The study was conducted in 35 countries in the Africa, Asia, the Caribbean/Americas, Europe and Pacific regions. It catalogues the extent to which the youth work profession is formally recognised in these countries and examines the qualities and rights-based ethos of the various forms of youth work promoted and practised in the Commonwealth. The report aims to help countries learn from good practices, and assess gaps in establishing youth work as a recognised profession in diverse contexts.

Available in PDF, EPUB and Kindle. Book excerpt: The book has been authored by a highly regarded international legal scholar in commercial and private law. The book highlights how the legal landscape for in data protection, cross-border data flows and cybersecurity law is highly diverse and fragmented amongst all commonwealth countries. The book focuses on addressing the gaps in data, cybersecurity and national arbitration law of these countries. The aim of this book is to promote more engagement between commonwealth countries, to ensure they capitalise on the growing digital economy. Notwithstanding the above, the digital economy is rapidly changing the way we work and live. When coupled together cybersecurity and data law will be an important component of the future digital economy. They will both be integral to transnational trade and investment. That said, there will likely be disputes, and international arbitration can be an effective legal mechanism to resolve trade and investment disputes across the digital economy. On that basis, this book augments how the respective laws of commonwealth countries, along with the model data and cyber laws of the Commonwealth should be reviewed to minimise any legal divergence. This book provides a comparison and practical guide for academics, students, and the business community of the current day data protection laws and cross-border data flows among all commonwealth countries.

Book excerpt: The Commonwealth is working for the UK however if the organisation is to reach its potential and influence events, the Commonwealth Secretariat needs to "sharpen, strengthen and promote its diplomatic performance". Recently the Commonwealth has appeared less active and less publicly visible. The Government does not appear to have a clear and co-ordinated strategy for its relations with the Commonwealth. The moral authority of the Commonwealth has "too often been undermined by the repressive actions of member governments". The Committee is "disturbed to note the ineffectiveness of the mechanisms for upholding the Commonwealth's values", and expresses support for the Eminent Persons Group's proposal for a Commonwealth Charter. The Committee also says that it is not convinced that member states are making the most of the economic and trading opportunities offered by the Commonwealth. The report welcomes the fact that the Commonwealth continues to attract interest from potential new members, and the report says that there are advantages in greater diversity and an extended global reach for the Commonwealth however the application process should be rigorous. There is also concern at the continuing evidence of serious human rights abuses in Sri Lanka and the Committee urges the Prime Minister to state publicly his unwillingness to attend the Commonwealth Heads of Government Meeting in Colombo meeting unless he receives "convincing and independently-verified evidence of substantial and sustainable improvements in human and political rights in Sri Lanka."

Book excerpt: Contemporary American youth live in a culture that ignores or denigrates labor unions. Mainstream media cover labor issues only sparingly and unions no longer play much of a role in popular culture texts, films, or images. In our schools labor has been limited to a footnote in textbooks instead of being treated seriously as the most effective force for championing the rights of working people—the vast majority of the citizenry. Teachers have been convinced that to bring up class or to teach about the labor movement may be construed as “taking sides,” while the all-pervasive presence of corporate America in our schools is rarely questioned. So for all the talk of schools preparing young people for the work world, we are failing to teach them even the basics of how that world is structured or how they can be empowered through collective action. Organizing the Curriculum: Perspectives on Teaching the US Labor Movement is the first book-length treatment of this blind spot in contemporary curriculum and pedagogy. Contributors to this collection—unionists, activists, teachers, teacher educators, and academics—interrogate the ways in which knowledge is constructed in school discourses, conceptualize pedagogical strategies and curricula that open discussions around class analysis and political economy via studies of the labor movement, and put forward an activist vision of education that truly engages young people beyond the classroom walls.

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1978, this book was written at a time when belief was high in Western-guided economic development of the emerging countries. The success of Marshall Plan in war-torn Europe generated a US-led optimism that, with generous inflows of aid and technical assistance, the Third World could be won over in the Cold War. The author’s direct experience as a young academic economist in Cyprus, Malaysia, Uganda and Liberia led him to question this general optimism: the reality on the ground in the developing world did not seem to match Western optimism. Theories and blueprints, made in the West, did not fit the requirements of developing countries. Higher production and better income distribution were inseparable twin objectives of developing nations. That meant, production of a higher national output must at the same time promote social justice. Investment must create adequate jobs so that new entrants into rapidly expanding labor force could be gainfully employed. Yet, the dominant (Western) theories of development at the time, in particular the Trickle Down Theory of Growth, prescribed "Growth First, Distribution Later" strategy. Similarly, Import Substitution Industrialization theories were emphasized at the expense of export-led growth. Dualistic Growth theories preached urban-biased, anti-rural development. This book was written as a rebuttal of such faulty theorizing and misguided professional technical assistance and the book’s message is no less valid today than in the 1970’s.

Book excerpt: How to deal with the relationship between the individual and society as it reveals itself through politics is the large theme of these erudite and stylish essays by a leading scholar whose lifelong concerns have included political behavior, decision-making by groups, and legislative deportment. Truly interdisciplinary in his approach, Heinz Eulau has drawn on all the social sciences in his thirty years of research into the political behavior of citizens in the mass and of legislative elites at the state and local levels of government. Utilizing a variety of social and political theories--theories of reference group behavior, social role, organization, conflict, exchange functions and purposive action--he enriches the methodology of political science while tackling substantive issues such as social class behavior in elections, public policies in American cities, the structures of city councils, and the convergence of politics and the legal system. Eulau is ranked among the few scholars who have shaped the agenda of political science, and his latest work should also prove valuable for sociologists, social psychologists, and theorists of the social sciences.
