Book excerpt: In the past decade many major U.S. airports have encountered extensive opposition to plans for future growth and expansion from environmentalists and community groups who cite the noise and air pollution created and the use of increasingly scarce land resources. In an effort to counterbalance these criticisms and highlight the regional benefits the airport provides, several airport authorities have completed economic impact studies which attempt to define the airport's role in the regional economy. In reviewing the airport economic impact studies which have been completed in the past twenty years, it is obvious that a wide range of methodologies have been developed to accomplish the common task of estimating the different elements of airport economic impact. This thesis provides an overview and critical evaluation of the techniques used in past studies to define what is the airport economic impact and how is the impact estimated in the absence of primary data. Three major economic impact categories, primary, direct and induced, provide the framework for analysis. An economic impact case study of Boston's Logan International Airport is presented to provide insight into problems common to all airport economic impact studies and the solutions to these problems in a specific situation. The need for and direction of future research to clarify and define the quantification of the airport/community economic relationships is also recognized and discussed.

Book excerpt: Benefit-Cost Analysis (BCA) aids in making capital investment decisions by determining whether the benefits of a proposed action justify its costs. This synthesis, Effective Practices for Preparing Airport Improvement Program Benefit-Cost Analysis, defines and describes benefit assessment techniques used by airports as well as other modes, highlights best practices, and identifies inconsistencies of how benefits are calculated and where there is confusion in the benefit-cost guidance published by the FAA. The project focused on a review of benefit-cost literature, including benefit-cost analyses submitted to the FAA, and structured interviews with airport managers and other applicants, consultants who prepared BCA studies, and FAA staff. BCA is a tool to aid agencies in project selection and prioritization. At its core, it is a computational tool to determine whether an investment will generate benefits that will exceed its costs. This analysis is accomplished by expressing all current and future benefits and costs on an equivalent basis, which is their present value (PV). A project is economically efficient if it has a positive Net Present Value (calculated as the PV of benefits minus the PV of costs), and hence also a Benefit-Cost Ratio exceeding one.

While TxDOT periodically commissions a statewide economic impact study, the ability to provide updated or more precise economic impact values to airport sponsors and other stakeholders is needed. Having updated and current numbers is important because many local officials use the airport's economic impact values to justify airport investment. Researchers built the input/output model using IMPLAN multipliers, visitor spending data from the Texas Governor's Office, Terminal Area Forecast data from the Federal Aviation Administration, and the latest available data from the recently completed statewide economic impact study of Texas airports. The web tool, called the Small Airport Economic Impact Estimator, takes the model and provides an interface for users to calculate the economic impact of the airport of their choice. The user has the option to calculate using the default data or provide new inputs based on his or her knowledge of current conditions. The Small Airport Economic Impact Estimator Tool provides a resource for airport managers, planners, and local officials. As economic conditions change and the airport develops, the Estimator provides up-to-date economic impact numbers that can support grant applications and local funding matches, as well as attract new development. In addition, the Estimator can estimate economic impacts that may be realized if certain improvements are made that increase airport activity.

Air transport means a fundamental infrastructural background, which facilitates the economic growth of the regions; furthermore, the global accessibility is one of the key factors of being successful in terms of the settlement of business activities and for every region in Europe. The primary aim of the study is the theoretical review of the impacts of airports on economy. In addition, the study makes an attempt to review and analyse the international benchmark examples developed for the analysis of the economic impacts of airports. Based on the international literature, the methods and procedures are identified which are theoretically suitable for the economic impact study of airports. Afterwards, the procedures are selected of which the methodological clarity is suitable to found the empirical study of the impacts of an optional airport on the local economy.

The papers presented at the workshop dealt with a wide range of topics and covered different aspects that are currently important in Air Traffic Control and Air Traffic Management. This volume contains only a subset of the papers presented, namely the ones that addressed the main area emphasis in the workshop, new concepts and methods. The subject of the first two papers is Collaborative Decision Making (CDM), a concept which embodies, to a large extent, the new philosophy of partial decentralization and increased delegation of responsibilities to users in A TM operations. In the first of these papers Wambsganss describes the original CDM project and its initial implementation in the form of the Ground Delay Program Enhancements. He also provides a brief description of some of the tools that have been developed as part of the CDM effort and identifies future research and development requirements.

As is the case with any major infrastructure development, the regional economy is positively impacted as construction activities are conducted. Analysis also shows that positive economic effects could be the result of the annual airport operations. To substantiate the sustainability of airport operations, a cluster analysis was conducted to identify possibilities for industry clusters in the area. Results showed that clustering will only serve to increase the local economic impact of airport operations; further justifying the large public investment.
