examines the average Canada-US performance over the entire period. Finally, the last section analyses the trend of these variables from 1994 to 2005.--Document.

Why Australia Prospered is a fascinating historical examination of how Australia cultivated and sustained economic growth and success. Beginning with the Aboriginal economy at the end of the eighteenth century, Ian McLean argues that Australia's remarkable prosperity across nearly two centuries was reached and maintained by several shifting factors. These included imperial policies, favorable demographic characteristics, natural resource abundance, institutional adaptability and innovation, and growth-enhancing policy responses to major economic shocks, such as war, depression, and resource discoveries. Natural resource abundance in Australia played a prominent role in some periods and faded during others, but overall, and contrary to the conventional view of economists, it was a blessing rather than a curse. McLean shows that Australia's location was not a hindrance when the international economy was centered in the North Atlantic, and became a positive influence following Asia's modernization. Participation in the world trading system, when it flourished, brought significant benefits, and during the interwar period when it did not, Australia's protection of domestic manufacturing did not significantly stall growth. McLean also considers how the country's notorious origins as a convict settlement positively influenced early productivity levels, and how British imperial policies enhanced prosperity during the colonial period. He looks at Australia's recent resource-based prosperity in historical perspective, and reveals striking elements of continuity that have underpinned the evolution of the country's economy since the nineteenth century.
