Report summarizes the allegations, Mr. Stevens private business interests before he became Minister, and his Ministerial duties. Contains descriptions of York Centre group of companies, and of the steps taken by the Minister in September 1984 to comply with Guidelines. Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2002: Political ethics is a rapidly growing field in disciplines such as political science, philosophy, applied ethics and public policy and it has become a major topic in current affairs’ reporting of politics. This book discusses the most prominent subjects - and occasional victims - of the ethics debate: government ministers. It is the first major work to discuss institutional reforms around the world that target ministerial morality and asks: how are these reforms influencing the motivation and conduct of the most powerful of our politicians? The book provides unique insights into ministerial behaviour and the changing role of institutions in influencing the ethics of the executive, with analyses from around the world. Contributors to the volume include international high-profile players in political ethics. They include Lord Nolan, the first Chairman of Britain's Joint Parliamentary Committee on Standards in Public Life; Professor Robert J. Jackson, a leading Canadian political scientist instrumental in establishing the Canadian Office of the Ethics Counsellor; and Associate Professor Noel Preston, the leading commentator on ethics in Australian politics, who has been involved in developing a number of its ethical regimes.

Available in PDF, EPUB and Kindle. Book excerpt: For many, honest politics is an oxymoron. Yet there have been enormous changes in Canadian public life in the past two decades to identify and address expectations that politicians and officials will act honestly and in the public interest. Using high-profile political scandals as case studies, this book explores the standards of accountability to which Canadian politicians are now being held. Among the case studies addressed are the gas plant scandal in Ontario, the "Railgate" scandal in B.C., the Robocalls affair, the "sponsorship scandal", Stephen Harper's attack on the Chief Justice of the Supreme Court, and the saga of Rob Ford. This book critically analyzes changes introduced and implemented over the last twenty years intended to deal with ethical issues in politics, including the boom of independent ethics commissioners, the regulation of lobbyists in Canada, and federal efforts to protect whistle-blowers. Contributors to the book include experts in all these areas, drawn from across the country.

Available in PDF, EPUB and Kindle. Book excerpt: This monograph elucidates common legal principles underlying the use of juridical powers. It addresses both public law and private law, and examines both the common law and the civil law. It aims to provide a theory of how Western law regulates the situations in which we hold legal powers, not for ourselves, but for and on behalf of others. It does this by elucidating the justificatory principles that are attracted in those situations. These principles include that other-regarding powers can only properly be used for the purposes for which they were granted; that they should not be used when the holder is in a conflict of self-interest and duty, or a conflict of duty and duty; and that the holder is presumptively accountable for any profits extracted from the other-regarding role. These principles stand behind the detailed legal rules that govern these relationships in multiple legal systems and in multiple public and private settings. In private law this includes the powers of trustees, corporate directors, agents and mandataries; in public law it includes all powers held for public purposes, whether they be held by the Prime Minister, by a police officer, or by a judge.
