Available in PDF, EPUB and Kindle. Book excerpt: In the horrific conflict of 1914–1918 known first as “The Great War” and later as World War I, Latin American nations were peripheral players. Only after the U.S. entered the fighting in 1917 did eight of the twenty republics declare war. Five others broke diplomatic relations with Germany, while seven maintained strict neutrality. These diplomatic stances, even those of the two actual belligerents—Brazil and Cuba—did little to tip the balance of victory in favor of the allies, and perhaps that explains why historians have paid scant attention to events in Latin America related to the war. Nevertheless, it is still remarkable that Percy Alvin Martin’s classic account, Latin American and the War, first published in 1925, remains the standard text on the topic. This book attempts to redress this gap by taking a fresh look at developments between 1914 and 1921 in one of the neutral nations—Colombia. This period, which coincides with the presidency of José Vicente Concha (1914–1918) and his successor, Marco Fidel Suárez (1918–1921), is filled with momentous developments not only in foreign policy, when Colombian diplomats pressured by German, British and U.S. propaganda struggled to maintain strict neutrality, but also on the domestic scene as the newly installed Conservative regime faced political and economic crises that sparked numerous and violent protests. Rausch's examination of the administrations of Concha and Suárez supports Martin’s assertion that even those countries neutral in the Great War were not immune from its effects.

Book excerpt: 'Colombia is the worst humanitarian catastrophe in the hemisphere. The sources are deeply rooted in Colombia's own history, and in policies of the hegemonic power that are no less deeply rooted in its own history and institutions. This study provides a uniquely perceptive analysis of the tragic interaction, and its far-reaching implications for understanding the past and the evolving global order' - Noam Chomsky 'US administrations keep finding new excuses for intervening in Latin American affairs. Colombia is the most blatant example, as Doug Stokes' trenchant account of the US's shifting agenda - from Cold War, to guerrillas, then the drug trade, and now the 'war on terror' - so forcefully shows. Whether called imperialism or technical assistance, the consistent result is state terror and human suffering on a vast scale' - James Petras: Professor of Sociology (retired), Binghamton University, New York 'The two great turning-points of the last few years have, or so we've been told, have been the end of the Cold War and 9/11. Not so, argues Doug Stokes in this most challenging of volumes. For those looking for reassurance this is not the book for them: for those however seeking to peel back the layers of officialese and get to the heart of things this is a must read' - Professor Michael Cox, London School of Economics and Editor of International Politics 'This is a well-researched and impeccably documented expose of U.S. duplicity and intervention in Colombia. This book fills a critical gap in the literature on Colombia and on post-Cold War inter-American relations. It also has wider implications for International Relations theory and for our understanding of transnational conflict in this era of globalization' - William I. Robinson, professor of Sociology, Global and International studies, and Latin American and Iberian Studies, University of California-Santa Barbara 'America's Other War paints a very disturbing picture. With very thorough research and a highly readable narrative, Terrorizing Colombia goes beyond the liberal-conservative debate over Plan Colombia, the 'war on drugs' and the 'war on terror', reminding us of the central role played by the often brutal pursuit of economic interests' - Adam Isacson, Director of Programs, Center for International Policy, Washington

Book excerpt: "On November 24, 2016, the government of Colombia and the biggest guerrilla group in the country, the Fuerzas Armadas Revolucionarias de Colombia-Ejército del Pueblo (FARC-EP), signed a final peace agreement. This accord put an end to the longest armed conflict in the Western Hemisphere and to long and convoluted peace talks. What elements of the process contributed to its success? While it may be too early to properly speak of "lessons learned," IPI's latest paper highlights the key elements that seemed to have worked and those that made progress difficult. Over the course of the process, several factors emerged as central, both to its successful resolution and to the problems likely to arise during implementation." --

Available in PDF, EPUB and Kindle. Book excerpt: This report from the CSIS Americas Program examines developments in Colombia to assess the lessons to be learned from that country's impressive recovery. The report analyzes why Colombia was on the road to possible state failure, how the process was reversed, and what will be needed to sustain progress. It also considers the role of U.S. assistance to Colombia since approval of the "Plan Colombia" special supplemental in 2000. The report highlights practical lessons from Colombia as a case study in countering challenges to security and stability in a weakened state. It will serve as an important point of reference for policymakers on Colombia-specific issues - as well as for those addressing challenges such as an inadequate state presence, large ungoverned spaces, weak rule of law, insurgencies, and a large-scale narcotics economy in other parts of the developing world.

