The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

Regardless of the size of the military operation, the combat soldier and his weapon requires support. Combat Service Support units must be able to provide the necessary CSS sustainment in various types of battlefield environments. The Army is becoming more and more automated in its pursuit of quicker and more efficient logistical systems. One of the major challenges currently facing the Army is that of integrating new functional systems, their host computers, and battlefield communications into a cohesive automation/communication architecture that meets the needs of force commanders. The Persian Gulf War confirmed the fact that the power of logistics is at the strategic level while the 'punch' of logistics is at the tactical level. The major benefit of the automation modernization effort is its value both as a 'Combat Multiplier' and as a management tool. The Army is undergoing a massive redefinition and restructing of the entire CSS automation architecture. We are moving to distributed, near-real time processing. CSS Automation modernization is utilizing COTS (Commercial Off the Shelf) computers and evolving to open system 'POSIX' software that will further enhance our sustainment abilities. One important aspect of the CSS automation architecture is that nothing larger than a microcomputer will be used in a division or separate brigade. Every battalion will have CSS microcomputer software systems to support logistics functions from the motor pool to the battalion aid station. At Corps and above, mini computers will be used by the various management centers and selected commands.

This report provides an overview of these tasks and ways in which the U.S. Army combat service support (CSS) community can prepare itself to meet them. The authors conclude that CSS operations, like other ground force undertakings, need not undergo fundamental changes simply because the environment is urban. CSS personnel approaching urban tasks will be better served by employing tried-and-true doctrine while anticipating and adapting to environmental conditions; recognizing that command and control requirements within CSS functional areas and between CSS, combat support, and combat elements should be uniform; and maintaining the flexibility essential to overcoming the extraordinary challenges inherent in urban undertakings. In the course of this study, the authors conducted literature reviews and interviews, and they drew on extensive prior research. The findings fall into two broad categories: (1) functional-area specific, applying exclusively to arming, manning, sustaining, moving, fixing, force protection, and selected other areas; and (2) those with broader application. Under the latter, the limited availability of many CSS assets will encourage their central management. Commanders will have to consider weighting front-line assets with low-density assets or keeping them centralized for dispatch as needed. CSS resources will require the same command, control, and communications assets as do other units. Additionally, CSS drivers and others throughout the area of operations are a potentially vital and underused source of intelligence. A bibliography of 12 books, 34 articles, 44 reports, 19 interviews, and 42 briefings and e-mails is included. (7 figures).
