Following a decline in cod stocks during the 1980s the government imposed a temporary and subsequent permanent moratorium on cod fishing. This led to substantial out-migration from fishing dependent communities. In the late 1990s there was a turn to shell-fishing that proved an extremely lucrative industry for fish harvesters who could access these resources. There has been limited research on the social and physical well-being of communities affected by these changes in Newfoundland. Research in other regions would suggest that certain communities may be more resilient than others. The challenge taken up in this report is to describe the changes in community well-being during the 1990s and to identify factors that explain community variability"--page v.