Book excerpt: A firsthand account of Colombia's turmoil by a journalist who was held captive by rebel guerrillasIndependent journalist Garry Leech has spent the last eight years working in the most remote and dangerous regions of Colombia, uncovering the unofficial stories of people living in conflict zones. Unlike other Western journalists, most of whom rarely leave Bogotá, Leech learns the truth about conflicts and the U.S. war on drugs directly from the source: farmers, male and female guerrillas, union organizers, indigenous communities, and many others.Beyond Bogotá is built around the eleven hours that Leech was held captive by the FARC, Colombia's largest leftist guerrilla group, in August of 2006. Drawing on unprecedented access to soldiers, guerrillas, paramilitaries and peasants in conflict zones and cocaine-producing areas, Leech's documentary memoir is an epic tale of a journalist's search for meaning in the midst of violence and poverty. This compelling account provides fresh insights into U.S. foreign policy, the role of the media, and the plight of everyday Colombians caught in the middle of a brutal war."In this remarkable saga, Garry Leech conveys brilliantly and with vivid insight the magical qualities of this rich and tortured land, and the struggles and torment of its people." -Noam Chomsky"An extraordinary portrait of grace under pressure-not only of the author himself, but of ordinary Colombians fighting for social justice." -Forrest Hylton, author of Evil Hour in Colombia

Book excerpt: More Terrible Than Death is a gripping work that maps the dramatic new relationship between the United States and Colombia in human terms, using portraits of the Colombians and Americans involved, the author's experiences in Colombia as a writer and human rights investigator and an insider's analysis of the political realities that shape the expanding war on drugs and the growing U.S. military presence there. Looking at the war from the ground up, interviewing and profiling human rights activists, guerrillas, and paramilitaries to explain how it has changed their lives, Robin Kirk gives depth and meaning to the headlines that leave unexplained the intimate dimension of the U.S./Colombian relationship.

Book excerpt: A timely, evocative account of a reporter's reckoning with her homeland's volatile past Growing up in the coastal city of Barranquilla, Colombia, Silvana Paternostro indulged in the typical concerns of a privileged young girl: friendships and parties, school and family. But soon it became apparent that life in Colombia would not go on as usual. Strange planes appeared overhead, the harbingers of the marijuana drug trade that would explode into cocaine wars over the next decade, and soon after, a disputed election would lead to demonstrations and kidnappings targeting the affluent landed elite—including Paternostro's family. A revolution was brewing, and the social inequalities reflected in her life would boil over into the most violent, most protracted, and most misunderstood civil war of our time. In My Colombian War, Paternostro journeys back to the place where her family and her closest friends still live, weaving authentic experience into a history of this ongoing conflict. Through interviews she allows us to witness the treacherous war zone that Colombia has become, projected on the daily lives of its citizens. Paternostro's book is a stunning, comprehensive narrative of Colombia's past and present.

The revolutionary regime has provided vital support to the rest of the region, offering everything from medical and development assistance to training and advice on guerrilla warfare. Cuba and Revolutionary Latin America is the first oral history of Cuba’s liberation struggle. Drawing on a vast array of original testimonies, Dirk Kruijt looks at the role of both veterans and the post-Revolution fidelista generation in shaping Cuba and the Americas. Featuring the testimonies of over sixty Cuban officials and former combatants, Cuba and Revolutionary Latin America offers unique insight into a nation which, in spite of its small size and notional pariah status, remains one of the most influential countries in the Americas.

Book excerpt: Translated by Chris Brandt Now available in paperback, Clara Nieto's history of US policy toward Latin America is enriched by her extensive first-hand experience: As a member of the Colombian diplomatic corps, she was present at UN and OAS meetings where US-Cuba conflicts were addressed, and where negotiations between the US and Latin America were hammered into place. She demonstrates convincingly that US policy toward Latin America has been a politics of intervention set into motion by the triumph of the Cuban revolution.
