Book excerpt: Every day in cities and towns across the Nation, emergency response personnel respond to incidents of varying scope and magnitude. Their ability to communicate in real time is critical to establishing command and control at the scene of an emergency, to maintaining event situational awareness, and to operating overall within a broad range of incidents. However, as numerous after-action reports and national assessments have revealed, there are still communications deficiencies that affect the ability of responders to manage routine incidents and support responses to natural disasters, acts of terrorism, and other incidents. Recognizing the need for an overarching emergency communications strategy to address these shortfalls, Congress directed the Department of Homeland Security's (DHS) Office of Emergency Communications (OEC) to develop the first National Emergency Communications Plan (NECP). Title XVIII of the Homeland Security Act of 2002 (6 United States Code 101 et seq.), as amended, calls for the NECP to be developed in coordination with stakeholders from all levels of government and from the private sector. In response, DHS worked with stakeholders from Federal, State, local, and tribal agencies to develop the NECP—a strategic plan that establishes a national vision for the future state of emergency communications. To realize this national vision and meet these goals, the NECP established the following seven objectives for improving emergency communications for the Nation's Federal, State, local, and tribal emergency responders: 1. Formal decision-making structures and clearly defined leadership roles coordinate emergency communications capabilities. 2. Federal emergency communications programs and initiatives are collaborative across agencies and aligned to achieve national goals. 3. Emergency responders employ common planning and operational protocols to effectively use their resources and personnel. 4. Emerging technologies are integrated with current emergency communications capabilities through standards implementation, research and development, and testing and evaluation. 5. Emergency responders have shared approaches to training and exercises, improved technical expertise, and enhanced response capabilities. 6. All levels of government drive long-term advancements in emergency communications through integrated strategic planning procedures, appropriate resource allocations, and public-private partnerships. 7. The Nation has integrated preparedness, mitigation, response, and recovery capabilities to communicate during significant events. The NECP also provides recommended initiatives and milestones to guide emergency response providers and relevant government officials in making measurable improvements in emergency communications capabilities. The NECP recommendations help to guide, but do not dictate, the distribution of homeland security funds to improve emergency communications at the Federal, State, and local levels, and to support the NECP implementation. Communications investments are among the most significant, substantial, and long-lasting capital investments that agencies make; in addition, technological innovations for emergency communications are constantly evolving at a rapid pace. With these realities in mind, DHS recognizes that the emergency response community will realize this national vision in stages, as agencies invest in new communications systems and as new technologies emerge.

Book excerpt: The demand for health information continues to increase, but the ability of health professionals to provide it clearly remains variable. The aim of this book is (1) to summarize and synthesize research on the selection and presentation of data pertinent to public health, and (2) to provide practical suggestions, based on this research summary and synthesis, on how scientists and other public health practitioners can better communicate data to the public, policy makers, and the press in typical real-world situations. Because communication is complex and no one approach works for all audiences, the authors emphasize how to communicate data "better" (and in some instances, contrast this with how to communicate data "worse"), rather than attempting a cookbook approach. The book contains a wealth of case studies and other examples to illustrate major points, and actual situations whenever possible. Key principles and recommendations are summarized at the end of each chapter. This book will stimulate interest among public health practitioners, scholars, and students to more seriously consider ways they can understand and improve communication about data and other types of scientific information with the public, policy makers, and the press. Improved data communication will increase the chances that evidence-based scientific findings can play a greater role in improving the public's health.

Book excerpt: Health system recovery from disruptive events presents a window of opportunity for substantial improvements, applying lessons from ongoing or past experiences with shocks to build back better. Therefore, in addition to facilitating restoration to the pre-shock state, health systems recovery processes including planning can also address pre-existing and ongoing gaps, weaknesses and inequities by facilitating continuous and systematic improvement leading to better performance and resilience. This WHO technical product aims to support countries to prioritize and mainstream health system recovery through effective planning as part of efforts to build health system resilience in support of universal health coverage, health security and socioeconomic development. While this document is developed for application in recovery context, it is adaptable to other health system strengthening and reform processes initiated in recognition of gaps in health system functions, not necessarily in the context of a shock event. The target audience is health authorities at national and subnational levels in countries, WHO, other United Nations agencies, technical partners, and donors with a role to support health systems in any context.

Book excerpt: In recent years, information and communication technologies (ICTs) have been linked with socioeconomic development with the assumption that they can be harnessed for economic growth in developing countries and facilitate integration into the global information society. However, very few studies in the ICT-for-development field examine the direct connections between ICTs and socioeconomic growth. Information and Communication Technologies in Nigeria: Prospects and Challenges for Development is a compelling account of the development of ICTs in Nigeria. It examines the ICT policy framework and the societal context within which application of the technologies emerged and highlights the potentials of ICTs in socioeconomic development. However, this book also demonstrates, through interviews and case studies, that ICTs are not the panacea to underdevelopment; constraining factors in different countries can limit their capacity to succeed. The author employs a rare multidisciplinary approach that makes the book appealing and accessible to a diverse range of readership.

Book excerpt: This book provides an account of how local government units in the Philippines engage marginalized and geographically isolated communities in taking part in pre-disaster communication efforts. The book focuses on communities classified by the government as Geographically Isolated and Disadvantaged Areas (GIDA) on the culturally rich island of Mindanao, Philippines. The focus is centered on GIDA communities because they are assumed to receive less information and help in relation to their circumstances. This book accounts for the disaster preparedness communicative conditions of people living in GIDAS and identifies synergies and tensions in the engagement process. As such, specific branches of enquiry focus on how information-seeking and sharing experiences of GIDA communities inform the current practice of community engagement. In taking this research approach, this book deliberately gives voice to these marginalized and often silenced communities. In general, the study examines other possibilities (or variables) in the pre-disaster risk communication process that truly engage geographically isolated and socioeconomically disadvantaged communities in disaster risk reduction and management (DRRM). Considering the existing methodologies used to engage local communities in DRRM, this book looks at ways in which bottom-up and top-down approaches could be melded together for a transformational level of engagement in these communities. The novelty of addressing issues concerning geographically isolated communities in a developing country is a research track worthy of being investigated by academics. The book is of interest to students and in development communication and disaster risk communication as well as community engagement practitioners specializing in DRRM. The framework proposed in this book for engaging isolated communities is helpful to practitioners in designing, planning, and implementing pre-disaster communication and community engagement programs.
