Book excerpt: The Small Business Innovation Research (SBIR) program is one of the largest examples of U.S. public-private partnerships. Founded in 1982, SBIR was designed to encourage small business to develop new processes and products and to provide quality research in support of the many missions of the U.S. government, including health, energy, the environment, and national defense. In response to a request from the U.S. Congress, the National Research Council assessed SBIR as administered by the five federal agencies that together make up 96 percent of program expenditures. This book, one of six in the series, reports on the SBIR program at the National Science Foundation. The study finds that the SBIR program is sound in concept and effective in practice, but that it can also be improved. Currently, the program is delivering results that meet most of the congressional objectives, including stimulating technological innovation, increasing private-sector commercialization of innovations, using small businesses to meet federal research and development needs, and fostering participation by minority and disadvantaged persons. The book suggests ways in which the program can improve operations, continue to increase private-sector commercialization, and improve participation by women and minorities.

Book excerpt: Since the late 1990s the government of Malaysia has increased emphasis on its Intensification of Research in Priority Areas (IRPA) program, focusing scientific research in universities and government research institutes (GRIs) on activities most likely to enhance national economic performance. The IRPA?s main purpose is to fund commercially viable research for the benefit of business. However, its 2001 mid-term review showed its rates and volumes of commercialization and technology transfer (CTT) to be inadequate. This study aimed to explain the perceived low rate of adoption and commercialization of scientific knowledge in manufacturing in Malaysia by exploring the actions of companies, universities and GRIs. Two main models of technical change, the Technik and the STH ones, were used. Fieldwork was carried out in Malaysia. Purposive sampling led to selection of 60 interviewees: 23 managers and professionals from companies, 17 scientists, eight Technology Transfer Office officers, six senior research administrators, three venture capitalists, two journalists and a politician. The interviews were open-ended. It was seen that research findings were not always relevant to company interests, and companies often preferred their own or adopted, sometimes reverse-engineered, technology. Government CTT funds did not help much in with design, prototypes and pilot plants. Inadequate communication and lack of trust influenced the low uptake of research findings. The commercial relevance of much scientific research was questioned. More government support for company risk-taking appeared to be needed. Differences in attitude and poor understanding of policies and principles tended to contribute to low uptake. Managers, professional, scientists, Technology Transfer Officers, senior research administrators, venture capitalists needed more flexibility, knowledge and skills to respond to profit-driven research findings. A specifically Malaysian approach to CTT was advocated.

Book excerpt: Traditionally universities strive to achieve their two core missions, research and education. However another mission, commercialisation, has emerged over recent decades. This third mission enables knowledge to be transferred out of the university with a commercial orientation, in order to provide a range of social and economic benefits to society. This led to the introduction of technology transfer offices (TTOs) that sit on the interface between university and industry and conduct commercial activities on behalf of the university. Extensive literature surrounds TTOs including factors that influence university technology transfer (UTT) and success. However, most of these studies are conducted in countries other than New Zealand and thus the technology transfer literature lacks a New Zealand perspective. This research investigated factors that influence successful commercialisation by TTOs in New Zealand and strategies implemented to address such factors. An explorative qualitative approach was used and data was collected through the implementation of semi-structured interviews on seven New Zealand TTO directors. Data analysis led to three primary findings. Firstly, factors that negatively influence successful commercialisation stem from two of the triple helix stakeholders, industry and university. It was suggested that the two most emphasised barriers, lack of funding and poor industry engagement, were caused by the lack of scale of the New Zealand ecosystem. Secondly, all TTO directors defined success as the ability to get a project to a ‘deal ready’ stage and then concluding a deal. Additionally they reported several success factors as well as metrics used to measure success. Thirdly, strategies implemented to address the reported influencing factors target three core areas: resources, reputation and relationships. The results of this research contribute to the academic conversation by providing a New Zealand perspective to current UTT literature and thus reducing speculation about the technology transfer space in New Zealand. Practical implications of this research include informing policy makers and/or strategists of the key areas that influence TTO directors, in order to target and promote effective technology transfer in New Zealand. This study also provides a basis for future research in the following areas. For example, investigating factors that influence other stakeholders such as academics or industry leaders may help form a more comprehensive understanding of UTT in New Zealand. Secondly, further research into success measures may help develop a success matrix for the evaluation of New Zealand UTT.
