Experts acknowledge that obtaining HEU, uranium that has been processed to increase the proportion of the U-235 isotope to over 20%, is the most difficult challenge facing a state or non-state actor seeking to build a nuclear explosive. The large stocks of HEU in civilian use, many not adequately protected, are thus one of the greatest security risks facing the global community at present. This book contains chapters examining the various uses for this material and possible alternatives; the threat posed by this material; the economic, political and strategic obstacles to international efforts to end the use of HEU for commercial and research purposes; as well as new national and international measures that should be taken to further the elimination of HEU. This book was published as a special issue of The Nonproliferation Review.

Nuclear terrorism is perceived as one of the most immediate and extreme threats to global security today. While the international community has made important progress in securing fissile material, there are still important steps to be made with nearly 2,000 metric tons of weapons-usable nuclear material spread around the globe. The volume addresses this complex phenomenon through an interdisciplinary approach: legal, criminal, technical, diplomatic, cultural, economic, and political. Despite this cross-disciplinary approach, however, the chapters are all linked by the overarching aim of enhancing knowledge of nuclear security and the prevention of nuclear terrorism. The volume aims to do this by investigating the different types of nuclear terrorism, and subsequently discussing the potential means to prevent these malicious acts. In addition, there is a discussion of the nuclear security regime, in general, and an important examination of both its strengths and weaknesses. In summary, the book aims to extend the societal and political debate about the threat of nuclear terrorism. This book will be of much interest to students of nuclear proliferation, nuclear governance, terrorism studies, international organizations, and security studies in general.

Pakistans highly enriched uranium (HEU) is vulnerable to both external and insider theft by Islamic terrorists and Taliban sympathizers; Russias massive HEU supplies are susceptible to insider theft; a large portion of civilian nuclear material around the world remains in weapons-usable form; and Russias shorter-range tactical nuclear weapons are highly attractive to terrorists because of their smaller size and ease of transport. To address these vulnerabilities, the United States should pursue unilateral initiatives such as a clear declaration of retaliation against regimes aiding nuclear terrorists, multilateral initiatives that include increasing funding to the woefully underfunded International Atomic Energy Agency, and bilateral initiatives and dialogue, particularly with Pakistan and Russia. Implementing these practical steps could significantly reduce the risk of a catastrophic nuclear attack by terrorist groups.

In this volume, experts in nonproliferation studies examine challenges faced by the international community and propose directions for national and international policy making and lawmaking. The first group of essays outlines the primary threats posed by WMD proliferation and terrorism. Essays in the second section analyze existing treaties and other normative regimes, including the Nuclear Non-Proliferation Treaty and the Chemical Weapons and Biological Weapons Conventions, and recommend ways to address the challenges to their effectiveness. Essays in part three examine the shift some states have made away from nonproliferation treaties and regimes toward more forceful and proactive policies of counterproliferation, such as the Proliferation Security Initiative, which coordinates efforts to search and seize suspect shipments of WMD-related materials.
