This volume provides an updated summary of estimates of committed dose equivalent for radionuclides considered in three previous Oak Ridge National Laboratory (ORNL) reports. Intakes by inhalation and ingestion are considered. The International Commission on Radiological Protection (ICRP) Task Group Lung Model has been used to simulate the deposition and retention of particulate matter in the respiratory tract. Results corresponding to activity median aerodynamic diameters (AMAD) of 0.3, 1.0, and 5.0 .mu.m are given. The gastorintestinal (GI) tract has been represented by a four-segment catenary model with exponential transfer of radioactivity from one segment to the next. Retention of radionuclides in systemic organs is characterized by linear combinations of decaying exponential functions, recommended in ICRP Publication 30. The first-year annual dose rate, maximum annual dose rate, and fifty-year dose commitment per microcurie intake of each radionuclide is given for selected target organs and the effective dose equivalent. These estimates include contributions from specified source organs plus the systemic activity residing in the rest of the body; cross irradiation due to penetrating radiations has been incorporated into these estimates. 15 references.

Book excerpt: In the late 1980s, the National Cancer Institute initiated an investigation of cancer risks in populations near 52 commercial nuclear power plants and 10 Department of Energy nuclear facilities (including research and nuclear weapons production facilities and one reprocessing plant) in the United States. The results of the NCI investigation were used a primary resource for communicating with the public about the cancer risks near the nuclear facilities. However, this study is now over 20 years old. The U.S. Nuclear Regulatory Commission requested that the National Academy of Sciences provide an updated assessment of cancer risks in populations near USNRC-licensed nuclear facilities that utilize or process uranium for the production of electricity. Analysis of Cancer Risks in Populations near Nuclear Facilities: Phase 1 focuses on identifying scientifically sound approaches for carrying out an assessment of cancer risks associated with living near a nuclear facility, judgments about the strengths and weaknesses of various statistical power, ability to assess potential confounding factors, possible biases, and required effort. The results from this Phase 1 study will be used to inform the design of cancer risk assessment, which will be carried out in Phase 2. This report is beneficial for the general public, communities near nuclear facilities, stakeholders, healthcare providers, policy makers, state and local officials, community leaders, and the media.

Book excerpt: Several independent data sets of radiological dose and dose-rate conversion factors (DCF/DRCF) have been tabulated or developed by the international community both for fission and fusion safety purposes. This report compares sets from the US Department of Energy, the Soviet Union, and the United Kingdom with those calculated by the Idaho National Engineering Laboratory Fusion Safety Program. The objectives were to identify trends and potential outlying values for specific radionuclides and contribute to a future benchmark evaluation of the CARR computer code. Fifty-year committed effective dose equivalent factors were compared for the inhalation and ingestion pathways. External effective dose equivalent rates were compared for the air immersion and ground surface exposure pathways. Comparisons were made by dividing dose factors in the different data bases by the values in the FSP data base. Differences in DCF/DRCF values less than a factor of 2 were considered to be in good agreement and are likely due to the use of slightly different decay data, variations in the number of organs considered for calculating CEDE, and rounding errors. DCF/DRCF values that differed by greater than a factor of 10 were considered to be significant. These differences are attributed primarily to the use of different radionuclide decay data, selection and nomenclature for different isomeric states, treatment of progeny radionuclides, differences in calculational methodology, and assumptions on a radionuclide's chemical form.

The study recommendations for the design of an environmental monitoring program are based on consideration of those factors most likely to affect local air and water quality, and human radiation exposure. Site- and facility-specific factors will affect monitoring program design and the selection of componnets such as sampling media, locations and frequency, and analytical methods.
