Mexico presents a unique case in which much of the nation’s forests were placed as commons in the hands of communities, who, with state support and their own entrepreneurial vigor, created community forest enterprises (CFEs). David Barton Bray, who has spent more than thirty years engaged with and researching Mexican community forestry, shows that this reform has transformed forest management in that country at a scale and level of maturity unmatched anywhere else in the world. For decades Mexico has been conducting a de facto large-scale experiment in the design of a national social-ecological system (SES) focused on community forests. Book excerpt: This book is an outcome of a research project on "Sustainable Forestry and the Environment in Developing Countries". The project has been run by Metsantutki muslaitos METLA -the Finnish Forest Research Institute since 1987 and will be completed this year. A major output by this project has so far been a report in three volumes on "Deforestation or development in the Third World?" The purpose of our multidisciplinary research project is to generate new knowl edge about the causes of deforestation, its scenarios and consequences. More knowledge is needed for more effective, efficient and equitable public policy, both at the national and intemationallevels in supporting sustainable forestry in develop ing countries. Our project has specifically focused on 90 tropical countries as one group and on three subgroups by continents, as well as the three case study countries, the Philippines, Ethiopia and Chile. The University of Joensuu has been our active partner in the Philippine study. We have complemented the three cases by the analyzes of Brazil and Indonesia, the two largest tropical forest-owning countries. Some other interesting country studies were annexed to complement our book both by geography and expertise. The United Nations University, World Institute for Development Economics Research, UNUIWIDER in Helsinki Finland has also been partly engaged. Most of the results from its project on "The Forest in the South and North in Context of Global Warming" will, however, be published later in a separate book.

Carol Colfer and her contributors maintain that standardized solutions to forest problems from afar have failed to address both human and environmental needs. Such approaches, they argue, often neglect the knowledge that local stakeholders have accumulated over generations as forest managers and do not address issues involving the diversity and well-being of groups within communities. The contributors note that these problems persist despite clear evidence that equity and social relationships, including gender roles, are important factors in the ways that communities adapt to change and manage forest resources overall. The Equitable Forest offers an alternative to traditional, externally organized strategies for forest management. Termed adaptive collaborative management (ACM), the approach tries to better acknowledge the diversity, complexity, and unpredictability of human and natural systems. ACM works to strengthen local institutions and use the knowledge and capacity of groups in local communities to enhance the health and well-being of both forests and the people who live in and around them. The Equitable Forest provides a detailed explanation of the descriptive, analytical, and methodological tools of ACM, along with accounts of early stages of its implementation in tropical regions of Asia, Africa, and Latin America. Although the contributors make it clear that it is too soon to evaluate the efficacy of ACM, their work is supported by evidence that rural communities do make important contributions when involved in formal forest management; that management strategies are most effective when flexible and tailored to local contexts; and that efforts by outside governmental and nongovernmental organizations to support local management are feasible from the policymaking perspective, and desirable for their impact on human, economic, and environmental well-being.

Institutional reforms and policy measures that have been undertaken in developing countries usually failed to protect either the forests or people's livelihoods. Technical solutions to deforestation are only one element in what are essentially political questions. The central issue is not how to halt deforestation but rather how to manage forest areas and natural resources in order to meet social goals on a more equitable and sustainable basis. Conventional wisdom that attributes deforestation primarily to peasant ignorance and population growth is questioned as are other single factor explanations such as market and policy failures.
