Part III of the book looks at how we can protect our satellites, preparing for the worst, reducing the growth and amount of orbital debris, preventing acts of war in space and hardening against space radiation. The book ends on an optimistic note: most spacefaring nations are now working together to develop new technologies to reduce the threat posed by orbital debris and in-space nuclear detonations and treaties exist to limit the development and use of weapons in space. Finally, it is hoped that it will not be long before we will be able to better predict and take precautions against solar storms. The global economy has now become so dependent upon satellites that their loss would be devastating – to the economy, to national security, and potentially, to the day-to-day survival of those who live in the world’s most advanced economies.

Since that time, numerous software anomalies surfaced that had to be worked around. Some of the software problems required waivers, such as the time function, while others required extensive operator intervention, such as numerous power cycles. Eventually, enough anomalies surfaced that the three pieces of code included in the GPS unit have been re-written and the GPS units were upgraded. The technical aspects of the problems are discussed, as well as the underlying causes that led to the delivery of a product that has had numerous problems. The technical aspects of the problems included physical phenomena that were not well understood, such as the affect that the ionosphere would have on the GPS measurements. The underlying causes were traced to inappropriate use of legacy software, changing requirements, inadequate software processes, unrealistic schedules, incorrect contract type, and unclear ownership responsibilities. This work was conducted for the NASA Johnson Space Center (JSC) under contract NAS9-17781. GPS, in addition to its baselined capability as a highly accurate spacecraft navigation system, can provide traffic control, attitude control, structural control, and uniform time base. In Phase 1 of this program, another contractor investigated the potential of GPS in these four areas and compared GPS to other techniques. This contract was for the Phase 2 effort, to study the performance of GPS for these spacecraft applications through computer simulations. TI had previously developed simulation programs for GPS differential navigation and attitude measurement. These programs were adapted for these specific spacecraft applications. In addition, TI has extensive expertise in the design and production of advanced GPS receivers, including space-qualified GPS receivers. During that time, four space shuttle-based service missions were launched, three of which added major observational capabilities. A fifth â€" SM-4 â€" was intended to replace key telescope systems and install two new instruments. The loss of the space shuttle Columbia, however, resulted in a decision by NASA not to pursue the SM-4 mission leading to a likely end of Hubble's useful life in 2007-2008. This situation resulted in an unprecedented outcry from scientists and the public. As a result, NASA began to explore and develop a robotic servicing mission; and Congress directed NASA to request a study from the National Research Council (NRC) of the robotic and shuttle servicing options for extending the life of Hubble. This report presents an assessment of those two options. It provides an examination of the contributions made by Hubble and those likely as the result of a servicing mission, and a comparative analysis of the potential risk of the two options for servicing Hubble. The study concludes that the Shuttle option would be the most effective one for prolonging Hubble's productive life.

PHM is used for predicting with 100% certainty future satellite equipment failures. On the Block 1 GPS satellites, the predictions were used to maximize the satellite payload performance at its highest during critical multi-service system testing used to determine if the GPS program should receive funding by the department of defense. On the NASA extreme ultra-violet explorer class satellite or EUVE. The results from predictions by the author were used to reduce mission operations work load to engineers on-call, allowing the EUVE payload mission control center funding be used to extend the visiting scientist program and extending the scientific mission for the EUVE satellite by 8 years. The author included 2 reports consolidating the multi-year independent validation of the results from the prognostic analysis completed by the author on the NASA EUVE low earth orbiting space science satellite using proprietary pattern recognition software by reliability analysis engineers employed at Lockheed Martin's Advanced Technology Center located in Sunnyvale C and the co-published technical paper published at the International Telemetry Conference in 1996 and 1997 and the 1997 AIAA Small Satellite Conference held in Ogden Utah.
