Book excerpt: This paper analyzes the importance of strengthening the relationship of accountability between health service providers and citizens for improving access to and quality of health care. How this is to be achieved, and whether it works, however, remain open questions. The paper presents a randomized field experiment on increasing community-based monitoring. As communities began to more extensively monitor the provider, both the quality and quantity of health service provision improved. One year into the program, there are large increases in utilization, significant weight-for-age z-score gains of infants, and markedly lower deaths among children. The findings on staff behavior suggest that the improvements in quality and quantity of health service delivery resulted from an increased effort by the staff to serve the community. Overall, the results suggest that community monitoring can play an important role in improving service delivery when traditional top-down supervision is ineffective.

In addition, this research contributed to the existing empirical knowledge about the establishment, functioning and outcomes of CBMs by testing the CPI Framework for studying two real life CBMs throughout the lifetime of an EU-funded project - the Ground Truth 2.0. The first CBM is called Grip op Water Altena that focuses on the issue of pluvial floods in 'Land van Heusden en Altena' of the Netherlands. The second CBM is Maasai Mara Citizen Observatory and aims at contributing to a better balance between biodiversity conservation and sustainable livelihood management in the Mara ecosystem in Kenya.

Jensen and Winthereik focus on efforts by aid organizations to make better use of information technology; they analyze a range of development aid information infrastructures created to increase accountability and effectiveness. As Jennifer Gabrys points out, sensors do not merely record information about an environment. Rather, they generate new environments and environmental relations. Book excerpt: This book contains some of the papers which were presented at the NATO Science, Environmental Security, Advanced Research Workshop on "Implementing Ecological Integrity: Restoring Regional and Global Environmental and Human Health" held in Budapest from June 26 to July 1, 1999. All papers presented are summarized in the Introduction and, in some cases, shorter versions are published. A mUltidisciplinary core of American and Western European participants had met over the preceeding years to discuss the concept of ecological integrity. The term "ecological integrity" is found in environmental policy documents but, generally, is not defined. It competes with other recent terms, or environmental narratives, such as "ecosystem health" and "sustainable development" and also with older ones such as "conservation". Therefore, it is deemed important not only to sort out the definitions of these concepts but also to find out whether their practical implications differ. Moreover, it was interesting to find out whether participants from Central and Eastern European Countries (CEEC) and, more generally, from NATO partner countries would be, first, responsive to this concept and, second, would hold different views of it. This explains the broad, albeit not always consistent, range oftopics which are covered in this book. The core group learned that CEEC and other NATO partners participants were responsive to the concept but that they were less exclusive of human influence.
