Book excerpt: How can we account for the durability of subsistence farming in China despite six centuries of vigorous commercialization from 1350 to 1950 and three decades of collectivization between 1950 to 1980? Why did the Chinese rural economy not undergo the transformation predicted by the classical models of Adam Smith and Karl Marx? In attempting to answer this question, scholars have generally treated commercialization and collectivization as distinct from population increase, the other great rural change of the past six centuries. This book breaks new ground in arguing that in the Yangzi delta, China's most advanced agricultural region, population increase was what drove commercialization and collectivization, even as it was made possible by them. The processes at work, which the author terms involutionary commercialization and involutionary growth, entailed ever-increasing labor input per unit of land, resulting in expanded total output but diminishing marginal returns per workday. In the Ming-Qing period, involution usually meant a switch to more labor-intensive cash crops and low-return household sidelines. In post-revolutionary China, it typically meant greatly intensified crop production. Stagnant or declining returns per workday were absorbed first by the family production unit and then by the collective. The true significance of the 1980's reforms, the author argues, lies in the diversion of labour from farming to rural industries and profitable sidelines and the first increases for centuries in productivity and income per workday. With these changes have come a measure of rural prosperity and the genuine possibility of transformative rural development. By reconstructing Ming-Qing agricultural history and drawing on twentieth-century ethnographic data and his own field investigations, the author brings his large themes down to the level of individual peasant households. Like his acclaimed The Peasant Economy and Social Change in North China (1985), this study is noteworthy for both its empirical richness and its theoretical sweep, but it goes well beyond the earlier work in its inter-regional comparisons and its use of the pre- and post-1949 periods to illuminate each other.

Her book explores the complex way African economy and society are tied to issues of land and labor, offering a comparative study of agrarian change in four rural economies in sub-Saharan Africa, including two that experienced long periods of expanding peasant production for export (southern Ghana and southwestern Nigeria), a settler economy (central Kenya), and a rural labor reserve (northeastern Zambia). The resources available to African farmers have changed dramatically over the course of the twentieth century. Berry asserts that the ways resources are acquired and used are shaped not only by the incorporation of a rural area into colonial (later national) and global political economies, but also by conflicts over culture, power, and property within and beyond rural communities. By tracing the various debates over rights to resources and their effects on agricultural production and farmers’ uses of income, Berry presents agrarian change as a series of on-going processes rather than a set of discrete “successes” and “failures.” No Condition Is Permanent enriches the discussion of agrarian development by showing how multidisciplinary studies of local agrarian history can constructively contribute to development policy. The book is a contribution both to African agrarian history and to debates over the role of agriculture in Africa’s recent economic crises.

Profoundly different in terms of their history and location, they provide the basis for fruitful comparisons because they both transitioned to democracy in the early 1990s, made agricultural development a priority, and adopted orthodox policies of commercialization to develop the sector. Chapters illustrate how commercialization processes are gendered, highlighting distinctive gender, ethnic and class dynamics in rural Ghana and Cambodia and the different outcomes these generate. They also show the ways in which food cultures are changing and the often-problematic impact of these changes on the safety and quality of food. Specific policies and legal norms are examined, with chapters addressing the development and implementation of frameworks on the right to food and land administration. By 1500 English livelihoods depended more upon money and commercial transactions than ever before; the institutional framework of markets had been transformed, and urban development was more pronounced. This pioneering study examines both institutional and economic transformation, and the social changes that resulted, and stresses the limited importance of formal trading institutions for the development of local trade. Commercial transition is throughout analysed from a broader perspective that looks at the changing power relations within medieval society (which might loosely be described as feudal), and considers how these relations were affected by such commercial development.
