Book excerpt: As long ago as 1957, U.S. Army Special Forces soldiers were in the Republic of Vietnam. going about their business of training, advising, and assisting members of the Vietnamese Army. Despite the old Army witticism about never volunteering for anything, the Special Forces soldier is. in fan, a double volunteer, having first volunteered for airborne training and then again for Special Forces training. From a very meager beginning but sustained by a strong motivation and confidence in his mission, the Special Forces soldier has marched through the Vietnam struggle in superb fashion. In 1957 some fifty-eight Vietnamese soldiers were given military training by Special Forces troops. Ten years later the Special Forces were advising and assisting over 40,000 paramilitary troops, along with another 40,000 Regional Forces and Popular Forces soldiers. This monograph traces the development and notes the progress, problems. successes, and failures of a unique program undertaken by the U.S. Army for the first lime in its history. It is hoped that all the significant lessons learned have been recorded and the many pitfalls of such a program uncovered. I am responsible for the conclusions reached, yet my thought processes could not escape the influence of the many outstanding officers and men in the Special Forces who joined in the struggle. Particularly, I must lake note of the contributions of the Special Forces noncommissioned officers, without question the most competent soldiers in the world. With the withdrawal of the Special Forces from Vietnam in 1971, the Army could honestly lay claim to a new dimension in ground warfare-the organized employment of a paramilitary force in sustained combat against a determined enemy. What the author does is to take three distinct historical themes-organization, technology, and ideology and examine how each contributed to the development of WWMCCS and its ability (and frequent inability) to satisfy the demands of national leadership. Whereas earlier works were primarily descriptive, cataloguing the command and control assets then in place or under development, The book offers more analysis by focusing on the issue of how and why WWMCCS developed the way it did. While at first glance less provocative, this approach is potentially more useful for defense decision makers dealing with complex human and technological systems in the post-cold-war era. It also makes for a better story and, I trust, a more interesting read. By necessity, this work is selective. The elements of WWMCCS are so numerous, and the parameters of the system potentially so expansive, that a full treatment is impossible within the compass of a single volume. Indeed, a full treatment of even a single WWMCCS asset or subsystem-the Defense Satellite Communications System, Extremely Low Frequency Communications, the National Military Command System, to name but a few-could itself constitute a substantial work. In its broadest conceptualization, WWMCCS is the world, and my approach has been to deal with the head of the octopus rather than its myriad tentacles.

It focuses on expectations concerning the impact of air power on the ground war and on some of its actual effects, but it avoids major treatment of some of the most dramatic air actions of the war, such as the bombing of Hanoi. To many who fought the war and believe it ought to have been conducted on a still larger scale or with fewer restraints, this study may seem almost perverse, emphasizing as it does the utility of air power in conducting the conflict as a ground war and without total exploitation of our most awe-inspiring technology. Although the chapters in this study are intended to form a coherent and unified argument, each also offers discrete messages. The chapters are not meant to be definitive. They do not exhaust available documentary material, and they often rely heavily on published accounts. Nor do they provide a complete chronological picture of the uses of air power, even with respect to the ground war. Nor is coverage of areas in which air power was employed—South Vietnam, Laos, Cambodia, and North Vietnam—evenly distributed nor necessarily proportionate to the effort expended in each place during the war. Lastly, some may find one or another form of air power either slightly or insufficiently treated. Such criticisms are beside the point, for the objectives of this study are to explore a comparatively neglected theme—the impact of air power on the ground—and to encourage further utilization of lessons drawn from the Vietnam experience.

It is a story of the engineers' battle against an elusive and determined enemy in one of the harshest underdeveloped regions of the world. Despite these challenges, engineer soldiers successfully carried out their combat and construction missions. The building effort in South Vietnam allowed the United States to deploy and operate a modern 500,000-man force in a far-off region. Although the engineers faced huge construction tasks, they were always ready to support the combat troops. They built ports and depots, carved airfields and airstrips out of jungle and mountain plateaus, repaired roads and bridges, and constructed bases. Because of these efforts, ground combat troops with their supporting engineers were able to fight the enemy from well-established bases. Although most of the construction was temporary, more durable facilities, such as airfields, port and depot complexes, headquarters buildings, communications facilities, and an improved highway system, were intended to serve as economic assets for South Vietnam. This volume covers how the engineers grew from a few advisory detachments to a force of more than 10 percent of the Army troops serving in South Vietnam. The 35th Engineer Group began arriving in large numbers in June 1965 to begin transforming Cam Ranh Bay into a major port, airfield, and depot complex.
