Book excerpt: Efforts to improve the water supplies used by people in rural areas of developing countries have run into serious obstacles: not only are public funds not available to build facilities for all, but many newly constructed facilities have fallen into disrepair and disuse. Along with the numerous failures there are also successes in this sector. From these successes a new view has begun to emerge of what the guiding principles of rural water supply strategies should be. This book brings together and spells out the constituents of this emerging view. The central message is that it is the local people themselves, not those trying to help them, who have the most important role to play. The community itself must be the primary decisionmaker, the primary investor, the primary organizer, and the primary overseer. The authors examine the implications of this primary principle for the main policy issues - the level of service to be provided in different settings, the level and mechanisms for cost recovery, the roles for the private and public sectors, and the role of women. The potential advantages of proceeding from this outlook, instead of the older top-down approaches, are considerable. Improvement efforts are more likely to meet felt needs, new facilities are more likely to be kept in service, and more communities are more likely to get safe water sooner.

The return of cholera in 1991 to the Latin America and Caribbean region was only a symptom of the deep-seated problems and the fragility and inadequacy of publicly operated water supply and sanitation systems. Consequently, the agencies that operate these systems are entering a crucial phase of deciding whether they can greatly improve their operations while remaining in the public sector or whether they should seek increasing private sector financing and participation in both operations. This study consists of two chapters. The first analyzes the main problems of the public sector, explains the rationale behind private sector participation, and reviews an array of options for such participation. The second chapter highlights a case study of the Buenos Aires Concession--a large concession for the Greater Buenos Aires water supply and sewerage services awarded by the national government to a private consortium of foreign operators and local investors. The case study is an excellent example of how attention to the planning and contracting stages can ensure a successful transition from public to private management.

The theme for Forum VII was Water for the Americas: Challenges and Opportunities. This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society.
