Book excerpt: Mozambique has 34 million hectares (ha) of natural forests, covering 43 percent of its area. The predominant forest ecosystem is the miombo, covering about two thirds of the total forest area. Other forest ecosystems include internationally recognized biodiversity hotspots, such as the coastal forests in the south, afro-montane forests in central Mozambique, and coastal dry forests in the north; and the second-largest area of mangroves in Africa. Forests are an important contributor to the country's economy and a source of employment, income, and livelihoods in Mozambique's rural areas. The sector contributed about USD 330 million to GDP in 2011 and directly employed 22,000 people (FAOSTAT, 2011). Forests provide goods and services to local communities, including food, energy, medicine, construction materials and furniture. In some rural communities, miombo woodlands contribute almost 20 percent of household cash income and 40 percent of subsistence (non-cash) income. Forests provide ecosystem services of both local and global value. These include climate regulation through carbon sequestration and storage, watershed protection through soil erosion control, water quality and quantity provision, as well as habitat for globally important species, such as Africa's iconic large mammals and unique endemic species, such as the Gorongosa Pygmy Chameleon and Vincent's Bush Squirrel. Based on the recent National Forest Inventory (NFI, 2018), the country's above- and below-ground carbon stock totals more than 5.2 billion tCO2. This carbon store is central to the country's climate change mitigation commitments. Promoting sustainable forest management in Mozambique requires significant financing, as it entails changing the land use behavior of millions of smallholders and creating incentives among national stakeholders to manage forests sustainably, as opposed to extracting the most from them in the short-term. Mozambique has developed a Forest Investment Plan that identifies how resources would be used. Further resource mobilization is needed to scale it up and replicate it in other landscapes.

Very little growth in large-scale commercial planted area has occurred since 2009, unlike what would be required to meet predictions at the time of 1,000,000 hectares planted by 2030. Labor costs are three to four times lower in plantation forestry in Mozambique than in Brazil, South Africa, and Uganda. Yet, unit costs per cubic meter of eucalyptus timber produced in Mozambique are higher due to lower tree volume growth rates, skills gaps, and employee absenteeism up to 50 percent. Yet, deforestation and imports of high-end wood products are rekindling interest in plantation forestry, with recognition of the need for community involvement. Integration of smaller-scale forestry into community land use patterns is taking off. Recommended actions include: matching grants financed by public resources to leverage private investment and contract farming through community woodlots; empowerment of an independent third-party organization funded by companies to analyze, broker and communicate amongst relevant stakeholders; private sector mobile agroforestry schools for training in remote areas; community land-use plans developed with local stakeholders, delimiting different kinds of land and different rights; and strengthening of community-based organizations that deal with land.

The objective of the study is to collate data and relevant information, and to offer a preliminary analysis of the fundamental aspects that can help promote efficiency, efficacy, and equity in REDD+ policy. Specifically, this study concludes that some of the major problems for REDD+ in Mozambique are the lack of data about deforestation and forest degradation, institutional weakness (regarding monitoring and propriety rights), and gaps in human and technical capacity to fulfil demands associated with REDD+. Therefore, efficient results will depend on the degree to which REDD+ policies are oriented toward real mitigation of the sources of forest carbon changes. In Mozambique, REDD+ policy tends to originate outside the timber sector. The cost-effectiveness of the results will depend on identifying and addressing the fundamental causes of forest carbon changes through more viable REDD+ policy options; government capacity to respond to REDD+ demands, especially at the sub-national level; the capacity of civil society and other institutions; and the strength of the institutional framework. The degree of success of equitable outcomes and the generation of co-benefits will depend on the inclusion and appropriateness of the processes at the national level; if those who support REDD+ costs are also being compensated; and on the general definition of carbon rights and environmental services.
