Book excerpt: Face à la mondialisation, et à ses conséquences sur l'économie française, le débat politique s'est polarisé autour de deux positions radicales : soit l'acceptation pure et simple des règles du jeu libérales, supposées indépassables et imposées par la mondialisation ; soit, à l'inverse, un rejet de ces règles et le recours à une autre politique économique, centrée sur l'espace national ou sur une Europe libérée des contraintes de Maastricht. Dans cet essai, Anton Brender entend montrer que ce dilemme n'est pas pertinent : refuser la globalisation financière, la concurrence planétaire, et même la monnaie unique européenne, aurait des conséquences sociales et économiques plus graves encore que celles que l'on prétend éviter ; mais cela ne signifie pas que la France ne dispose plus, pour autant, de marges de manœuvre. Dans un style très accessible, nourri de nombreux exemples concrets, Anton Brender montre que les menaces, réelles, liées à la mondialisation, peuvent être contournées : la politique économique et l'ensemble de la société doivent, pour cela, constituer comme priorité l'impératif de solidarité. Cela suppose un énorme effort d'investissement, dans toutes les activités qui participent à la formation et à la cohésion sociale : aujourd'hui, le front de la compétition entre nations n'est pas l'entreprise, mais l'école, l'hôpital, la justice, la sécurité sous toutes ses formes. Là aussi sont les emplois – hautement qualifiés – de demain. Encore faut-il le voir assez tôt, former à temps ceux qui seront capables de les occuper et accepter les prélèvements fiscaux, sans lesquels ils ne pourront être rémunérés. C'est à cette prise de conscience que ce livre salutaire entend contribuer.

The First World War and the revolutionary wave it provoked in Russia and elsewhere were powerful inspirations for the founding of the ILO. Since then, the ILO has seen successes and set-backs; it has been ridiculed and praised. Since before the financial crisis, the global economy has tested the limits of a regulatory regime which was conceived in 1919. The organisation's founders only entrusted it with balancing social progress with the constraints of an interconnected open economy, but gambled almost entirely on tools of persuasion to ensure that this would happen. Whether that gamble is still capable of paying-off is the subject of this book, by a former ILO insider with an unrivalled knowledge of its work. The book forms part of a broader inquiry into the relevance of founding institutional principles to today's context, and strives to show that the bet made on persuasion may yet pay off. In part, the text argues that there may be little alternative anyway, showing that the pathways to more binding solutions are fraught with difficulty. It also shows the ILO's considerable future potential for promoting effective, universal regulations by extending its tools of persuasion in as yet insufficiently explored directions. Starting with an examination of how the organisation's institutional context differs from 93 years ago, the author goes on to evaluate the prospects of numerous proposals put forward today, including the trade/labour linkage, but going beyond this.
