In an effort to counterbalance these criticisms and highlight the regional benefits the airport provides, several airport authorities have completed economic impact studies which attempt to define the airport's role in the regional economy. In reviewing the airport economic impact studies which have been completed in the past twenty years, it is obvious that a wide range of methodologies have been developed to accomplish the common task of estimating the different elements of airport economic impact. This thesis provides an overview and critical evaluation of the techniques used in past studies to define what is the airport economic impact and how is the impact estimated in the absence of primary data. Three major economic impact categories, primary, direct and induced, provide the framework for analysis. An economic impact case study of Boston's Logan International Airport is presented to provide insight into problems common to all airport economic impact studies and the solutions to these problems in a specific situation. The need for and direction of future research to clarify and define the quantification of the airport/community economic relationships is also recognized and discussed.

This synthesis, Effective Practices for Preparing Airport Improvement Program Benefit-Cost Analysis, defines and describes benefit assessment techniques used by airports as well as other modes, highlights best practices, and identifies inconsistencies of how benefits are calculated and where there is confusion in the benefit-cost guidance published by the FAA. The project focused on a review of benefit-cost literature, including benefit-cost analyses submitted to the FAA, and structured interviews with airport managers and other applicants, consultants who prepared BCA studies, and FAA staff. BCA is a tool to aid agencies in project selection and prioritization. At its core, it is a computational tool to determine whether an investment will generate benefits that will exceed its costs. This analysis is accomplished by expressing all current and future benefits and costs on an equivalent basis, which is their present value (PV). A project is economically efficient if it has a positive Net Present Value (calculated as the PV of benefits minus the PV of costs), and hence also a Benefit-Cost Ratio exceeding one.

Researchers built the input/output model using IMPLAN multipliers, visitor spending data from the Texas Governor's Office, Terminal Area Forecast data from the Federal Aviation Administration, and the latest available data from the recently completed statewide economic impact study of Texas airports. The web tool, called the Small Airport Economic Impact Estimator, takes the model and provides an interface for users to calculate the economic impact of the airport of their choice. The user has the option to calculate using the default data or provide new inputs based on his or her knowledge of current conditions. The Small Airport Economic Impact Estimator Tool provides a resource for airport managers, planners, and local officials. As economic conditions change and the airport develops, the Estimator provides up-to-date economic impact numbers that can support grant applications and local funding matches, as well as attract new development. In addition, the Estimator can estimate economic impacts that may be realized if certain improvements are made that increase airport activity.
