Book excerpt: "This research project explores watershed governance approaches in British Columbia in order to assess the implications of the watershed scale for the governance of local water resources. Specifically the research objectives are to: characterize watershed governance approaches in selected communities as exemplified in (though not limited to) recent watershed management planning activities in British Columbia; analyze and compare selected examples in terms of governance changes, as well as barriers and enabling factors to watershed governance, and; explore the implications of the watershed scale for governance, including its relevance to water governance principles and a conceptual framework. The Cowichan, Kiskatinaw, and Nicola River watersheds were selected for this study, and data gathered through a document review and key informant interviews in each case study watershed. The data were subsequently analyzed using a content analysis approach, and findings presented and discussed in relation to the literature. Major barriers identified in the research include restricted local mandates (for water management) and/or a lack of mechanisms for local collaboration and input into decision-making, as well as funding constraints and access to watershed-specific information. Enabling factors identified included leadership from local governments, community and stakeholder groups, as well as cooperation from stakeholders and the provincial government through resourcing and partnerships. The watershed scale was found to have complicated inhibiting and enabling roles in governance approaches, which are discussed, as are its implications for commonly accepted water governance principles. Additional governance considerations for watershed-based approaches are proposed in relation to a conceptual framework."--Leaf vii.

Book excerpt: Abstract: As non-point source pollution has emerged as the leading cause of water quality impairment, governments have increasingly invested in community-based collaborative watershed initiatives to devise and implement strategies to address pollution problems. It is unclear however what social and environmental consequences exist for government involvement in such community-based collaborative efforts. The present study examines the Ohio Watershed Coordinator Grant Program, a six-year program in which state agencies offered funding, training and monitoring to community-based collaborative watershed organizations in Ohio. Through a comparative case analysis of 18 watershed organizations and in-depth longitudinal case studies of a sub-set of two organizations, we find that government involvement may yield a variety of impacts, some more positive than others, across the spectrum of organizational experience, from organization genesis to social and environmental outcomes. Such impacts vary by key organizational characteristics, such as type and age, and speak to emergent models in environmental management and governance literatures.

Watersheds come in all shapes and sizes. They cross sectorial boundaries (e.g. county, state/province, and country). No matter where you are, you are in a watershed! World-wide, watersheds supply drinking water, provide r- reation and respite, and sustain life. Watersheds are rich in natural capital, producing goods (agriculture and fisheries products) and services (industry and technology) for broad geographic areas. In many countries, at the base of watersheds where tributaries empty into large water-bodies (e.g. estuaries, seas, oceans) are centers of society and are typically densely populated areas. These areas serve as concentrated centers of the socio-economic system. They also are centers of domestic and international trade, tourism, and c- merce as well as the center of governments (capitals) where local, regional and national legislatures are located. As we all live in a watershed, our individual actions can directly affect it. The cumulative effects of all the individual actions of everyone within a watershed may be, and often are devastating to the quality of water resources and affect the health of living things including humans. Therefore, watershed systems are highly subject to threat to human security and peace.
