Available in PDF, EPUB and Kindle. Book excerpt: The military posture and capability of the United States of America are, today, dominant. Simply put, there is no external adversary in the world that can successfully challenge the extraordinary power of the American military in either regional conflict or in "conventional" war as we know it once the United States makes the commitment to take whatever action may be needed. To be sure, the first phase of a crisis may be the most difficult-if an aggressor has attacked and U.S. forces are not in place. However, it will still be years, if not decades, before potential adversaries will be able to deploy systems with a full panoply of capabilities that are equivalent to or better than the aggregate strength of the ships, aircraft, armored vehicles, and weapons systems in our inventory. Even if an adversary could deploy similar systems, then matching and overcoming the superb training and preparation of American service personnel would still be a daunting task.

Available in PDF, EPUB and Kindle. Book excerpt: Around the globe, democracy appears broken. With political and socioeconomic inequality on the rise, we are faced with the urgent question of how to better distribute power, opportunity, and wealth in diverse modern societies. This volume confronts the dilemma head-on, exploring new ways to combat current social hierarchies of domination. Using examples from the United States, India, Germany, and Cameroon, the contributors offer paradigm-changing approaches to the concepts of justice, identity, and social groups while also taking a fresh look at the idea that the demographic make-up of institutions should mirror the make-up of a populace as a whole. After laying out the conceptual framework, the volume turns to a number of provocative topics, among them the pernicious tenacity of implicit bias, the logical contradictions inherent to the idea of universal human dignity, and the paradoxes and problems surrounding affirmative action. A stimulating blend of empirical and interpretive analyses, Difference without Domination urges us to reconsider the idea of representation and to challenge what it means to measure equality and inequality.

Book excerpt: A powerful story of war in our time, of love of country, the experience of tragedy, and a platoon at the center of it all. This is a story that starts off close and goes very big. The initial part of the story might sound familiar at first: it is about a platoon of mostly nineteen-year-old boys sent to Afghanistan, and an experience that ends abruptly in catastrophe. Their part of the story folds into the next: inexorably linked to those soldiers and never comprehensively reported before is the U.S. Department of Defense’s quest to build the world’s most powerful biometrics database, with the ability to identify, monitor, catalog, and police people all over the world. First Platoon is an American saga that illuminates a transformation of society made possible by this new technology. Part war story, part legal drama, it is about identity in the age of identification. About humanity—physical bravery, trauma, PTSD, a yearning to do right and good—in the age of biometrics, which reduce people to iris scans, fingerprint scans, voice patterning, detection by odor, gait, and more. And about the power of point of view in a burgeoning surveillance state. Based on hundreds of formerly classified documents, FOIA requests, and exclusive interviews, First Platoon is an investigative exposé by a master chronicler of government secrets. First Platoon reveals a post–9/11 Pentagon whose identification machines have grown more capable than the humans who must make sense of them. A Pentagon so powerful it can cover up its own internal mistakes in pursuit of endless wars. And a people at its mercy, in its last moments before a fundamental change so complete it might be impossible to take back.

Available in PDF, EPUB and Kindle. Book excerpt: Some pundits claim cyber weaponry is the most important military innovation in decades, a transformative new technology that promises a paralyzing first-strike advantage difficult for opponents to deter. Yet, what is cyber strategy? How do actors use cyber capabilities to achieve a position of advantage against rival states? This book examines the emerging art of cyber strategy and its integration as part of a larger approach to coercion by states in the international system between 2000 and 2014. To this end, the book establishes a theoretical framework in the coercion literature for evaluating the efficacy of cyber operations. Cyber coercion represents the use of manipulation, denial, and punishment strategies in the digital frontier to achieve some strategic end. As a contemporary form of covert action and political warfare, cyber operations rarely produce concessions and tend to achieve only limited, signaling objectives. When cyber operations do produce concessions between rival states, they tend to be part of a larger integrated coercive strategy that combines network intrusions with other traditional forms of statecraft such as military threats, economic sanctions, and diplomacy. The books finds that cyber operations rarely produce concessions in isolation. They are additive instruments that complement traditional statecraft and coercive diplomacy. The book combines an analysis of cyber exchanges between rival states and broader event data on political, military, and economic interactions with case studies on the leading cyber powers: Russia, China, and the United States. The authors investigate cyber strategies in their integrated and isolated contexts, demonstrating that they are useful for maximizing informational asymmetries and disruptions, and thus are important, but limited coercive tools. This empirical foundation allows the authors to explore how leading actors employ cyber strategy and the implications for international relations in the 21st century. While most military plans involving cyber attributes remain highly classified, the authors piece together strategies based on observations of attacks over time and through the policy discussion in unclassified space. The result will be the first broad evaluation of the efficacy of various strategic options in a digital world.
