Available in PDF, EPUB and Kindle. Book excerpt: Surrounded by water and located at the heart of a fertile plain, the Island of Montreal has been a crossroads for Indigenous peoples, European settlers, and today's citizens, and an inland port city for the movement of people and goods into and out of North America. Commemorating the city's 375th anniversary, Montreal: The History of a North American City is the definitive, two-volume account of this fascinating metropolis and its storied hinterland. This comprehensive collection of essays, filled with hundreds of illustrations, photographs, and maps, draws on human geography and environmental history to show that while certain distinctive features remain unchanged – Mount Royal, the Lachine Rapids of the Saint Lawrence River – human intervention and urban evolution mean that over time Montrealers have had drastically different experiences and historical understandings. Significant issues such as religion, government, social conditions, the economy, labour, transportation, culture and entertainment, and scientific and technological innovation are treated thematically in innovative and diverse chapters to illuminate how people's lives changed along with the transformation of Montreal. This history of a city in motion presents an entire picture of the changes that have marked the region as it spread from the old city of Ville-Marie into parishes, autonomous towns, boroughs, and suburbs on and off the island. The first volume encompasses the city up to 1930, vividly depicting the lives of First Nations prior to the arrival of Europeans, colonization by the French, and the beginning of British Rule. The crucial roles of waterways, portaging, paths, and trails as the primary means of travelling and trade are first examined before delving into the construction of canals, railways, and the first major roads. Nineteenth-century industrialization created a period of near-total change in Montreal as it became Canada's leading city and witnessed staggering population growth from less than 20,000 people in 1800 to over one million by 1930. The second volume treats the history of Montreal since 1930, the year that the Jacques Cartier Bridge was opened and allowed for the outward expansion of a region, which before had been confined to the island. From the Great Depression and Montreal's role as a munitions manufacturing centre during the Second World War to major cultural events like Expo 67, the twentieth century saw Montreal grow into one of the continent's largest cities, requiring stringent management of infrastructure, public utilities, and transportation. This volume also extensively studies the kinds of political debate with which the region and country still grapple regarding language, nationalism, federalism, and self-determination. Contributors include Philippe Apparicio (INRS), Guy Bellavance (INRS), Laurence Bherer (University of Montreal), Stéphane Castonguay (UQTR), the late Jean-Pierre Collin (INRS), Magda Fahrni (UQAM), the late Jean-Marie Fecteau (UQAM), Dany Fougères (UQAM), Robert Gagnon (UQAM), Danielle Gauvreau (Concordia), Annick Germain (INRS), Janice Harvey (Dawson College), Annie-Claude Labrecque (independent scholar), Yvan Lamonde (McGill), Daniel Latouche (INRS), Roderick MacLeod (independent scholar), Paula Negron-Poblete (University of Montreal), Normand Perron (INRS), Martin Petitclerc (UQAM), Christian Poirier (INRS), Claire Poitras (INRS), Mario Polèse (INRS), Myriam Richard (unaffiliated), Damaris Rose (INRS), Anne-Marie Séguin (INRS), Gilles Sénécal (INRS), Valérie Shaffer (independent scholar), Richard Shearmur (McGill), Sylvie Taschereau (UQTR), Michel Trépanier (INRS), Laurent Turcot (UQTR), Nathalie Vachon (INRS), and Roland Viau (University of Montreal).

Available in PDF, EPUB and Kindle. Book excerpt: Local governments today are under extreme pressure to undertake boundary reform. The global trend toward urbanization has brought with it economic, environmental, social, and regional demands that have severe implications for local governments and their territories. As a result, changing the areal jurisdiction of this most basic level of government has become a persistent and pressing challenge around the globe. This collection examines the legal and regulatory procedures involved in such municipal restructuring. Case studies from eight nations - the United States, Canada, Spain, Germany, Israel, Korea, China, and South Africa - investigate how and why local governments have been enlarged in scope and reduced in number within each country. Four key aspects are examined: the geography of the local government boundary problem, the procedures associated with boundary reform, the roles of institutions and actors in boundary reform, and the implications for urban and regional governance. Redrawing Local Government Boundaries offers a broad theoretical understanding of local government boundary reform and informs the wider scholarly discussion about institutional change, state structures, and the areal jurisdiction of local governments. The first international comparative study of local boundary reform, it will be a valuable reference for scholars and students of political science, public administration, geography, urban studies, and urban planning.

Many secondary schools, colleges, and universities now offer courses in French Canadian Civilization, and it is to facilitate these studies that this bibliography of contemporary writings has been compiled. Arranged by subject, the references list both French and English works, with titles of translations included if they exist. The author has limited himself chiefly to books published during the past twenty years, but some extremely useful, older publications have been included. The comprehensive range of topics covered includes Arts and Folklore, Culture, Economy and Education, Geography and History, Journalism, Law, Literature, Politics, Religion- virtually every aspect of Quebec life. Author Jacques Cotnam was born and educated in Quebec and received his degrees at Laval University. Since 1964 he has taught in the Department of French Literature at York University in Toronto, where he is now Associate Professor. He has published four books, Faut-Il inventer un nouveau Canada?, Poetes du Quebec, Vivre au Quebec (of which he is co-editor), and Essai de bibliographie chronologique des ecrits d' Andre Gide, plus numerous articles and papers on French and French Canadian literature, culture, and politics." –Publisher.

Book excerpt: The idea that merging municipalities will improve local services and economic competitiveness has its roots deep in the nineteenth century. Municipalities in the US were first merged as early as 1848. However, despite being merged at the turn of the twentieth the city of New York was effectively bankrupt by 1975. In contrast metropolitan Boston - often seen as a recent success story in global competition - comprises 282 distinct municipalities. Outside the United States, forced municipal mergers were a popular policy in many European countries and Canadian provinces during the 1960s and 1970s. The city of Laval, just north of Montreal, and the "unicity" of Winnipeg owe their origins to this period – both amalgamations failed to meet their original objectives. Despite the emergence of "public choice" theory - which justifies municipal fragmentation on market principles - some politicians and public servants in the 1990s have continued to advocate municipal amalgamations as a means of reducing public expenditure, particularly in Ontario. In Merger Mania Andrew Sancton demonstrates that this approach has generally not saved money. He examines the history of amalgamation, as well as studying recent forced municipal mergers in Halifax, Toronto, Ottawa, Hamilton, and Sudbury. In the concluding chapter he examines the case for municipal amalgamation on the Island of Montreal and argues that those who would abolish locally elected municipal councils are obligated to explain very carefully - especially in light of evidence to the contrary - exactly why they think such drastic measures are necessary. A compelling examination of a timely issue, Merger Mania is a must-read for anyone interested in the politics of city governments. Andrew Sancton is professor of political science at University of Western Ontario and the author of several books on city politics.
